WAUKEE CITY COUNCIL MINUTES
August 21, 2023
(A) Call to Order — The regular meeting of the Waukee City Council was called to order by Mayor
Clarke at 5:32 p.m. at Waukee City Hall, 230 W. Hickman Rd. and electronically via Zoom.
(B) Pledge of Allegiance
(C) Roll Call — The following members were present: Mayor Courtney Clarke; Council Members R.
Charles Bottenberg (electronically), Chris Crone, Anna Bergman Pierce, Ben Sinclair. Absent:
Council Member Larry R. Lyon.
Also in attendance: City Administrator Brad Deets, Assistant City Administrator Nick Osborne,
Accounting Manager Rachel Bruns, Community Development Director Andy Kass, Director of
Economic Development Jennifer Brown, Human Resources Director Michelle Lindsay, Public
Works Director/City Engineer Rudy Koester, Parks & Recreation Director Matt Jermier, Police
Chief Chad McCluskey, Police Officer Corby Robbins, City Clerk Rebecca D. Schuett, City
Attorney Steve Brick.
(D) Open Forum — Veronica Lack, a Dallas County Soil and Water Conservation commissioner,
stated that she was attempting to secure funding so that Des Moines Water Works could test for
chemicals in the water supply that cannot be filtered. She asked who would be the best person
for her to hire to write a grant application; Mayor Clarke replied that City staff would need to get
back with her on the matter. Ms. Lack also requested a letter of support; Mayor Clarke said that
the City would like to hear from Ms. Lack if a letter of support was needed as part of her grant
application.
(E) Agenda Approval — Council Member Sinclair moved to approve the agenda; seconded by
Council Member Crone. Results of vote: Ayes: Bottenberg, Crone, Pierce, Sinclair. Nays:
None. Absent: Lyon. Motion carried 4 — 0 — 1.
(F) Presentations: None
(G) Public Hearings:
1) On a proposal to enter into a Development Agreement with Stivers Iowa Real Estate,
LLC, and Ed Stivers Ford, Inc. — Mayor Clarke opened the public hearing and asked if any
written correspondence had been received; City Clerk Schuett replied that none had been
received in the clerk's office. Director of Economic Development Brown reviewed the
proposed agreement for an existing business expansion. The expansion represents a $9.5
million, 36,600-square-foot Ford Pro Service Center which will focus on upfitting and
servicing commercial electric vehicles, including EV charging stations. The proposed
development agreement includes requirements for job creation and retention. The
incentives include 50% of the tax increment for three years; economic development grants
will be capped at $330,000. No comments were made by the public in attendance.
(H) Public Hearing Action Items:
1) Resolution: Consideration of approval of a resolution approving and authorizing
execution of a Development Agreement by and among the City of Waukee, Stivers
Iowa Real Estate, LLC, and Ed Stivers Ford, Inc. — Council Member Crone moved to
approve the resolution; seconded by Council Member Pierce. Results of vote: Ayes:
Bottenberg, Crone, Pierce, Sinclair. Nays: None. Absent: Lyon. Motion carried 4 — 0 — 1.

Commons [255 NW Sunrise Drive] — Council Member Crone moved to approve the
resolution; seconded by Council Member Sinclair. Community Development Director Kass
reviewed the site plan for an approximately 8,000-square-foot building with tenant spaces for
food service purposes, as well as a bar/tap room. He noted that the parking requirements
were already satisfied by the existing lot, then reviewed exterior building elevations. Results
of vote: Ayes: Bottenberg, Crone, Pierce, Sinclair. Nays: None. Absent: Lyon. Motion

9) Resolution: Consideration of approval of a resolution authorizing and executing a
Memorandum of Agreement (MOA) with the United States Census Bureau to Conduct
a Special Census within the City of Waukee — Council Member Pierce moved to approve
the resolution; seconded by Council Member Crone. Assistant City Administrator Osborne
briefly reviewed the agreement for a special census tentatively scheduled to kick-off June 1,
