HomeMy WebLinkAboutCD - Plans Examiner Plans Examiner Page 1 Council Approved 6-19-2023 City of Waukee JOB DESCRIPTION Job Title: Plans Examiner Reports to: Building Official Dept/Div: Community Development Direct Reports: None Pay Grade: N31 FLSA Status: Non-Exempt JOB PURPOSE: The Plans Examiner reviews new and existing commercial and residential plans, specifications, and structural designs for compliance with adopted building, fire, electrical, plumbing, mechanical, energy, accessibility, housing, and zoning codes adopted by the City of Waukee and the State of Iowa. Consults with designers, engineers, architects, developers, builders, and the general public as it relates to code interpretations, application, and use of construction methods and materials. In the absence of the Building Official, assumes the duties of the Building Official, when assigned. ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.) 1. Examines plans, documents and specifications to determine compliance with all applicable codes and ordinances for approval of permit applications and determination of appropriate fees. 2. Assists inspection staff with evaluation of compliant installations in residential, commercial, industrial, and other buildings. May issue permits, prepare reports and perform inspections to assist staff with enforcement of the Waukee Municipal Code, national and/or state mandated codes. 3. Consults with citizens, designers, architects, engineers, contractors, and other city staff regarding complex interpretation and application of adopted codes. Communicates with the general public by answering questions, and provides guidance relative to city permits, adopted codes, required submittal documentation, and inspection procedures; issuing verbal and/or written statements in response. 4. Provides technical expertise to city departments and staff relative to building code administration. 5. Investigates complaints regarding violations of code. Mediates construction code conflicts by seeking mutually amicable code compliant alternatives. 6. Keeps records and accompanying documentation for permit application reviews and prepares reports for use by administrative or judicial authorities. Aids with the implementation of technology to improve processes and customer experience. 7. Assists with the development of procedures, policies, informational bulletins/literature, and materials used in daily operations to enhance efficiency and customer service. Provides mentoring to inspection and administrative team as needed. 8. Reviews and interprets legal requirements, offers compliance options, material usage, and installation procedures to developers, contractors, craft-workers, and owners. 9. Attends Board of Adjustment and Board of Appeals meetings as well as other meetings as needed. 10. Assists Building Official and Director of Community Development with respect to recommendations for updating or revising the residential code, electrical code, plumbing code, mechanical code, energy code, fire code, rental code, and municipal code. 11. Serves as Building Official in their absence, when directed. 12. Represents the Community Development Department in regional organizations and committees as requested. 13. Performs other duties or assumes other responsibilities as apparent or assigned. SUCCESS FACTORS: 1. Knowledge of the plan review and permitting process within a building department. 2. Ability to recognize deviations from code requirements or installation instructions. 9. Ability to write reports, business correspondence, and procedure manuals. 10. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. 11. Knowledge of the general provisions of the international and uniform codes, state, federal and local laws. 12. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. 13. Work efficiently and safely with little direct supervision. 14. Create and participate in a team environment. 15. Contribute to overall City effectiveness by providing critical staff support to task forces and by participating, as necessary, in assisting all other teams. 16. Attentive to the City’s standards for customer service, accuracy, quality, efficiency and all City policies and procedures ensuring that all work performed, and all staff members meet those standards while exhibiting consistent treatment of all staff. QUALIFICATIONS: 1. High School diploma or GED required. 2. Certification from the International Code Council as a Residential and Commercial Building Plans Examiner or ability to obtain within 18 months from date of hire/appointment. 3. State recognized certification as a Residential and Commercial Electrical Inspector or ability to obtain within one year from date of hire/appointment. 4. Six years of related job experience or a combination of three years education and work experience in a closely related field. 5. Must possess and maintain a valid Iowa Driver’s License. PHYSICAL REQUIREMENTS: 1. Able to climb different types of ladders and stairs. 2. Able to climb, balance, stoop, kneel, crouch and crawl on construction sites. 3. Able to lift, carry, push and pull up to 50 pounds occasionally. 4. Able to maneuver in undeveloped areas on uneven surfaces for up to one mile in various types of weather. 5. Able to sit for long periods of time and to maintain focus on project such as computer screen or detailed paperwork. 6. Must be able to effectively communicate orally (in person and over the telephone and in writing using electronic devices and handwritten) in English with other employees, businesses and community members. WORKING CONDITIONS: 1. Although primarily office environment, the position may require outdoor work where heat, cold, precipitation, and the results of weather and nature may be encountered. 2. Employee will be exposed to moving mechanical parts, high and precarious places, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock and vibration. 3. The noise level in the work environment fluctuates from moderate to very loud. 4. Position requires travel within and outside of the City which imposes common travel hazards. 5. Standard work hours will be Monday-Friday 8:00 AM- 5:00 PM with additional evening hours as required. Plans Examiner Page 3 Council Approved 6-19-2023 6.
