HomeMy WebLinkAboutPD - Police Captain Page 1 Police Captain Council Approved 6-5-2023 Revised 2-2024 City of Waukee JOB DESCRIPTION Job Title: Police Captain Reports to: Police Chief Dept/Div: Police Direct Reports: Sergeants, civilian staff Pay Grade: N38 FLSA Status: Exempt - Executive JOB PURPOSE: Under the general direction of the Chief of Police, provides leadership, management, and oversight to one of the following units: Community Protection Division or Special Services Division. Promotes collaboration and coordination among all units within the Police Department, other City entities, outside agencies and the public. ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.) 1. Develops and/or directs Police policies, procedures, rules, regulations, programs, systems, operations, goals and objectives for the unit assigned. Identifies and implements effective systems, processes, and procedures for accomplishing work. Promotes collaboration and coordination with other units of the Police Department to provide the best service possible to the community. 2. Responds to citizen’s complaints. May direct or conduct internal complaint investigations or alleged policy violations, when appropriate. 3. May oversee the financial aspects of a Police Department operational unit, including accounting for expenditures, preparing for the annual department budget and applying for appropriate grants and other outside funding opportunities. May oversee capital expenditures for equipment, vehicles and/or fleet as needed. Ensures that all operational units of the Police Department are within authorized resources. Prepares reports and audits, as needed. 4. Establishes and maintains effective working relationships with businesses and community groups, other law enforcement organizations, state and federal officials, other City departments, and/or representatives of the public as it relates to assigned unit. 5. Directs activities of the unit to ensure that appropriate communication and coordination of efforts occurs within the Police Department, with other departments of the City, other law enforcement jurisdictions, businesses and community groups. 6. Assists with the creation of short and long term strategic planning for the police department and each respective division. 7. Directs the selection, orientation, training, performance management and discipline of employees within the assigned unit in accordance with City and/or Police Department policy. 8. Ensures fair and consistent treatment of all employees in assigned unit and that all employees comply with all City policies and procedures. 9. Ensures all work in the assigned unit meets the City’s standards for customer service, accuracy, quality, and efficiency. 10. Manages and oversees the maintenance of the police department and related grounds. 11. Ensures the City’s mission, goals and objectives are fully supported and initiated. This City of Waukee Job Description includes, but is not limited to, support of the following initiatives: the quality initiative; Mayor/City Council strategies and various other city-sponsored work teams such as Safety, Employee Relations and Wellness. 12. Represents the Police Department with internal and external law enforcement agencies, cities, organizations and other City staff in relationship to meetings, presentations, programs and/or projects. 13. Directs Police involvement in special events, major crime or major disasters. 14. Attends training sessions, meetings, conferences, etc. as requested or required. 15. May serve as Incident Commander as assigned at major crimes, disasters or accidents. 16. May oversee the follow-up investigations on citizen complaints and alleged wrong-doing by Police Department employees. 17. May assume responsibility for department in absence of Police Chief. 19. Performs other duties and responsibilities as assigned. SUCCESS FACTORS: 1. Able to analyze complex law enforcement problems and develop, plan and supervise solutions. 10. Able to prepare accurate and comprehensive reports. 11. Must be of exceptional character and display the highest of integrity. 12. Must be experienced with effectively building and maintaining community relationships. 13. Able to prepare accurate and comprehensive reports. 14. Able to analyze complex law enforcement problems and develop, plan and supervise solutions. 15. Contributes to overall city effectiveness by providing critical staff support to task forces and by participating, as necessary, in assisting all other teams. 16. Safeguards confidential information and uses it or disclose it only as expressly authorized or required in the course of performing specific job duties. 17. Establishes and maintains effective working relationships with other law enforcement agencies in matters relating to the apprehension of offenders and the investigation of offenses. 18. Attentive to the City's and Department's standards for customer service, accuracy, quality, efficiency and all city and departmental policies and procedures ensuring that all work performed and all staff members meet those standards while exhibiting consistent treatment of all staff. 19. Excellent oral and written communication skills for individual and group situations. 20. Has the ability to take initiative with little direct supervision. QUALIFICATIONS: 1. Bachelor's Degree in law enforcement or a related field required. 2. Completion of Basic Supervision / First Line Supervision course of study preferred. 3. Eight years of full-time law enforcement experience required; three years experience in supervisory role. 4. Must hold Iowa Law Enforcement Academy certification or have the ability to meet the licensing standards established by the Iowa Law enforcement academy within a year form date of hire. 5. Must be a US citizen. 6. Must possess and have the ability to maintain a valid Driver's License. 7. Bi-lingual and bi-cultural understanding preferred. PHYSICAL REQUIREMENTS: 1. Must meet all minimum standards for Iowa Law Enforcement Officers per those standards set by the Iowa Law Enforcement Academy (ILEA). 2. Able to perform all essential functions of the position while wearing required protective equipment. 3. Able to lift, pull, push up to 100 pounds unassisted when necessary. 4. Be responsive to verbal and visible signs of distress and alarms. 5. Able to remember names, faces and details of incidents. Page 3 Police Captain Council Approved 6-5-2023 Revised 2-2024 6. Able to effectively communicate orally (in person and over the telephone) and in writing (using electronic devices and handwritten) in English with other employees, vendors and the community. WORKING CONDITIONS: 1. Position requires indoor and outdoor work where heat, cold, precipitation, and the results of weather and nature may be encountered. 2. Position requires travel within and outside of the city which imposes common travel hazards. 3. Will be exposed to emergencies, stressful situations, and significant workplace pressure. 4. Standard work hours must be flexible, will include days, evenings, overnights, weekends, holidays, and may be greater than 40 hours per week, and may be called to report to duty at any time. 5. To successfully fulfill the essential functions of this position, employee must maintain standard work hours within Waukee Public Safety building. 6.
