March 15,1969
A special meeting of the Waukee Town Council was held with Mayor Howe presidingandallcouncilmenpresent.
This meeting was called regarding a park site for the Town of Waukee.The prop-
erty is now owned oy WiLliam Kirkland.
The Waukee School District is interested in the North 4/7 and the Town in theSouth3/7.
Moved by Rees seconded by Applegate to have attorney Paul Huscner see what price
it can be purchased for.Carried 5 to O.
Moved by Rees seconded by Applegate that after the cost is knovln;to call an
election of the people as to whether or not ot purchase this parcel of land.Carried 5 to O.
The clerk discussed the Metropolitian Area Solid Waste program with the Council.Deadline is March 26th.

The WaUkee Town Council met in Special session March 22 with Mayor Howe Presiding
and all councilmen present.
This meeting was called regarding the Par~.
Jaok Sparks of Sparks and Company met with tne council to discuss the financingofapark.
Paul Buscher,Town attorney,reported to the council that Mr.Kirkland would
sell his 72 acres to school district or the town or Waukee for a cost of $68,400.00.
Moved by Rees seconded by Boone to adopt the following resolution:
WHEREAS,the Board of said Agency must be advised through our representative
of tne position of tnis Town with reference to such 'application and such contrib-
ution at some time before toe scheduled meeting of said Agency Board on the 20th
day of March,1969,at which time said Board proposes to adopt a resolution auth-
orizing the submission of such an application;and
WHEF~S,it appears to be in the best interests of the Town of Waukee to foster
and encourage tne cooperative effort of these local communities to solve this
mutual problem;
NOW,THEREFORE,BE IT P.ESOLVED BYthe Town Council of the Town of'Waukee,Iowa:
That said proposal be and is nereby approved;that Mr.Remo Nizzi,the rep-
resentative of this Town on the Board of said Des Moines Metropolitian Area
Solid Waste Agency be and is hereby expressly authorized to vote in the arfirmative
on the proposition of submission of an application for such grant;and tha.the
Town of Waukee,Iowa does hereby subscribe and agree to pay,in consideration or
mutual SUbscriptions and agreemen.s by the member municipalities to su~h agency,
the sum of $45.31 for the first year upon call of tne Agency on or about JUly 1,
1969 and the sum 01'$1l8.43 for the second year upon call of the Agency on or
about July 1,1970../
BE IT FUhTHER RESOLVED,that it is understood anu agreed by this Council that the
City of Des Moines,Iowa shall assume primary responsibility for tne provision of
local services in kind but shall have access to the services of the several publi~
officials of all participating municipalities to satisfy specific requirements of
the proposed program in tnis regard,within the limitation that such in kind
services Shall be roughly proportionate to the respective populations of the member

Section 1.That this Town Council meet at the Town Hall in said town,on
the 14th day or April 1969,at 7:00 o'clock P.M.,C.S.T.at whioh time and I
place proceedings will be instituted and action taken for tbe issuance of .
$36,000 Park Bonds for the purpose set out in the preamble hereoi
municipalities.
The Mayor put tne question on passage and adoption of said resolution;and the
roll being called the following councilmen voted;AYES Applegate,Boone,
Gardiner,Meyer and Rees.NAYS None.Carried.

March 25,1969
A special meeting of the Council was called by Mayor Howe and following Cou ncil-
men present:Meyer,Rees,Boone,Gardiner.Absen.Applegate.
Dallas County Sheriff,John Wright,and Deputy Bob DeCamp were present at this
meeting.
The council agreed to put on a day man on week-ends and see if this would help.
Dick Kunkel of Kunkel Water and Electric met with tbe Council,regarding Well #2
and bis findings.Mr.Kunkel told toe Council that tbey had run well #2 for
24 bours and it was pumping 45 gal.a minute with the old pump,and a good
supply of water was recorded after tbe 24 hour test.With a new pump it would
pump up to 70 gals.a minu.e,and it would pump it direct into the water towner.
It would cost $3573.12 for a 15 HP Pump and appro 470 ft.of pipe and 470 ft.
of 10-3 Cable.All control boxes to pump direct into the towe!!?·
Moved by Rees and seconded by Gardiner to purchased from Kunkle Electric the
pump and install the same.Carried 4 to 0.
Councilman Meyer introduced and caused to be read a resolution enti.led :
"Resolution to fix a date of meeting at wbich it is proposed to take action
for the issuance of #36,000 Park Bonds",and moved hs adoption.It was seconded
by Gardiner.After due consd~eration of said resolution by the council,the
Mayor put the question on adoption and when the roll was called the following
Councilmen voted:AYES Boone,Gardiner,Meyer and Rees.NAYS None.Whereupon
the l~yor declared said motion duly carried and said resolution duly adopted
and signed his approval theretoRESOLUTIONTofixadateofmeeting at Which it is proposed to take action for
the issuance or $36,000 Park Bonds.
WHEREAS,it is necessary and for the best interest of said Town of Waukee,
that it acqUire and make permanent improvements to certain real estate for
Park purposes and tbat Park Bonds of said Town be issued at tnis time in the
principal amount $36,000 for the purpose of paying tbe cost of such acquisition
and improvemenl.s:andWHEREAS,it is first required that notice and bearing on the issuance of
sucb bonds be given in the manner,form and time prescribed by Chapter 23 and
Chapter 408A of the Code of Iowa,1966:NOW,THEREFORE,BE lT RESOL~CED by the Town Council of Town of Waukee,
Iowa as follows:
Section 2.The Town Clerk is hereby directed to give notice of proposed
action for the issuance of said Park Bonds,setting forth the amount and
purpose thereof,together with the maximun rate of interest which said bonds
are to bear ana the time wben and place where said meeting will be held,by
publication at least once not less than fifteen (15)days before said meeting

of Des Moines,Iowa and having a general circulation in the Town of WaUKee.
Said notice shall be in substantially the following form:
