Attest: Jolinplon, Interim City Administrator/Clerk Book 2006 Page 14487 6 of 16 July 24, 2006 FOX CREEK ESTATES PLANNED DEVELOPMENT WAUKEE, IOWA ITEM 1 Location, Size, Legal Description (See exhibit A) A) The proposed planned development, Fox Creek Estates Mixed Use Development is comprised of approximately 22.781 acres in the West Quarter Corner of Section 27 Township 79 North, Range 26, Dallas County, Iowa (See Exhibit A). The proposed planned development is located east of Warrior Lane and is bordered by Gracewood Plat 1 to the south. The proposed planned development is a portion of a larger Fox Creek Estates Subdivision. The Development Plan of the entire Fox Creek Estates has been attached as Exhibit B. ITEM 2 Topography ITEM 3 Location and Description of Major Site Features, Including Tree Masses Drainage ways, Wetlands, Soils A) Property is agricultural cropland with no existing tree masses. B) Site drains mostly south to north. A retention pond will be constructed at the northwest corner of the site. Maintenance of the facility will be the responsibility of the developer or his or her assigns. ITEM 4 Location of 100 year Floodplains (Not Applicable) ITEM 5 Generalized Land Use Plan (See Exhibit C) A) Land use in the Planned Development is to include a mixed use component including both retail and office commercial space and residential apartments along with stand alone residential apartments. ITEM 6 Proposed Types and Densities of Development (See Exhibit C) A) The project will include a maximum of 72,300 square feet of commercial space with a maximum of 20,000 square feet per individual building. Only those commercial uses permitted in the C-IA Neighborhood Commercial District shall be permitted within the development. Commercial space within the development shall be split with seventy five (75) percent allowed as retail development and twenty five (25) percent allowed as office development. Restaurant uses within the development shall be limited to a total of 20,000 square feet. Book 2006 Page 14487 7 of 16 B) All buildings within the development shall include a residential apartment component with a maximum of 281 residential apartment units within the entire development. A minimum of fifty (50) percent of the residential apartment units shall include two bedrooms. Minimum square footage for one bedroom apartments shall be 600 square feet. Minimum square footage for two bedroom apartments shall be 750 square feet. ITEM 7 Generalized Internal and External Transportation and Circulation System, including Pedestrian and Bicycle Systems (See Exhibit C) A) This project will be bordered by Warrior Lane, classified as a minor arterial along the west property line and Douglas Avenue, classified as a minor arterial boulevard along the north property line. A public street running north and south, classified as a local street will border the east property line. All streets internal to the development shall be considered private and maintained by the developer or his or her assigns. B) A ten (10) foot public recreational trail will be constructed adjacent to Douglas Avenue. Internal sidewalk system shall be provided with differentiated colored crosswalks to define the internal pedestrian ways and shall be connected to the public recreational trail along Douglas Avenue. ITEM 8 Locations of Driveways or Access Points Adjacent to the Project (See Exhibit C) Access from Douglas Avenue into the development shall be limited to one access point. Access from Warrior Lane shall be limited to one driveway per every three hundred and forty (340) lineal feet. ITEM 9 General Location and Size of Building or Building Footprints (See Exhibit C) ITEM 10 Site Master Plan, Including General Envelops of Buildings, Parking, Open Space, and Other Site Features. (See Exhibit C) A) Parking Parking for commercial retail uses shall be provided at a rate of one hundred (100) percent of the gross floor area divided by the typical size of a parking stall (171). Parking for commercial office uses shall be provided at a rate of fifty (50) percent of the gross floor area divided by the typical size of a parking stall (171). Parking for residential apartment uses shall be provided at a rate of (2) two parking stalls per unit. A shared parking concept will be used for this Planned Development Book 2006 Page 14487 8 of 16 based upon the mixed use nature of the project. Shared parking is the use of a parking space by two or more individual land uses without conflict or encroachment. The ability to share parking spaces is the result of variations in the accumulation of vehicles by hour, by day, or by season at the individual land uses and the relationships among the land uses that result in visiting multiple land uses on the same auto trip. A minimum of 10% of the minimum number of parking stalls required will be enclosed garages. Storage rooms or lockers within the apartment buildings