Call to Order — The special meeting of the Waukee City Council was called to order by Mayor Pro Tern Bottenberg at 5:31 p.m. at Waukee City Hall, 230 W. Hickman Rd. B. Roll Call — The following members were present: Council Members R. Charles Bottenberg, Chris Crone, Larry R. Lyon, Ben Sinclair. Absent: Mayor Courtney Clarke, Council Member Anna Bergman Pierce. Also in attendance: City Administrator Brad Deets, Community Development Director Andy Kass, Public Works Director/City Engineer Rudy Koester, Human Resources Director Michelle Lindsay, Accounting Manager Rachel Bruns, Director of Economic Development Jennifer Brown, Director of Marketing & Communications Heather Behrens (electronically), Fire Chief Clint Robinson (electronically), Police Chief Chad McCluskey, City Clerk Rebecca D. Schuett. C. Agenda Approval — Council Member Lyon moved to approve the agenda; seconded by Council Member Crone. Results of vote: Ayes: Bottenberg, Crone, Lyon, Sinclair. Nays: None. Absent: Pierce. Consideration of approval of a resolution approving Purchase Agreement and Easements [Dennis and Marilyn Dowell] (Resolution #2023-351) 2. Consideration of approval of a resolution approving Purchase Agreement and Easements [Lonely Acres] (Resolution #2023-352) 3. Consideration of approval of a resolution approving Purchase Agreement and Easements [Robert D. Manning (Parcel 8)] (Resolution #2023-353) 4. Consideration of approval of a resolution approving Purchase Agreement and Easements [Robert D. Manning (Parcel 10)] (Resolution #2023-354) B. Consideration of approval of a resolution approving Purchase Agreement and Easements from Hughes Family Limited Partnership [T Avenue Corridor Improvements, W. Hickman Road to NW Douglas Parkway] (Resolution #2023-355) E. Work Session: (The council followed the agenda in a different order than posted.) 1) City Partners Presentation: Waukee Leadership Institute — Waukee Leadership Institute President Rick Kyser and Board Member Logan Galloway presented the organization's history, mission statement, past program highlights, class projects and 2023 strategic objectives. 2) City Partners Presentation: Waukee Area Historical Society — Terry Snyder and Kelly Nizzi with the Waukee Area Historical Society discussed their efforts with fundraising, adding artifacts to their collection, finding a museum space or some other means of sharing their collection, possible activities to commemorate the founding of the city, and the upcoming Wauktoberfest event. 3) PFM/Central Iowa Waterworks (CIWW) presentation — Matt Stoffel with PFM Financial Advisors, LLC, presented on an agreement approval timeline and financial assumptions. 4) FY2022-2023 Strategic Plan: Dallas Center Annexation Moratorium Agreement update — Community Development Director Kass reviewed the current and proposed moratorium agreement area. 5) FY2022-2023 Strategic Plan: Pavement management study update — Larry Stevens with HR Green discussed the study, reviewing current street system conditions and areas of concerns, data collection methods and analysis, and treatment strategies. 6) FY2023-2024 Strategic Plan: Traffic Signal Synchronization Phase 2 report — Public Works Director/City Engineer Koester and Andrew Houchin with Snyder & Associates, Inc., reviewed the Automated Traffic Signal Performance Measures (ATSPM), the project timeline to date, metrics results and next steps, including the installation of flashing yellow turn arrows at certain intersections. 7) FY2023-2024 Strategic Plan: Aquatic Facility/Pool Project discussion — City Administrator Deets discussed a proposed professional services agreement for an aquatic facility needs analysis. 8) FY2023-2024 Strategic Plan: Economic Development quarterly report — Director of Economic Development Brown reviewed quarterly activities. 9) FY2023-2024 Strategic Plan: Employee Compensation review — Human Resources Director Lindsay discussed compensation philosophy; the periodic evaluation of each job description, job grade and compensation level; annual general wage increases; and the compensation plan review and approval process. 10) Waukee Police Department Strategic Plan 2023-2027 — Police Chief McCluskey presented an overview of the planning process, goals and focus, and planning project timeline. 11) Road and infrastructure project updates — Public Works Director/City Engineer Koester provided an update on various projects under construction.
