JOB DESCRIPTION
Job Title: Human Resources Specialist - Benefits Reports to: Human Resource Director
Dept/Div: Human Resources Direct Reports: None
Pay Grade: N27 FLSA Status: Non-Exempt
JOB PURPOSE: The Human Resource Specialist assures that all human resource tasks are recorded,
accounted for and acted upon in a complete and timely manner and according to all City
policies and procedures as well as all local, state and federal laws and regulations.
ESSENTIAL FUNCTIONS:

1. Provides assistance with the day-to-day administration of benefit programs including health, dental, life, and
long-term disability insurance as well as flex spending accounts, retirement plans and other voluntary
benefits.
2. Coordinates the City’s annual open enrollment process for employee benefits and enrolls employees in
selected benefits. Tracks and administers mid-year qualifying event changes for eligible employees.
3. Administers COBRA and monitors applicable monthly continuation payments.
4. Administers leave programs, tracking hours, communicating with employees and facilitating return to work
in accordance with City policy, Federal, and State laws.
5. Assists in the recruiting and hiring of the seasonal work force. Administers recruitment activities; ensures the
appropriate assessment of applicants' qualifications; assists and advises supervisors/department heads on
pre-hire standards. Manages NeoGov applicant tracking system and coordinates related seasonal
recruitment process activities, ensuring compliance with all applicable rules and regulations.
6. Assists with pre-employment and onboarding tasks for all seasonal employees.
7. Manages the City’s random drug testing program, worker’s compensation and unemployment claims.
Completes annual injury and illness reports.
8. Prepares, distributes and monitors the annual employee performance appraisal process.
9. Responds to a wide array of information requests from internal and external parties, including providing
employment verification and ensuring information sharing with other municipalities.
10. Representative to the Employee Engagement Advisory Committee. Plans, organizes and follows through
on all-staff wellness events. Seeks community involvement opportunities for employees.
11. Assists in records retention and archiving of documents.
12. Maintains current policies, and SOPs as they pertain to HR.
13. Completes HR projects as required.
14. Performs other duties or assumes other responsibilities as apparent or assigned.

8. Establish clear, open-minded, trustworthy, bias-free and customer-focused communication to ensure a
welcoming and inclusive environment.
9. Contribute to overall City effectiveness by providing critical staff support to task forces and by participating,
as necessary, in assisting all other teams.
10. Safeguard confidential information and use it or disclose it only as expressly authorized or specifically
required in the course of performing specific job duties.
11. Attentive to city and department standards for customer service, accuracy, quality, efficiency and all city
and department policies and procedures ensuring that all work performed meets those standards.
QUALIFICATIONS:
1. Associates Degree in Human Resources, Business Administration or related field. Bachelors degree
preferred.
2. Two years of related experience required.
3. Municipality experience preferred.
4. Professional in Human Resource (PHR) Certification preferred.
5. Proficient in Microsoft Office, Word, Excel, data base management and office machines.
6. Access to transportation with insurance at required state levels.
PHYSICAL REQUIREMENTS:
1. Able to function productively in a standard office environment accessing cabinets, shelving, work areas and
office equipment.
2. Able to sit for long periods of time and to maintain focus on project such as computer screen.
3. Must be able to effectively communicate orally (in person and over the telephone) and in writing (using
electronic devices and handwritten) in English with other employees, businesses and community members.
WORKING CONDITIONS:
1. Climate controlled office with hazards typical to that environment; minimal outdoor work is required.
2. Position requires travel within and outside of the City which imposes common travel hazards.
3. To successfully fulfill the essential functions of this position, employee must maintain standard work hours
within the Human Resource Department offices.
4. There is no residency requirement for this position.
