Charles Bottenberg at 5:31 p.m. at Waukee City Hall, 230 W. Hickman Rd. and electronically via Zoom. (B) Pledge of Allegiance (C) Roll Call — The following members were present: Council Members R. Charles Bottenberg, Chris Crone, Larry R. Lyon, Anna Bergman Pierce, Ben Sinclair. Absent: Mayor Courtney Clarke. Also in attendance: City Administrator Brad Deets, Finance Director Linda Burkhart, Public Works Director/City Engineer Rudy Koester, Community Development Director Andy Kass, Parks & Recreation Director Matt Jermier, Human Resources Director Michelle Lindsay, Police Chief John Quinn, Police Officer Kathryn Guess, City Clerk Rebecca D. Schuett, City Attorney Steve Brick. (D) Open Forum (E) Agenda Approval — Council Member Sinclair moved to approve the agenda; seconded by Council Member Crone. Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce, Sinclair. Nays: None. Motion carried 5 — 0. (F) Presentations: None (G) Public Hearings: 1) On an ordinance to amend Chapter 169, Zoning Ordinance, City of Waukee, Iowa, by rezoning certain property from A-1 to R-2 and R-3, a parcel to be known as Fox Creek Meadows — Mayor Pro Tern Bottenberg opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied that none had been received in the clerk's office. Community Development Director Kass reviewed the proposed rezoning application for property recently annexed into the City. A development concept plan shows duplex lots and an outlot for future multi -family development. The applicant received greater than 50% consent from adjacent property owners; City staff has received no correspondence for or against the application. Parkland dedication includes a parcel to be included in future greenbelt trail development. Mr. Kass reviewed proposed streets. He added that the City's Comprehensive Development Plan shows single family homes in the area but that the proposed duplex units meet the density requirement. City staff is comfortable with the proposed multi -family parcel as it creates additional housing diversity near schools. No comments were made by the public in attendance. (H) Public Hearing Action Items: 1) Ordinance: Consideration of approval of an ordinance to amend Chapter 169, Zoning Ordinance, City of Waukee, Iowa, by rezoning certain property from A-1 to R-2 and R- 3, a parcel to be known as Fox Creek Meadows [introduction; first reading] — Council Member Crone introduced the ordinance and moved to approve the first reading in title only; seconded by Council Member Sinclair. Council Member Bottenberg asked if the multi -family parcel was considered an appropriate use due to its location along NW Douglas Pkwy.; Mr. Kass reiterated that City staff was comfortable with the multi -family rezoning request. Council Member Pierce questioned if the property to the north of the subject parcel has been annexed; Mr. Kass replied in the affirmative. Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce, Sinclair. Nays: None. Motion carried 5 — 0.
