Call to Order — The special meeting of the Waukee City Council was called to order by Mayor Clarke at 5:30 p.m. at Waukee City Hall, 230 W. Hickman Rd. B. Roll Call — The following members were present: Mayor Courtney Clarke; Council Members R. Charles Bottenberg, Chris Crone, Rob Grove, Anna Bergman Pierce, Ben Sinclair (electronically). Absent: None. Also in attendance: City Administrator Brad Deets, Assistant City Administrator Nick Osborne, Community Development Director Andy Kass, Public Works Director/City Engineer Rudy Koester, Human Resources Director Michelle Lindsay, Finance Director Linda Burkhart, Director of Economic Development Jennifer Brown, Parks & Recreation Director Matt Jermier, Recreation Coordinator Laura Stanish, IT Director Son Le, Director of Marketing & Communications Heather Behrens (electronically), Police Chief Chad McCluskey, City Clerk Rebecca D. Schuett, City Attorney Steve Brick. C. Agenda Approval — Council Member Bottenberg moved to approve the agenda; seconded by Council Member Pierce. Results of vote: Ayes: Bottenberg, Crone, Grove, Pierce, Sinclair. Nays: None. Motion carried 5 — 0. D. Closed Session: Pursuant to Code of Iowa §388.9(1) to discuss marketing and pricing strategies and proprietary information of the City Utility— Council Member Bottenberg moved to close the regular session and enter closed session pursuant to Code of Iowa §388.9(1); seconded by Council Member Crone. Results of vote: Ayes: Bottenberg, Crone, Grove, Pierce, Sinclair. Nays: None. Motion carried 5 — 0. Council entered closed session at 5:31 p.m. CLOSED SESSION Council entered regular session at 6:25 p.m. E. Work Session: 1) Camping ordinance review — City Attorney Brick reviewed a draft ordinance. 2) FY2023-2024 Strategic Plan: Aquatic Center feasibility study review — Lauren Ozburn with Waters Edge Aquatic Design (participating electronically) noted the public input methods used and reviewed the study results, including primary findings and themes, then discussed the next steps. 3) Agreements for Professional Consulting Services review: Spring Crest Park, Painted Woods West Park — Parks & Recreation Director Jermier briefly reviewed the proposed design and construction schedule for both park projects. 4) Play It Forward program — Recreation Coordinator Stanish discussed a pilot program to provide youth scholarships to participate in Waukee recreation programs. 5) FY2023-2024 Strategic Plan: Bond Capacity and Long -Term Financial Plan report — City Administrator Deets, Finance Director Burkhart and Jon Burmeister with PFM Financial Advisors reviewed the City's debt limits, 2025 bonding capacity and possible impacts on credit ratings. 6) Capital Improvement Program for Fiscal Years 2025-2029 — City Administrator Deets, Finance Director Burkhart, Public Works Director/City Engineer Koester and Parks & Recreation Director Jermier presented the CIP proposal. 7) FY2025 funding and agreements with City partners — Council discussed the FY2025 funding requests. 8) City property disposal — City Administrator Deets reviewed a request from an abutting property owner to purchase an outlot along SE Crabapple Dr. After a brief discussion, council agreed to maintain ownership of the outlot for potential future access to the Waukee Towne Center pond and recreational trail. F. Council Liaison Reports — Report made by Mayor Clarke. G. Comments Council Member Bottenberg moved to adjourn; seconded by Council Member Grove. Ayes: All. Nays: None. Motion carried 5 — 0.
