RESOLUTION 2021-530
APPROVING CITY OF WAUKEE SAFE ROUTES TO SCHOOL GUIDE
IN THE NAME AND BY THE A UTHORITY OF THE CITY OF WA UKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, The safe routes to school program is a nationwide effort to promote walking and biking
to school by improving infrastructure, education, and safety for students and parents choosing an
alternative mode of travel to school. The initiative started in a few cities in the 1990's and expanded as
federal transportation funding was provided to support safe routes to school programs. Safe routes to
school programs seek to address some of the common issues presented by parents as reasons for
students not walking to school; including, distance to school, traffic danger, weather, and crime; AND,
WHEREAS, Safe routes to school plans or policies utilize the five E's of transportation safety
(Engineering, Education, Encouragement, Enforcement, and Evaluation) to create routes with the
necessary infrastructure to support biking,and walking. They encourage parents and students to walk or
bike to school. They educate the community about the benefits of active transportation. And lastly,
they support the reinforcement of safe traffic behavior; AND,
WHEREAS, The City of Waukee plays a key role in safe routes to school in the city. As the primary
owner of infrastructure to support transportation (sidewalks, streets, bridges, trails, etc.) the City is
responsible for making sure the routes are complete, accessible, and safe driving behaviors and
supporting the education of students for biking and walking safely; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee that the City of
Waukee Safe Routes to School Guide is hereby approved.
Passed by the City Council of the City of Waukee, Iowa, and approved the 20`h day of December,
2021.
