Call to Order — The work session meeting of the Waukee City Council was called to order by Mayor Clarke at 5:30 p.m. at Waukee City Hall, 230 W. Hickman Rd. B. Roll Call — The following members were present: Mayor Courtney Clarke; Council Members Anna Bergman Pierce, R. Charles Bottenberg, Chris Crone, Larry R. Lyon, Ben Sinclair. Absent: None. Also in attendance: City Administrator Tim Moerman, Assistant City Administrator Brad Deets, Public Works Director/City Engineer Rudy Koester, Finance Director Linda Burkhart, Planning Coordinator Andy Kass, Economic Development Coordinator Jennifer Brown, Parks & Recreation Director Matt Jermier, Marketing & Communications Director Summer Evans, Human Resources Director Michelle Lindsay, Fire Chief Clint Robinson, Police Chief John Quinn, City Clerk Rebecca D. Schuett. C. Agenda Approval — Council Member Lyon moved to approve the agenda; seconded by Council Member Crone. Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce, Sinclair. Nays: None. Motion carried 5 — 0. D. Work Session: 1) Des Moines Regional Airport presentation — Kevin Foley, Executive Director of Des Moines Regional Airport, presented on the planning and financing of a new terminal and other improvements. He requested a resolution by the Waukee City Council to commit funding toward the project. 2) WILC partnerships report — Fire Chief Robinson reviewed certain partnerships between the Waukee Fire Department and WILC, including future EMT classes. 3) Food truck ordinance — Planning Coordinator Kass discussed a proposed ordinance for what has previously been a pilot program regarding food truck licensing and operations. 4) FY2021-2022 Strategic Plan: Sustainability Plan discussion — Mayor and council reviewed those sustainability principles and priorities on which they would like to focus. 5) FY2021-2022 Strategic Plan: Gas hedging strategy update — Public Works Director/City Engineer Koester discussed November 2021 gas usage, current market trends and overall City savings through hedging. 6) Professional services agreement: Hotel Feasibility Study — Economic Development Coordinator Brown reviewed a proposed agreement for general market, competitive supply and hotel demand analyses. 7) Professional services agreement: Elevated Water Storage Tank — Public Works Director/City Engineer Koester reviewed the proposed agreement, construction schedule and cost estimate. 8) Professional services agreement: Grand Prairie Parkway/SE Tallgrass Lane Traffic Signals — Public Works Director/City Engineer Koester reviewed the proposed agreement, construction schedule and cost estimate. 9) Professional services agreement amendment: NW Douglas Parkway Culvert and Pond Improvements — Public Works Director/City Engineer Koester discussed a proposed amendment for construction -related services associated with the project. 10) Professional services agreement: Public Safety Facility Owner's Representation — Assistant City Administrator Deets discussed a proposed agreement with an individual to represent the City's interests during the design and construction of the Public Safety Facility. 11) Development agreement amendment: The Quarter at Waukee, LLC; Waukee Prairie Apartments, LLC — Assistant City Administrator Deets reviewed the proposed amendments, including modifications to minimum improvements and assessed values. The tax increment percentages are proposed to remain unchanged. 12) Capital Improvement Program for Fiscal Years 2023-2027 — City Administrator Moerman, Assistant City Administrator Deets, Finance Director Burkhart and Public Works Director/City Engineer Koester reviewed the proposed program and how projects would be financed. 13) FY2023 agreements with non-profit organizations — Mayor and council reviewed and discussed the funding requests received. 14) Road and infrastructure project updates — Public Works Director/City Engineer Koester provided an update on various projects under construction. 15) Active threat training — Police Chief Quinn presented on how to react during an active threat event.