will be available to apartment tenants for those items that might have been stored in a garage. All parking areas will provide for a minimum of 10% landscaped islands, per section 304.5(H) of the Waukee Code. ITEM 11 Description and Location of All Use Types included in the Project, including Maximum Floor Areas Devoted to Each Use. (See Exhibit C) ITEM 12 Location and Design of Vehicular, Bicycle, and Pedestrian Circulation Systems, Including Relationship to External Transportation System. (See Exhibit C) ITEM 13 Schematic Location and Development Standards for Open Space, including Conceptual Landscape Plan. (See Exhibit C) A) The Planned Development shall include a minimum of 30% open space when calculated as a whole and as measured ttp to the street right of way or the change of zoning at the south. Should developer decide to split the proposed Planned Development into multiple lots, the individual lots may have less than 30% open space. B) In addition to the open space internal to the development, developer will be required to dedicate parkland based upon the requirements of Section 303.157 of the City of Waukee Municipal Code as it relates to multi -family dwellings. The location of the dedicated Book 2006 Page 14487 9 of 16 parkland shall be as indicated on the Conceptual Development Plan for Fox Creek Estates Subdivision (See Exhibit B). C) Landscaping 1) All open space will be landscaped. Landscaping requirements are as follows: a) Minimum requirements at the time of planting: Two trees of the following size per 1,500 square feet of required open space: 40 Percent — Deciduous — minimum 2" caliper diameter 25 Percent — Evergreens — minimum 6 ft tall Balance — Deciduous — minimum 1 `/2" caliper diameter b) Minimum requirements at the time of planting: Two shrubs per 1,000 square feet of required open space. D) Buffers: No buffer is required. E) Private common amenities shall be provided within the Planned Development for the residential component of the project including at a minimum a clubhouse and pool facility. ITEM 14 Building Design Standards, including Height, Materials, Sections, and other Information Required to Describe the Project. (See Exhibit D) A) Maximum Building Height — 45 feet B) Maximum Number of Stories — 3 stories C) Architectural Compatibility: A consistent theme should be predominant throughout the development using architecturally compatible design elements and materials. This, however, shall not mean that all buildings are to look exactly alike. 1) Mixed use buildings within the development shall incorporate a minimum of 60% brick or cultured stone or glass into its overall design. 2) Stand alone residential apartment buildings shall incorporate a minimum of 40% brick or cultured stone or glass into its overall design. 3) All other buildings within the development including garages and the clubhouse shall include a minimum of 40% brick or cultured stone or glass into its overall design. 4) Based upon the layout of the buildings, special consideration should be given to creating 360 degree architecture on all elevations of the proposed buildings. Book 2006 Page 14487 4 10 of 16 5) Special design consideration shall be given to those elevations which are adjacent to either Warrior Lane or Douglas Avenue to create a strong and positive presence out to the traveling public. D) Signage 1) One entry monument sign to identify the development shall be permitted at the northwest corner of the project at the intersection of Warrior Lane and Douglas Avenue. The message on the sign shall be limited to identification of the development and shall not include any individual commercial tenant signage. Maximum height of the sign shall be ten (10) feet with a minimum setback of fifteen (15) feet from the property line. Maximum sign area shall be limited to 100 square feet. The sign shall be designed with brick and/or cultured stone (and/or other accent materials common to the buildings) making up a substantial portion of the sign. Landscaping shall be required around the sign to enhance the entrance into the development. 2) A maximum of two additional monument signs shall be permitted with one on Warrior Lane and one on Douglas Avenue. Signs may be two sided with a maximum sign area of eighty (80) square feet on one side of the sign. Maximum height of signs shall be ten (10) feet with a minimum setback of fifteen (15) feet. Signs shall be constructed with substantial materials and shall be consistent in design with the main entry monument signage. 3) Building signage for the commercial tenants within the development shall be permitted based upon the C-1 A fascia/wall signs requirements as specified in §305.4 of the City of Waukee Municipal Code. Building signage shall include a consistent design and color scheme and should be further defined in a Declaration of Easements, Covenants, Conditions and Restrictions for the development.
