(E)It shall have full power and authority to make or cause to b"made such surveys,abud Le s ,maps,plans,or charts of the whole or any portion of such municipality or of any land outside thereof,which is the opinion of the Commission bears relation to a crnnprehensive plan and shall bring to the attention of the COlIDCil and may publish its studies and recofOOlendations. (F)No statuary,memorial or work of art in a public place,and no pub.LLc building,bridge,viaduct,street fixtures,pllblich structure or appurtenances,shall be located or erected,or site therefore obtained,nor shall any permit be issued by any departmnet of the municipal goverment for the erection or location thereof until and unless the design and proposed location of ~ny such improvement shall have been submitted to the 'I'ovm Planning Commission and its recommendations t'hiilironobtained, except such requirements and recommendations shall not act as a stay upon action for any such improvements when such Commission after thirty days'written notice requesting such recommendations,shall have failed to file same. (G)All plans,plats,or re-plats of subdivision or resubdivisions of land embraced in said municipality or adjacent thereto,laid out in lots or plats with the streets,alleys,or other portions of the s~e intended to be dedicated to the public in such municipality,shall first be submitted to the Town Planning Commission and its recommendations obtained before approval by the Town Council. (H)No plan for any street,park,parkway,boulevard,trafficway, riverfront,or other public improvement affecting the city plan shall be finally approved by the municipality or the character or location the,'eof det.ermined,unless such proposal shall first have been submitted to the Town Planning Commission and the latter shall have had thirty days within which to file its recommendations thereon. (r)The Commission shall have full,complete and exclusive authority to expend for and on behalf of the Town of Waukee all sums of money appropriated as hereinafter providid,and to use and expend all gifts,donations or pa~nents what- soever which are received by the said Town for town plan purposes. (II)The Conmi.ssd.cnshall have no power to contract debts beyond the amount of its income for the present year. (K)For the purpose of making a comprehensive plan for the physical development of the municipality,the Town Planning Commission shall make careful and comprehensive studies of present conditions and future growth of the municipality and with due regard to its relation to neighboring territory.The plan shall Be made ~th the general purpose of guiding and accomplishing a coordinated,adjusted and harmon10US development of the municipality and its environs which will,in accordance with the present and fnt,ure needs,best promote health,safety,morals,order,convenience, prosperity,and general welfare,as well as efficiency and economy in the process of development. Page 2 of 4 TOWN IOWAOFWAUKEE (L)Before adopting a comprehensive plan as referred to in the preceding paragraph,or any part of it,or any substantial amendment thereof,the Commission shall hold at least one public hearing thereon,notice of the time of which shall be given by one pUblication in a newspaper of general circulation in the T011n of vlaukee not less than ten nor more than twenty days before the date of hearing.The adoption of the plan or part or amenmnent thereof shall be by resolution of the Commission carried by the affirmative vote of not less than two-thirds of the members of the Com'1lission.After adoption of said plan by the Commission,an attested copy thereof slYlll be certified to the Council of the Town of WauRee and the COiillcilmay approve the same,and when said plan or any modification or amend- ment thereof shall receive the approval of the Council,the said plan until subsequently modified or amended as hereinbefore authorized shall constitute the official town plan. (M)When such comprehensive plan as hereinbefore provided has been adopted no substantial amendment or modicication thereof shall be made without such proposed change first being referred to the Town Planning Commission,for its reco~endations.If this Commission disapproves the proposed change it may be adopted by the Town Council only by the affirmative vote of at least three-fourths of the members of the said Town Council. Section 7.The Town Council may annua.l.Iy appr-opr-i.at,e a SUlllof money from the general fund for the payment of t'le expenses of the Tov:n Planning Commission. Section 80 h0reby repealed. All ordir.ances or parts of or-dtnances in conflict here,·r.i.thare Section 9.Should any part or portion of this ordin;"nce be held by any court of competent jurisdiction to be invalid,such decision shall not affect the validity of the remainder of this ordinance. April 27 Special meeting of the Waukee Town Council was held April 27,1966 with j~ayor Kramer presiding and Councilmen Boone,i,Jeyer,Leonard and Howe present and Absent Johnstan. Engineer McClure from Fort Dodge met with the Council and discussed the progress of the Municipal Gas System. Moved by Howe and seconded by Leonard to pay $100.00 for lease on Little LeaGue Ball Park.Carried 4 to O. Moved by Boone seconded by Meyer to sponsor a swimming program for the summer. Town would pay the school for the Gas and pay drivers $6.00 per trip.Carried4toO. School Board members,Copland,Jones,Giles and Bugger came to the Council meeting at this time (Approx.9:30 P.M.).~ne Council postponed their business at this time and discussed the cement Slab with the baord members.A lengthy discussion was held.The Council reported that another group had ,met,with them regarding the subject concerning the cLos Lig the street on Locust and the help that they might receive from the Council.It WaS unoffically,stated that the street could not be closed and that they would try to furnish lights and water if needed. Moved by Leonard seconded by Howe that Jim Johnston,Recreation Committee Chairman, be appointed to meet with the School bo ard and trJe Committee and report back to the Council.Carried 4 to O.
