Water Main Replacement – Phase 3 Project]
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: The bids are for the construction of the Transite
Water Main Replacement – Phase 3 including all labor, materials, and equipment necessary for
approximately 3,530 linear feet of 8-inch water main primarily directional bored in place,
hydrants, valves, fittings, connections to the existing system, service reconnections, surface
restoration and miscellaneous associated work, including cleanup.
Bids were received on May 23, 2023, with four general contractors submitting bids. The
engineer’s estimate for the project was $920,000.00. The apparent low bid was submitted by
Busy Bee Construction, LLC of Lewiston, MO for $703,688.31. This bid is approximately 23%
below the engineer’s estimate.
This project is included in the approved FY 2024-2028 CIP with a total project budget of
$750,000.00. Staff anticipate increasing the total budget to $850,000.00 to proceed forward with
the project. The Water Utility Fund Cash Unrestricted Cash Balance are anticipated to allow for
this budget increase.

STAFF REVIEW AND COMMENT: Staff recommends approval of the resolution awarding
contract to Busy Bee Construction, LLC of Lewiston, MO for $703,688.31
RECOMMENDATION: Approve the resolution.

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE TRANSITE WATER MAIN
REPLACEMENT - PHASE 3
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the Transite Water Main Replacement - Phase 3, described in the plans and
specifications heretofore adopted by this Council on June 5, 2023, be and is hereby accepted, the
same being the lowest responsive, responsible bid received for such work, as follows:
Contractor:Busy Bee Construction, LLC,of Lewiston, MO
Amount of bid:$703,688.31
Portion of project:All construction work
Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.
