SYNOPSIS INCLUDING PRO & CON: The Waukee Public Works Site Expansion Phase
1project includes the furnishing of all labor, equipment, and materials for 33,729 SF single story
unheated public works equipment & salt storage building, located at 805 University Avenue,
northwest of the existing building. The building construction includes concrete slabs on grade,
precast concrete walls, steel roof structures and adhered membrane roofs. Also included are fire
protection, plumbing, mechanical and electrical work as well as site utilities, grading, and
concrete paving.
The City received bids on December 9, 2021 with ten contractors submitting bids. Core
Construction Services, LLC of Des Moines, IA submitted the lowest bid with a base bid of
$5,880,000.00, an Alternate 1 bid of $15,000.00 and an Alternate 2 bid of $27,700.00. Core’s
total bid of base + alternate 1 + alternate 2 is $5,922,700.00 which is approximately 10.13%
under the engineer’s estimate of $6,590,640.00. Alternate 1 includes switching from a steel
frame and steel panel overhead door to a fiberglass panel and aluminum frame overhead door in
the salt storage area for improved corrosion resistance. Alternate 2 includes painting the interior
steel roof structure of the entire building.
This project is included in the draft FY 2023-2027 Capital Improvements Plan with a total project
budget of $7,155,000. This project has a substantial completion date of October 16, 2023.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $5,922,700.00
STAFF REVIEW AND COMMENT: Staff recommends awarding the project to Elder Core
Construction Services, LLC of Des Moines, IA in the amount of $5,922,700.00 which includes
the base bid, alternate 1 and alternate 2.
RECOMMENDATION: Approve the resolution.

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE WAUKEE PUBLIC WORKS - SITE
EXPANSION PHASE 1
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the Waukee Public Works - Site Expansion Phase 1, described in the plans
and specifications heretofore adopted by this Council on December 20, 2021, be and is hereby
accepted, the same being the lowest responsive, responsible bid received for such work, as follows:
Contractor:Core Construction Services, LLC,of Des Moines, IA
Amount of bid:$5,922,700.00
Portion of project:All construction work
Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.

Re: Bid Results and Recommendation for the Waukee Public Works – Site Expansion Phase 1 Project
Dear Mr. Koester:
We received the bids for the Waukee Public Works – Site Expansion Phase 1 project on Thursday
December 9, 2021, at 2:00 p.m. We had tremendous participation with (10) general contractors
submitting a bid. We distributed paper and electronic plans to over 50 different General Contractor and
Subcontractor companies. We feel this was a very good response to the timing for this bid and it is a
clear indication of the cost of this project. Enclosed is the Certified Bid Tabulation for your use and
review of the bids received.
The most recent Architect’s Cost Estimate, dated September 21, 2021, was $6,590,640, which included
both Alternate #1 and Alternate #2.
The apparent low bid including both alternates, submitted by Core Construction Services LLC, is
$5,922,700, which is about 10 percent below the most recent cost estimate. There was only a 0.4%
difference between the low bid and the second low bid.
Based on the strong participation and the bids received, we recommend moving forward with awarding
the contract for construction, including Alternate #1 and Alternate #2, for the Waukee Public Works –
Site Expansion Phase 1 project, in the amount of $5,922,700 to Core Construction Services, LLC of Des
Moines, Iowa.
