AN ORDINANCE TO AMEND CHAPTER 300, ZONING ORDINANCE, CITY OF WAUKEE,
IOWA BY AMENDING THE ZONING FOR CERTAIN PROPERTY FROM C-4 TO PD-1
AND R-3 AND AMENDING CERTAIN PROPERTY FROM C-4 TO C-1 [AUTUMN RIDGE]
BE IT ORDAINED by the Council of the City of Waukee:
Section 1. Section 301.4 of Chapter 301, Waukee Municipal Code, Zoning Ordinance of
the City, adopting the Official Zoning Map, is hereby amended by changing the following real estate
from C-4 (Office Park Commercial District) to R-3 (Rental Multi -Family Residential District) and
PD-1 (Planned Development Overlay), legally described as follows:
A PART OF LOT 1, LOT 2 AND STREET LOT 'A', WILLIAMS POINTE PLAT 7, AN OFFICIAL
PLAT IN THE CITY OF WAUKEE, DALLAS COUNTY, IOWA AND MORE PARTICULARLY
DESCRIBED AS FOLLOWS:
BEGINNING AT THE NORTHEAST CORNER OF LOT 1, WILLIAMS POINTE PLAT 7;

THENCE NORTH 89052' 14" EAST ALONG SAID NORTH LINE, A DISTANCE OF 350.00 FEET;
THENCE SOUTH 00004'00" EAST, 1485.28 FEET; THENCE SOUTH 89056'00" WEST, 350.00
FEET TO THE WEST LINE OF SAID LOT 2; THENCE NORTH 0°04'00" WEST 1484.90 FEET
TO THE POINT OF BEGINNING AND CONTAINING 11.93 ACRES (519,783 SQUARE FEET).
A PARCEL TO BE KNOWN AS AUTUMN RIDGE.
Section 3. Planned Development Agreement. Attached hereto as Exhibit A is the Planned
Development Agreement which shall define the minimum standards and requirements of the PD-1
[Planned Development Overlay District] pertaining to the above legally described property.
Section 4. Repealer. All ordinances or parts of ordinances in conflict with the provisions
of this ordinance are hereby repealed.
Section 5. Severab:ility Clause. If any section, provision or part of this ordinance shall be
adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the ordinance as
a whole or any section, provision, or part thereof not adjudged invalid or unconstitutional.
Section 6. Effective Date. This ordinance shall be in effect upon its final passage, approval
and publication as provided by law.

EXHIBIT B I AUTUMN RIDGE — PLANNED DEVELOPMENT
Waukee, Iowa
Planned Development Overlay District (PD)
Item 1 Purpose and Scope of District
A. This Planned Development is intended to allow for the development of a
higher density apartment complex than would be typical of standard R-3
(Rental Multi -Family Residential District) property in the City of Waukee.
B. As part of allowing for greater density, the development plans to
minimize potential adverse effects placed upon surrounding properties
by providing for the additional quality of life amenities internal to the
development such as a club house, pool, playgrounds, recreation courts,
and a higher level of pedestrian connection and circulation throughout
the project area.
C. The buildings within the complex are intended to be designed in a
manner which complements the architecture of the surrounding
neighborhood and landscape buffering will be provided in areas where
existing uses may not be as compatible with the proposed development.

E. The proposed development is comprised of approximately 27.80 acres in
property formerly platted as part of Williams Pointe Plat 7, an official plat
in the City of Waukee, Dallas County, Iowa. The property is located
between SE Alice's Road and SE Brick Drive, north of SE University
Avenue, on either side (north and south) of SE Olson Drive.
The property is bordered on the east by the Williams Pointe Townhomes
and Williams Pointe Condominiums developments. The property is south
of the Thomas Place Apartments and bordered by commercial property
to the west and south.

B. Exhibit F represents a conceptual development plan identifying the
intended construction of 13 apartment buildings with a total of 434 units
included as part of ten (10) 36-unit buildings, one (1) 30-unit building,
one (1) 24-unit building and one (1) 20-unit building. The plan also
identifies the intended construction of a club house on Lot 2 (south of SE
Olson Drive).

Item 4 Building Design Standards
A. Buildings are to be constructed in a manner which provides for a
variation in fa4ade at incremental distances in order to create a better
pedestrian scale and reduce the perceived size of the buildings. A mix of
building materials including brick or stone and residential siding should
be used. The roof should be articulated to provide for increased interest
and depth of the buildings. Residential siding shall be of a cement
product lap siding in lieu of vinyl. Heavy trim elements shall be provided
around all doors and windows.

Item 5 Proposed Bulk Regulations - Including Density Regulations, Setbacks, Maximum
Heights, and Other Design Standards Specific to the Project
A. Principal Permitted Uses for this area shall include condominium dwellings
and apartment dwellings.
B. Minimum Lot Area: 10,000 square feet.
C. Minimum Floor Area: 750 square feet per unit, except for efficiency units
and one bedroom which shall be 600 square feet
D. Maximum Density: 21 housing units per gross acre
E. Maximum Number of Units in a Building: 36 units
F. Front Yard: 30 feet perimeter boundary
G. Side Yard: No minimum shall apply except where bordering an R-4 District
or C District in which case the side yard shall be 25 feet; the buildings shall
have a minimum of 10 feet between the buildings.
H. Rear Yard: 25 feet perimeter boundary; the buildings shall have a minimum
of 20 feet between the buildings.
I. Landscaping & Open Space:
a. All sites should conform to the City's Ordinance for Landscaping and
Open Space with regard to the amount of open space to be provided
within each lot in addition to the number and type of plantings
needed within each site.
b. Buffers: Where this district borders a Row Dwelling and Townhome
Dwelling District (R-4) or a commercial (C) zoned district, a three (3)
foot high buffer shall be provided consisting of twenty-five (25) feet
in width designed with an earth berm and plantings.
i. Buffer Plantings should be provided as prescribed by the
City's Landscape and Open Space Ordinance.
Parking:
a. A minimum of 2 spaces per dwelling unit, 1 visitor space per 5
dwelling units.
b. A minimum of one garage space should be provided for 1/3 of the
total number of units.
