Call to Order — The special meeting of the Waukee City Council was called to order by Mayor Clarke at 5:30 p.m. at Waukee City Hall, 230 W. Hickman Rd. B. Roll Call — The following members were present: Mayor Courtney Clarke; Council Members R. Charles Bottenberg, Larry R. Lyon, Anna Bergman Pierce, Ben Sinclair. Absent: Council Member Chris Crone. Also in attendance: City Administrator Brad Deets, Assistant City Administrator Nick Osborne, Accounting Manager Rachel Bruns, Community Development Director Andy Kass, Public Works Director/City Engineer Rudy Koester, Director of Economic Development Jennifer Brown, Parks & Recreation Director Matt Jermier, Human Resources Director Michelle Lindsay, Director of Marketing & Communications Heather Behrens, Fire Chief Clint Robinson, Police Chief John Quinn, City Clerk Rebecca D. Schuett, City Attorney Steve Brick. C. Agenda Approval — Council Member Bottenberg moved to approve the agenda; seconded by Council Member Sinclair. Results of vote: Ayes: Bottenberg, Lyon, Pierce, Sinclair. Nays: None. Absent: Crone. Motion carried 4 — 0 — 1. D. Action Items: 1) Consent Agenda — Council Member Sinclair moved to approve the Consent Agenda; seconded by Council Member Lyon. Results of vote: Ayes: Bottenberg, Lyon, Pierce, Sinclair. Nays: None. Absent: Crone. Motion carried 4 — 0 — 1. A. Consideration of approval of renewal of 12-month Special Class C Retail Alcohol License with Class B Wine Permit and Outdoor Service privileges for Scorno's Waukee, LLC, d/b/a Scornovacca's Waukee [286 W. Hickman Road], pending proof of dram insurance B. Consideration of approval of a resolution accepting a quote for the purchase of playground equipment, surfacing, restroom facilities and shelter [Stratford Crossing Park] (Resolution #2022-533) E. Work Session: 1) CALEA update — Police Chief Quinn introduced Waukee's CALEA Administrator Abbey Christensen, who reviewed the accreditation process to date and future steps. Ms. Christensen noted that a transition plan is in place for incoming police chief Chad McCluskey following Chief Quinn's retirement. 2) FY2022-2023 Strategic Plan: Waukee Civic Campus Master Plan update — Assistant City Administrator Osborne noted certain key issues, such as project needs and wants, scope, costs and phasing. He then reviewed city complexes in the Atlanta, GA, area where he and City Administrator Deets toured earlier in the year, noting campus amenities, timelines for development and lessons learned. Mr. Osborne then discussed the next steps in the development of the Waukee Civic Campus Master Plan. 3) Economic Development quarterly report — Director of Economic Development Brown reported on 4th quarter activities. 4) Capital Improvement Program for Fiscal Years 2024-2028 — City Administrator Deets reviewed City staff recommendations and scheduling for the Capital Improvement Program. 5) City Staffing Plan review — City Administrator Deets noted staffing plans for the next several fiscal years. 6) Fire Department housing options — Fire Chief Robinson discussed the possible use of the City - owned vineyard property [1130 S. Warrior Ln.] for firefighter housing. 7) FY2024 funding and agreements with City partners — City Administrator Deets reviewed and council discussed the funding amounts requested. 8) 2023 City Council meeting calendar — City Clerk Schuett noted a possible scheduling issue in July 2023 due to the 41h of July holiday. The council agreed to move the regular meetings that month to July 10 and 24, and the work session to July 17. F. Council Liaison Reports — Report made by Mayor Clarke. G. Closed Session: Pursuant to Code of Iowa §388.9(1) to discuss marketing and pricing strategies and proprietary information of the City Utility — Council Member Lyon moved to close the regular session and enter closed session pursuant to Code of Iowa §388.9(1); seconded by Council Member Bottenberg. Results of vote: Ayes: Bottenberg, Lyon, Pierce, Sinclair. Nays: None. Absent: Crone. Motion carried 4 — 0 — 1. Council entered closed session at 7:42 p.m. CLOSED SESSION Council entered regular session at 8:38 p.m. H. Comments Council Member Bottenberg moved to adjourn; seconded by Council Member Sinclair.
