(A) Call to Order — The regular meeting of the Waukee City Council was called to order by Mayor Clarke at 5:31 p.m. at Waukee City Hall, 230 W. Hickman Rd. and electronically via Zoom pursuant to the electronic meeting provisions of Iowa Code Sections 21.4(1)(b) and 21.8. (B) Pledge of Allegiance (temporarily suspended) (C) Roll Call — The following members were present: Mayor Courtney Clarke; Council Members Anna Bergman (electronically), R. Charles Bottenberg (electronically), Chris Crone, Larry R. Lyon (electronically), Ben Sinclair. Absent: None. Also in attendance: City Administrator Tim Moerman, Development Services Director Brad Deets (electronically), Public Works Director/City Engineer Rudy Koester (electronically), Finance Director Linda Burkhart (electronically), Parks & Recreation Director Matt Jermier (electronically), Human Resources Director Michelle Lindsay (electronically), Marketing & Communications Director Summer Evans (electronically), IT Director Son Le (electronically), Police Chief John Quinn, City Clerk Rebecca D. Schuett, City Attorney Steve Brick (electronically). (D) Open Forum (E) Agenda Approval — Council Member Crone moved to approve the agenda; seconded by Council Member Sinclair. (F) Presentations: None (G) Public Hearings: 1) On plans, specifications, form of contract and estimate of cost [SE Ashworth Road Corridor Improvements Project, SE Parkview Crossing Drive to SE Glacier Trail] — Mayor Clarke opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied in the negative. Public Works Director/City Engineer Koester reviewed the project, budget and construction schedule. There are two property owners with whom the City is still working toward obtaining the necessary easements for the project. No comments were made by the public in attendance. 2) On plans, specifications, form of contract and estimate of cost [Little Walnut Creek North Trunk Sewer Phase 1 and Water Main Extensions Project] — Mayor Clarke opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied in the negative. Public Works Director/City Engineer Koester reviewed the project, budget and construction schedule. The improvements are necessary as part of a development agreement for Ashley Acres. No comments were made by the public in attendance. 3) On plans, specifications, form of contract and estimate of cost [Warrior Lane Improvements Phase 1 Project] — Mayor Clarke opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied in the negative. Public Works Director/City Engineer Koester reviewed the project, budget and construction schedule. No comments were made by the public in attendance. (H) Public Hearing Action Items: 1) SE Ashworth Road Corridor Improvements Project, SE Parkview Crossing Drive to SE Glacier Trail A. Resolution: Consideration of approval of a resolution approving plans, specifications, form of contract and estimate of cost — Council Member Sinclair moved to approve the resolution; seconded by Council Member Crone. Results of vote: Ayes: Bergman, Bottenberg, Crone, Lyon, Sinclair. Nays: None. Motion carried 5 — 0. (Resolution #2021-006) B. Resolution: Consideration of approval of a resolution awarding contract — Council Member Crone moved to approve the resolution; seconded by Council Member Lyon. Public Works Director/City Engineer Koester reviewed the bid tabulation, recommending award to Alliance Construction Group, LLC, of Urbandale, IA, in the amount of $4,510,016.01. Results of vote: Ayes: Bergman, Bottenberg, Crone, Lyon, Sinclair. Nays: None. Motion carried 5 — 0. (Resolution #2021-007) 2) Little Walnut Creek North Trunk Sewer Phase 1 and Water Main Extensions Project A. Resolution: Consideration of approval of a resolution awarding contract — Council Member Lyon moved to approve the resolution; seconded by Council Member Crone. Public Works Director/City Engineer Koester reviewed the bid tabulation, noting that the low bid was significantly under the engineer's estimate but that, after a conversation with the low bidder, City staff were confident in the bid. He recommended award to Priority Excavating, LLC, of Clive, IA, in the amount of $1,427,080.00. Results of vote: Ayes: Bergman, Bottenberg, Crone, Lyon, Sinclair. Nays: None. Motion carried 5 — 0. (Resolution #2021-009) 3) Warrior Lane Improvements Phase 1 Project A. Resolution: Consideration of approval of a resolution approving plans, specifications, form of contract and estimate of cost — Council Member Sinclair moved to approve the resolution; seconded by Council Member Crone. Results of vote: Ayes: Bergman, Bottenberg, Crone, Lyon, Sinclair. Nays: None. Motion carried 5 — 0. (Resolution #2021-010) B. Resolution: Consideration of approval of a resolution awarding contract — Council Member Lyon moved to approve the resolution; seconded by Council Member Crone. Public Works Director/City Engineer Koester noted that the bids were let through the Iowa Department of Transportation, then reviewed the bid tabulation, recommending award to Concrete Technologies, Inc., of Grimes, IA, in the amount of $3,211,613.10. Mr. Koester added that the construction contract included a "no excuse" incentive to have the intersection open to traffic by the start of school in August. Results of vote: Ayes: Bergman, Bottenberg, Crone, Lyon, Sinclair. Nays: None. Motion carried 5 — 0. Public Works Director/City Engineer Koester reviewed the project, noting that there will be several temporary system bypasses while the improvements are being completed. Two quotes were received; both exceeded the engineer's estimate. In conversations with contractors, the challenges associated with the project added to the cost, as the system must remain operational during repairs. City staff recommends moving forward with the project, awarding quote to Woodruff Construction, Inc., of Ames, IA, in the amount of $127,300.00. Council Member Lyon asked if the repairs were due to lack of maintenance or a design flaw; Mr. Koester noted that the well was a highly corrosive environment, causing the need for repairs.
