JOB DESCRIPTION
Job Title: Division Chief of Training/EMS (Career) Reports to: Deputy Fire Chief
Dept/Div: Fire Direct Reports: None
Pay Grade: F34 FLSA Status: Exempt
JOB PURPOSE:
The Division Chief of Training/EMS is responsible for supervising and coordinating administrative and
operational activities within the Fire Department, planning, organizing, and coordinating projects and training
activities to ensure the efficient and effective provision of services to the department and community.
ESSENTIAL FUNCTIONS:
(Order of Essential Functions does not indicate importance of functions.)
1. Plans, directs, trains, and coordinates department and city staff to prepare for, respond to and mitigate
natural and manmade events including plan development, plan review and training, and associated
emergency preparedness duties.
2. Plans, develops implements, instructs, and maintains fire and EMS training programs, for new and
existing staff.
3. Plans, directs, and oversees EMS protocol development and ensures staff compliance.
4. Oversees EMS Continuous Quality Improvement program and EMS billing/collections.
5. Directs and oversees EMS drugs/narcotic usage, tracking, and purchasing
6. Oversees EMS supply and equipment ordering and usage.
7. Meets with staff as directed to identify and resolve problems; assigns work activities, projects and
programs; monitors workflow through completion; reviews and evaluates work products, methods, and
procedures.
8. Assists other supervisors/officers as necessary to facilitate department initiatives.
9. Recommends and provides input into the selection, orientation, training, performance management, wage
administration, and discipline of employees in accordance with City and Department policy.
10. Conducts, locates, and researches a variety of organizational and operational studies, and introduces new
techniques and recommends modifications to Fire/EMS programs, policies, and procedures relating to the
advancement of the fire service and EMS.
11. Prepares and reviews forms, reports, schedules, and other administrative records and documents when
applicable. Maintains accurate records, using the appropriate software .Responds to fire and rescue calls
as needed or directed and performs suppression and patient care related activities in compliance with
department Standard Operating Guidelines and directives.
12. May assume "Command" (Incident Management System) of an emergency scene until formally
relieved through transfer of command.
13. Performs other duties or assumes other responsibilities as apparent or assigned.
SUCCESS FACTORS:
1. Understanding of local and national fire codes, building construction, and fire behavior; knowledge of
appropriate training standards; knowledge of hazardous materials response; knowledge of emergency
driving techniques. Take action in solving problems while exhibiting judgment and a systematic approach
to decision making.
2. Effective interpersonal communication skills for interaction with elected and appointed officials, employees,
agencies, other governmental units, and the public.
3. Ability to compose routine correspondence and routine reports in a clear, concise, logical and effective
manner, utilizing proper grammar, spelling, punctuation, sentence structure, and tone.

4. Ability to develop work methods and procedures with initiative and good judgement and to use
resourcefulness and tact in meeting new challenges.
5. Ability to function under general supervision and operate within policy guidelines using independent
judgement in achieving assigned objectives.
6. Demonstrated ability to perform basic mathematical calculations including the ability to add, subtract
multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals and to
compute percentages.
7. Ability to perform invasive advanced medical and fire command procedures in stressful situations.
8. Ability to handle confidential material and information in an ethical, professional manner. Display honesty,
trustworthiness, dependability, and respectfulness at all times.
9. Seek to improve the effectiveness or efficiency of all city operations with positive and creative approaches
to challenges.
10. Actively support all efforts to increase cooperation, communication, and collaboration between and among
departments, full-time and part-time on-call fire fighters, and the community.
11. Maintain favorable working relationship with co-workers, City officials, officials from other jurisdictions,
the business community, and the general public.
12. Attend administrative, department and team meetings as scheduled.
QUALIFICATIONS:
1. Bachelor's degree required, preferred in Fire Administration, Public Administration, EMS, Emergency
Management, or closely related field.
2. 5 years of related work experience in Fire and EMS operations, three (3) years of which must be in a
supervisory role in Fire or EMS.
3. Must possess and maintain a valid Driver's License.
4. Certifications: Firefighter II (IFSAC), Fire Instructor I (IFSAC), Fire Officer I (IFSAC), Hazardous Materials-
Operations (IFSAC), Current Paramedic certification issued by the Iowa Department of Public Health,
Current Healthcare Provider CPR, ACLS, or PALS. FEMA IS-100 and IS-200 (or IS-195), ICS-300, ICS-
400, IS-700, and ICS-800.
5. All licenses and certifications listed must be valid and must be maintained throughout employment.
PHYSICAL REQUIREMENTS:
1. Able to pass the Waukee Physical Ability Evaluation at any time during employment.
2. Able to perform all essential functions of the position while wearing required protective equipment.
3. Able to operate and use all fire department equipment and apparatus.
4. Responsive to visual and verbal alarms and other indications of distress.
5. Able to effectively communicate orally (in person and over the telephone) and in writing (using electronic
devices and handwritten) in English with other employees and the community.
WORKING CONDITIONS:
1. Combination of normal office environment and frequent outside working conditions.
2. Periodic exposure to inclement weather and extreme cold and/or heat, wet and/or humid conditions, noise
intensity level, vibrations, darkness/poor lighting, moving mechanical parts/hazards, confined spaces, high,
exposed places, dirt/dust, odors, toxic chemicals, and other environmental conditions.
3. Intermittent periods of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, smelling,
handling, feeling, dexterity, near and far sight acuity, depth perception, color vision, field of vision, and
concentration.
4. Periodic use of a respirator and self-contained breathing apparatus.
5. Standard work hours must be flexible and include evenings and weekends.
6. There is no residency requirement for this position.
