HomeMy WebLinkAbout2021-12-20-Resolution 2021-512_Employee Handbook, AmendedTHE CITY OF WAUKEE, IOWA RESOLUTION 2021-512 AUTHORIZING AMENDED EMPLOYEE HANDBOOK [EMPLOYEE HANDBOOK] IN THE NAME AND BY THE A UTHORITY OF THE CITY OF WA UKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, the City desires a comprehensive set of general guidelines and policies governing all personnel matters for all city employees, including employee conduct, workplace conditions, drug & alcohol policies, policies that implement state and federal employment laws, and other aspects of public employment and City service; AND, WHEREAS, these policies are intended to apply to all city employees; AND, WHEREAS, the policies contained in the Employee Handbook are general guidelines for the City's current employment practices and workplace procedures. They are not intended to be a contract, expressed or implied, or any type of promise or guarantee of specific treatment upon which employees may rely, nor a guarantee of employment of any specific duration; AND, WHEREAS, with the incorporation of former union employees into the employee handbook last July, a few unforeseen scenarios have arisen regarding the calculating of overtime and daylight savings time adjustments; AND, WHEREAS, additional language is needed to clarify and address the issues that have arisen; AND, WHEREAS, the City Administrator and Human Resources Director have reviewed proposed language to be added with Department Directors; AND, WHEREAS, the following clarifying language, indicated in red, is to be added/changed: 4.8 OVERTIME & COMPENSATORY TIME All non-exempt employees, except golf course employees, shall be paid, either in cash or compensatory time, at a rate of one and a half (1 1/2) the employee's straight time hourly rate for work in excess of 40 hours in any workweek. Employees engaged in 24-hour fire protection shall receive overtime for hours worked in excess of 212 within a 28-day cycle. Non-exempt law enforcement employees working a schedule of 6 shifts on followed by three shifts off of eight and one-half hours will receive overtime for hours worked in excess of 8.5 hours in a day, or 51 hours, beginning with the first day scheduled, in a nine (9) day work cycle. Employees may carry a maximum of 40 hours of compensatory time, full time 24-hour shift employees shall be allowed to carry 48 hours of compensatory time, and any additional overtime shall be paid in cash. Paid sick leave, vacation time, compensatory time, and holidays shall be considered hours worked for the purpose of calculating overtime. 4.7 HOURS OF WORK On shifts during which clocks are adjusted for the implementation or cessation of daylight savings time, employees shall be paid for the number of hours actually worked. When on paid leave for the entirety of such shifts, employees shall be paid their normal hours of work per shift. WHEREAS, the effective date of the amended employee handbook will be October 24, 2021. NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this 20th day of December 2021, that it hereby approves and adopts the amended employee handbook. Attest: �J Rebecca D.
