Hickman Rd. and electronically via Zoom. (B) Pledge of Allegiance (C) Roll Call — The following members were present: Council Members R. Charles Bottenberg, Chris Crone, Larry R. Lyon (electronically), Ben Sinclair. Absent: Mayor Courtney Clarke, Council Member Anna Bergman Pierce. Also in attendance: City Administrator Brad Deets, Assistant City Administrator Nick Osborne, Finance Director Linda Burkhart, Community Development Director Andy Kass, Planning Coordinator Melissa DeBoer, Director of Economic Development Jennifer Brown, Human Resources Director Michelle Lindsay, Public Works Director/City Engineer Rudy Koester, Parks & Recreation Director Matt Jermier, Director of Marketing & Communications Heather Behrens (electronically), Police Chief Chad McCluskey, Police Sgt. (D) Open Forum (E) Agenda Approval — Council Member Crone moved to approve the agenda, removing Consent Agenda Item 11G13; seconded by Council Member Sinclair. Results of vote: Ayes: Bottenberg, Crone, Lyon, Sinclair. Nays: None. Absent: Pierce. Motion carried 4 — 0 — 1. (F) Presentations: None (G) Public Hearings: 1) On a proposed Urban Renewal Plan for an Amendment No. 1 of the North Waukee Residential Urban Renewal Plan in the City of Waukee, State of Iowa — Mayor Pro Tern Bottenberg opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied that none had been received in the clerk's office. Director of Economic Development Brown briefly reviewed the proposed amendment, which removes undeveloped, commercially zoned parcels from the plan area. The amendment also includes updates and revisions to eligible projects and financial information. A consultation meeting was held on Oct. 9 with no one attending; no correspondence has been received on the matter. No comments were made by the public in attendance. 2) On a proposed Urban Renewal Plan for an Amendment No. 13 of the Waukee Unified Urban Renewal Plan in the City of Waukee, State of Iowa — Mayor Pro Tern Bottenberg opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied that none had been received in the clerk's office. Director of Economic Development Brown briefly reviewed the proposed amendment to remove certain properties from the plan area. The amendment also includes updates and revisions to eligible projects and financial information. A consultation meeting was held on Oct. 9 with no one attending; no correspondence has been received on the matter. Resolution: Consideration of approval of a resolution determining an area of the City to be an economic development area, and that the rehabilitation, conservation, redevelopment, development or a combination thereof, of such area is necessary in the interest of the public health, safety or welfare of the residents of the City; designating such area as appropriate for urban renewal projects; and adopting the Plan - Council Member Sinclair moved to approve the resolution; seconded by Council Member Crone. Results of vote: Ayes: Bottenberg, Crone, Lyon, Sinclair. Nays: None. Absent: Pierce. Motion carried 4 - 0 - 1. (Resolution #2023-463) 2. Ordinance: Consideration of approval of an ordinance for the division of revenues under Section 403.19, Code of Iowa [introduction; first reading] - Council Member Crone introduced the ordinance and moved to approve the first reading in title only; seconded by Council Member Sinclair. Director of Economic Development Brown noted that the proposed ordinance would allow for the collection of TIF revenues for developed projects. Results of vote: Ayes: Bottenberg, Crone, Lyon, Sinclair. Nays: None. Absent: Pierce. Motion carried 4 - 0 - 1. B. Amendment No. 13 to the Waukee Unified Urban Renewal Plan 1. Ordinance: Consideration of approval of an ordinance for the division of revenues under Section 403.19, Code of Iowa [introduction; first reading] - Council Member Sinclair introduced the ordinance and moved to approve the first reading in title only; seconded by Council Member Crone. Director of Economic Development Brown stated that the proposed ordinance removed certain developed parcels from the plan area. Results of vote: Ayes: Bottenberg, Crone, Lyon, Sinclair. Nays: None.
