SPECIAL MEETING
November 13, 2023
A. Call to Order — The special meeting of the Waukee City Council was called to order by Mayor Clarke
at 5:31 p.m. at Waukee City Hall, 230 W. Hickman Rd.
B. Roll Call — The following members were present: Mayor Courtney Clarke; Council Members R. Charles
Bottenberg, Chris Crone, Larry R. Lyon (electronically), Anna Bergman Pierce. Absent: Council
Member Ben Sinclair.
Also in attendance: City Administrator Brad Deets, Assistant City Administrator Nick Osborne,
Community Development Director Andy Kass, Public Works Director/City Engineer Rudy Koester,
Human Resources Director Michelle Lindsay, Finance Director Linda Burkhart, Director of Economic
Development Jennifer Brown, Parks & Recreation Director Matt Jermier, IT Director Son Le, Director of
Marketing & Communications Heather Behrens (electronically), Fire Chief Clint Robinson, Police Chief
Chad McCluskey, City Clerk Rebecca D. Schuett.
C. Agenda Approval — Council Member Crone moved to approve the agenda; seconded by Council
Member Bottenberg. Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce. Nays: None. Absent:
Sinclair. Motion carried 4 — 0 — 1.
D. Action Items:
1) Urban Renewal Plans
A. Ordinance: Consideration of approval of an ordinance for the division of revenues
under Section 403.19, Code of Iowa, for Amendment No. 1 of the North Waukee
Residential Urban Renewal Plan [second reading] — Council Member Pierce moved to
approve the second reading of the ordinance in title only; seconded by Council Member
Crone. Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce. Nays: None. Absent:
Sinclair. Motion carried 4 — 0 — 1.
B. Ordinance: Consideration of approval of an ordinance for the division of revenues
under Section 403.19, Code of Iowa, for Amendment No. 13 of the Waukee Unified
Urban Renewal Plan [second reading] — Council Member Pierce moved to approve the
second reading of the ordinance in title only; seconded by Council Member Bottenberg.
Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce. Nays: None. Absent: Sinclair.
Motion carried 4 — 0 — 1.
C. Ordinance: Consideration of approval of an ordinance for the division of revenues
under Section 403.19, Code of Iowa, for Amendment No. 8 of the Waukee Consolidated
Urban Renewal Plan [second reading] — Council Member Pierce moved to approve the
second reading of the ordinance in title only; seconded by Council Member Bottenberg.
Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce. Nays: None. Absent: Sinclair.
Motion carried 4 — 0 — 1.
E. Work Session:
1) City Partners Presentation: Waukee Family YMCA — Zach Elsberger, Executive Director of the
Waukee Family YMCA, noted national issues with social isolation contributing to health issues,
then reviewed his organization's mission statement, membership and program participation
statistics, pillars of focus, and upcoming initiatives.
2) City Partners Presentation: Bravo Greater Des Moines — Bravo Greater Des Moines Executive
Director Sally Dix discussed her organization's mission, vision and values; programs supported
through Bravo grants; economic and social impacts; a new "Passport to Culture" program; and
trends and opportunities.
3) Hickman Road Recreational Trail Crossing update — Rich Voelker with Snyder & Associates
presented possible recreational trail crossings at either 10th St. or just west of Warrior Ln. He
reviewed the positives and negatives with tunnel and bridge crossings, potential trail alignments,
bridge appearance concepts and potential design themes.
4) FY2023-2024 Strategic Plan: Central Iowa Water Works (CIWW) 28E Agreement review — City
Administrator Deets stated that a resolution of intent to join CIWW would be presented to council
for consideration at the Dec. 4 regular meeting. He then briefly reviewed rate principles and cost
allocations, revenue requirements, rate projections, observations and considerations.
5) FY2023-2024 Strategic Plan: Economic Development Incentives Policy Expansion to Small
Businesses review — Director of Economic Development Brown discussed potential incentives.
6) FY2023-2024 Strategic Plan: Economic Development quarterly report — Director of Economic
Development Brown reviewed activities in the previous quarter.
7) FY2023-2024 Strategic Plan: Workforce to Employer Transportation progress report —
Director of Economic Development Brown shared the results of both a commuter survey and
employer transportation assessment.
8) FY2023-2024 Strategic Plan: Employee Compensation review — Human Resources Director
Lindsay, Finance Director Burkhart and City Administrator Deets reviewed the methodology behind
annual employee compensation recommendations.
9) Residential fence setback discussion — Council Member Bottenberg asked for additional
information regarding fence setbacks on corner lots or lots that back up to public streets.
Community Development Director Kass reviewed the current setback requirements in Waukee, as
well as in other comparable and metro area communities. After some discussion, council directed
City staff to do further research on the matter.
10) Beggar's Night scheduling — Mayor Clarke requested that City staff contact those metro cities
that rescheduled their 2023 Beggar's Night to Saturday, Oct. 28, to determine the reasons behind
rescheduling and any community feedback they may have received.
11) Budget discussion — City Administrator Deets reviewed the potential impacts of the rollback and
HF 718 on the FY2025 budget.
12) Roundabout discussion — City Administrator Deets stated that City staff were collecting traffic
data at the Warrior Ln. and Ashworth Dr. roundabout.
F. Council Liaison Reports
G. Comments — Police Chief McCluskey reviewed traffic and parking issues around Vibrant Music Hall
over the past weekend.
Council Member Bottenberg moved to adjourn; seconded by Council Member Lyon. Ayes: All. Nays: None.
