SPECIAL MEETING
June 13, 2022
A. Call to Order — The special meeting of the Waukee City Council was called to order by Mayor Clarke
at 5:30 p.m. at Waukee City Hall, 230 W. Hickman Rd.
B. Roll Call — The following members were present: Mayor Courtney Clarke; Council Members Chris
Crone, Larry R. Lyon, Ben Sinclair. Absent: Council Members R. Charles Bottenberg, Anna Bergman
Pierce. (Council Member Pierce began electronic participation at 5:56 p.m.)
Also in attendance: City Administrator Brad Deets, Finance Director Linda Burkhart, Public Works
Director/City Engineer Rudy Koester, Community Development Director Andy Kass, Economic
Development Coordinator Jennifer Brown, Parks & Recreation Director Matt Jermier, Human
Resources Director Michelle Lindsay, Police Chief John Quinn, City Clerk Rebecca D. Schuett.
C. Agenda Approval — Council Member Sinclair moved to approve the agenda, removing Work Session
Item E3; seconded by Council Member Lyon. Results of vote: Ayes: Crone, Lyon, Sinclair. Nays:
None. Absent: Bottenberg, Pierce. Motion carried 3 — 0 — 2.
D. Action Items:
1) Resolution: Consideration of approval of a resolution approving the temporary closing of
NE Bobcat Drive from NE Owl Ridge Lane west to NE Fox Valley Court on Saturday, June
18, 2022, between the hours of 2:00 p.m. and 6:30 p.m. for the purpose of a neighborhood
block party— Council Member Crone moved to approve the resolution; seconded by Council
Member Sinclair. Results of vote: Ayes: Crone, Lyon, Sinclair. Nays: None. Absent: Bottenberg,
Pierce. Motion carried 3 — 0 — 2. (Resolution #2022-250)
2) Resolution: Consideration of approval of a temporary use permit for Be/lino Fireworks, Inc.
[1005 E. Hickman Road] — Council Member Lyon moved to approve the resolution; seconded by
Council Member Sinclair. Community Development Director Kass reviewed the application for
fireworks sales. Mayor Clarke asked if the current barricade of shopping carts would be replaced;
a representative for the applicant (name not given) addressed the council and replied that better
barricades would replace the shopping carts. Results of vote: Ayes: Crone, Lyon, Sinclair. Nays:
None. Absent: Bottenberg, Pierce. Motion carried 3 — 0 — 2. (Resolution #2022-251)
E. Work Session:
1) City partners presentation: Waukee Area Chamber of Commerce — Waukee Area Chamber of
Commerce President and CEO Michael Bartos reviewed the Chamber's priorities, strategic
messaging, online resources, membership numbers, member events and committees.
2) University Avenue Extension Project update — (Council Member Pierce began electronic
participation at 5:56 p.m.) Nate Hardisty with Shive-Hattery, Inc., presented two possible street
alignments through the vineyard property at the NW corner of University Ave. and S. Warrior Ln.
and asked for guidance on whether to move forward with an alignment with the existing home in
place or one with the house removed. After much discussion, the council preferred the alignment
without the house on the property but directed City staff to look into the possibility of moving the
house instead of demolishing it. Mr. Hardisty then discussed the need for an amended
professional services agreement with his firm to address additional work associated with the
project. There was also some discussion regarding funding resources and construction phasing.

4) Stratford Crossing Park update — Parks & Recreation Director Jermier reviewed the planning
process to date, as well as a proposed master plan, design and construction timelines, future trail
connections and possible bid alternates. There was also some discussion on Triumph Park and its
operations since opening.
5) Police technology update — Police Chief Quinn reviewed current technology and future upgrades
for body -worn cameras, in -car cameras, drones and Cellebrite software. He then discussed a
possible pilot program for Flock System traffic cameras.
6) Affordable housing RFP discussion — City Administrator Deets discussed several elements
planned to be included in the RFP, such as housing types, development of both parcels, housing
options (single family detached, duplexes and townhomes but no multi -family), selling the property
at a reduced or no cost and possible annual income requirements. There was some discussion on
the percentage of housing for families and seniors.
7) Proposed WRA ordinance changes (industrial pretreatment, hauled waste) — Public Works
Director/City Engineer Koester reviewed proposed ordinance updates, specifically for Fat, Oil and
Grease (FOG) interceptor surcharges.
8) Road and infrastructure project updates — Public Works Director/City Engineer Koester
provided an update on various projects under construction.
