V/aukee IAl THE KEY TO GOOD LIVING WAUKEE CITY COUNCIL MINUTES January 3, 2023 (A) Call to Order — The regular meeting of the Waukee City Council was called to order by Mayor Clarke at 5:30 p.m. at Waukee City Hall, 230 W. Hickman Rd. and electronically via Zoom. (B) Pledge of Allegiance (C) Roll Call — The following members were present: Mayor Courtney Clarke; Council Members R. Charles Bottenberg, Chris Crone, Anna Bergman Pierce, Ben Sinclair. Absent: Council Member Larry R. Lyon. (Council Member Lyon arrived at 5:32 p.m.) Also in attendance: City Administrator Brad Deets, Assistant City Administrator Nick Osborne, Community Development Director Andy Kass, Finance Director Linda Burkhart, Parks & Recreation Director Matt Jermier, Public Works Director/City Engineer Rudy Koester, Director of Economic Development Jennifer Brown, Human Resources Director Michelle Lindsay, Director of Marketing & Communications Heather Behrens (electronically), Police Lt./Interim Police Chief Scott Cunningham, Incoming Police Chief Chad McCluskey, Police Officer Corby Robbins, City Clerk Rebecca D. Schuett, City Attorney Steve Brick. (D) Open Forum (E) Agenda Approval — Council Member Crone moved to approve the agenda; seconded by Council Member Sinclair. Results of vote: Ayes: Bottenberg, Crone, Pierce, Sinclair. Nays: None. Absent: Lyon. Motion carried 4 — 0 — 1. (F) Monthly Mayor's Report — (Council Member Lyon arrived at 5:32 p.m.) Mayor Clarke stated that, beginning Jan. 5 through the end of March, Waukee City Hall will be closed to walk-in customers during a remodeling project; City Hall will be open for public meetings such as City Council, Planning & Zoning Commission and Park Board. Over the next few weeks, Mayor Clarke will attend the West Side Legislative Breakfast (Jan. 6), the Waukee Area Chamber of Commerce Annual Banquet (Jan. 18) and the Greater Des Moines Partnership Annual Dinner (Jan. 26). Waukee's FamilyFest is scheduled for Jan. 21. (G) Presentations: 1) Iowa League of Cities 2023 legislative priorities — Presentation made by Daniel Stalder, Government Affairs Outreach Coordinator with the Iowa League of Cities. (H) Public Hearings: 1) On plans, specifications, form of contract and estimate of cost [2023 ADA Sidewalk Improvements Project] — Mayor Clarke opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied that none had been received in the clerk's office. Public Works Director/City Engineer Koester briefly reviewed the project, including a map of the pedestrian ramp locations that are part of this year's project area. The ramps are being improved to comply with ADA regulations; construction is scheduled to begin this summer. No comments were made by the public in attendance. 2) On plans, specifications, form of contract and estimate of cost [Heart of the Warrior Trailside Improvements Project] — Mayor Clarke opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied that none had been received in the clerk's office. Parks & Recreation Director Jermier briefly reviewed the project, which includes a parking lot, trail connections, shade structure and landscaping. The landscaping will be done in-house by the staff horticulturalist as a cost-effective measure. The project has a June 2023 completion date. No comments were made by the public in attendance. (1) Public Hearing Action Items: 1) 2023 ADA Sidewalk Improvements Project A. Resolution: Consideration of approval of a resolution approving plans, specifications, form of contract and estimate of cost — Council Member Sinclair moved to approve the resolution; seconded by Council Member Lyon. Council Member Lyon asked for clarification on the ADA improvements; Public Works Director/City Engineer Koester reviewed the planned improvements, including slope corrections and truncated dome installation. Council Member Crone asked if all four crossing points at each intersection would be improved; Mr. Koester replied in the affirmative. Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce, Sinclair. Nays: None. Motion carried 5 — 0. (Resolution #2023-001) B. Resolution: Consideration of approval of a resolution awarding contract — Council Member Crone moved to approve the resolution; seconded by Council Member Pierce. Public Works Director/City Administrator Koester reviewed the bid tabulation, noting that the apparently low bidder was MPS Engineers of Des Moines, IA. He stated that project engineers were still reviewing the bids and requested that council defer awarding contract. Council Member Crone amended the motion to defer consideration of awarding contract until the Jan. 16 regular council meeting; Council Member Pierce amended the second. Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce, Sinclair. Nays: None. Motion carried 5 — 0. 2) Heart of the Warrior Trailside Improvements Project A. Resolution: Consideration of approval of a resolution approving plans, specifications, form of contract and estimate of cost — Council Member Lyon moved to approve the resolution; seconded by Council Member Sinclair. Resolution: Consideration of approval of a resolution awarding contract — Council Member Lyon moved to approve the resolution; seconded by Council Member Sinclair. Parks & Recreation Director Jermier reviewed the bid tabulation, recommending awarding contract to Elder Corporation of Des Moines, IA, in the amount of $163,582.85. Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce, Sinclair. Nays: None. Motion carried 5 — 0. (Resolution #2023-003) (J) Action Items: 1) Consent Agenda: Council Member Lyon moved to approve the Consent Agenda; seconded by Council Member Pierce.
