Douglas Parkway Culvert and Pond Improvements Project]

SYNOPSIS INCLUDING PRO & CON: The NW Douglas Parkway Culvert and Pond
Improvement project includes the furnishing of all labor, equipment, and materials for the
dredging of silt from the pond bottom, construction of a twin 8’x5’ Reinforced Concrete Box
Culvert (RCBC), construction of 12’x10’ RCBC pedestrian underpass, embankment for the future
extension of NW Douglas Parkway, grading for a trail, grading at the dam, a new outlet structure
and emergency spillway, storm sewer piping, site restoration and miscellaneous work including
cleanup.
The City received bids on November 23, 2021 with four (4) contractors submitting bids. Elder
Corporation of Des Moines, IA submitted the low bid in the amount of $2,514,850.00 which is
approximately 16.2% under the engineer’s estimate of $3,000,000.00.
This project is included in the FY 2022-2026 Capital Improvements Plan approved by City
Council in March 2021 with a total project budget of $2,905,000. This project has a substantial
completion date of November 18, 2022.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $2,514,850.00
STAFF REVIEW AND COMMENT: Staff recommends awarding the project to Elder
Corporation of Des Moines, IA.
RECOMMENDATION: Approve the resolution.

RESOLUTION 2021-
RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE NW DOUGLAS PARKWAY CULVERT
AND POND IMPROVEMENTS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the NW Douglas Parkway Culvert and Pond Improvements, described in
the plans and specifications heretofore adopted by this Council on December 6, 2021, be and is
hereby accepted, the same being the lowest responsive, responsible bid received for such work, as
follows:
Contractor:Elder Corporation of Des Moines, IA
Amount of bid:$2,514,850.00
Portion of project:All construction work
Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.
