King,.Clifford Weiss and Maurice Mitchell certifying that they purchased
beer on Sunday .afternoon,.May 7"1939 at the Harsh beer parlor.Elmer
Harsh was present and denied the cliarges.Subpoenas Were sent to Ora
and Claude King and Gerald Davis to appear before the Council.The
ease against Elmer Harsh was rested at this time in orde~to hear com-
pla.ints from a group of women from the north ·side of town,of"certain
conditions Which exist there.l\Ilrs.Potter,l\Ilrs.Ina Johnson and las.
Berg were spokesmen for the group.Mayor YoungCexp~ained to them his
.position and told them if they would file specific charges against the
parties he~ould take the necessary steps to bring the matter to a close.
*'The case against Elmer Harsh was now continued.Claude King,Ora King
and Gera.ldDavis were sworn in by Mayor Young and gave their testimony.
Jessie Potter,Richard Thompson a!J.dKe=eth Finnane were sworn in by the
Mayor and &avet~e;r testimony.Elmer Harsh was sworn in by the Mayor
and gave nis ~e~t~mony.Mayor Young then gave instructions to the
Council Ol.sregards'the testimony given and their power to revoke or drop
the charges as to the testimony given.The Council retired to the ante-
room for consultation.After the consultation they then met in open
session and Fred Knoll made the following motion."I move that noIactionbetaken:at thi@ meeti:J:Jg~'inJ!eferenceto the revocation of the
beer permit of Elmer Harsh."Motion was seconded by Kallenbach and on
call of the council the Mayor declared the motion carried.Mayor Young
then informed Elmer Harsh that the action,of the Council meant that he
was on probation·'and should adhere strictly to the laws of the TO'l'ln
Ordinance and the'State of Iowa,a copy of'which would be given him.
Ray Emmert expalined to the Council,proceedure of effecting a fire
protective association among the farmers for fire protection.
Joe Slaughter of the Famm Mutual Telephone Company re~uested permission
for the Telephone Company to hook onto the pipeline 'running by their
office for the purpose of putting water ~nto the telephone office.
Moved by Loose that Farm Mutual Telephone Company be given permission
to hook onto the pipe line running by their Office if deemed advisable
by the Engineer,installation to qe at the expense of the Telephone
Company and price to,beset for the water at the next meeting.Seconded
by Carter.Mo tion ;carried..
Moved by Kallenbach,seconded by Loose that meeting adjourn.Motion
clilorried.•

The meeting was called by Mayor Young.

men were present and answered roll'call,Loose,Knoll,Carter and
Kallenbach.Absent -Davis.
The purpose of the me.eting was to act on the complaint on beer parmi t
of E:!,merHarsh.
Ray Emmert,Attorney for the Town was present,also Sheriff Burger of
Adel.
