Call to Order — The work session meeting of the Waukee City Council was called to order by Mayor Pro Tem Bottenberg at 5:31 p.m. at Waukee City Hall, 230 W. Hickman Rd. B. Roll Call — The following members were present: Council Members R. Charles Bottenberg, Chris Crone, Larry R. Lyon, Anna Bergman Pierce, Ben Sinclair. Absent: Mayor Courtney Clarke. Also in attendance: City Administrator Brad Deets, Assistant City Administrator Nick Osborne, Community Development Director Andy Kass, Public Works Director/City Engineer Rudy Koester, Human Resources Director Michelle Lindsay, Finance Director Linda Burkhart, Director of Economic Development Jennifer Brown, Parks & Recreation Director Matt Jermier, IT Director Son Le, Director of Marketing & Communications Heather Behrens, Fire Chief Clint Robinson (electronically), Police Chief Chad McCluskey, City Clerk Rebecca D. Schuett. C. Agenda Approval — Council Member Crone moved to approve the agenda, removing Item D4; seconded by Council Member Sinclair. Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce, Sinclair. Nays: None. Motion carried 5 — 0. D. Work Session: 1) City Partners Presentation: Dallas County Local Housing Trust Fund — Dallas County Local Housing Trust Fund (DCLHTF) Housing & Community Development Manager Christine Gordon gave a brief overview of the organization, stated that their requests for funding from Dallas County cities is per capita, noted their partnership with Dallas County Habitat for Humanity, and reviewed the owner -occupied home repair program. 2) Legislative update — Doug Struyk with Carney & Appleby presented the status of the state budget, reviewed laws of interest that were approved in 2023 and previewed bills that may be introduced in 2024. 3) FY2023-2024 Strategic Plan: City Sustainability Plan overview — Ted Redmond with paleBLUEdot (participating electronically) discussed data gathering and scheduling, including an April goal setting session. 4) REMOVED FROM AGENDA 5) FY2025 funding and agreements with City partners — City Administrator Deets presented funding request amounts. 6) FY2023-2024 Strategic Plan: Citizen Interaction Platform update — Marketing & Communications Director Behrens and IT Director Le reviewed the next steps to implement the platform and demonstrated the product. 7) FY2023-2024 Strategic Plan: City Campus Master Plan update — Assistant City Administrator Osborne stated that City staff will schedule second -round presentations with two firms, with council consideration of an agreement planned for late January. 8) Rules of Procedure for Conduct of City Council Business proposed revisions — City Clerk Schuett noted certain proposed revisions to the policy. 9) Recreational trail usage — City Administrator Deets discussed a possible ordinance to limit camping on public property. 10) Huscher Park — City Administrator Deets reviewed the use limitations for the park. 11) Naming policy review — City Administrator Deets presented a proposed policy for council review and discussion at the January work session. E. Council Liaison Reports — Report made by Council Member Pierce. F. Comments Council Member Bottenberg moved to adjourn; seconded by Council Member Lyon. Ayes: All. Nays: None.
