A special council meeting was held May 1~,1971.Meeting was called
to order by Mayor Boone with the following councilmen present:Rees,}lorris,
Kramer,Gardiner,---absent--Dr Blessing.
Movwedby Gardiner,second by Morris,that the Shearon place plat #1
be accepted.Voting as follows:Ayes-..{}ardiner,Kramer,Morris.Nays:Rees.
Carried 3 to 1.

A regular council meeting was held June 21,1 971 with Mayor Boone I
presiding and all councilmen present except Kramer.
Movedby Morris,second by Blessing,that the minutes by approved
as read.Carried 4 to O.
Movedby Gardiner second by Morris,to put wood shingles on shelter
house.Carried 4 to O.
Movedby Gardiner,second by Rees,to authorize slerk to spend up to
#3,000.00 for restrooms at park.Carried 4 to O.
Movedby Rees,second by Morris,to authorize mapor and clerk to hire
a night man.Carried 4 to O.
Movedby Rees,second by Blessing,to grant cigarette permits to :
Skelly,Golden Spur,Casey's General Store,Ed's,Jackson Grocery,Nizzi
Bros.Grocery,and UptownCafe.Carried 4 to O.
Movedby Morris,second by Blessing,to purchase from Kay Ford,a
building 16 X 20,to be used by the park at a cost of $150.00.Carried4toO.

at a cost of $1630.00 on share cost of town paying $815.00 and $815.00 by

Councilmen Raes introduced an ordinance resolution entitled:
"An Ordinance Establishing Rules Governing the TownParks in the Townof
Waukee:"
It was movedby Councilmen Raes and seconded by Councilmen Gardiner
that the Ordinance now be read by the clerk.The mayor put the question
on the motion,and the roll being called,the following named Councifumen
voted:Ayes--Raes,Blessing,Horris,and Gardiner.Naysmone Motion
carried.
It was movedby Councilmen Morris·and seconded by Councilmen Rees,that
the rule requiring an ordinance to be read on three separate days be dis-
pensed with.The mayor put the question on the motown,and the roll being

AN ORDINANCE ESTABUSHING RUIES GOVERNnU THE lJSE OF CITY PARKS IN THE
TOWN OF WA UIiEE,IOWA.
SECTION 1.Park Rules.The following rules shall be observed by persons in
public parks in the Town of Waukee,Iowa.

(a)Public Meetings.Public meetings,religious,political,or otherwise
including picnic parties and entertainment for charitable or religious purposes,
may be held in the park upon first obtaining permission from the administrative
officer of the Town.Such assemblages shall be conducted in a lawful and
orderly man"er,shall be under the supervision of the administrative officer,
and shall occupy such grourid as may be assigned to or r-eser-vedfor them.
(b)Park Closing Hour.The park shall be closed at 10:00 p.m.,and no
person shall be or remain in the park after the hour of 10:00 p.m.unless
special permission shall have been given by the administrative officer for
such person or group of persons to remain there.
(c)Speed Limit.

(d)Designated parking areas;light.No automobiles,wagons,or other
vehicles shall be sllowed to park in any public perk except lim the places

(e)Hitching animals,parking,and one-way traffic.No persons shall
hitch a horse or other animals in the park except at places designated by

public drive-ways in any such park where signs to the contrary are posted.
All vehicular traffic through the park shall be driven one way in an easterly
direction,and no vehicle may be driven contrary to one-way traffic signs.
(f)Commerical vehicle.No person shall drive a truck or other commermial
vihicle of any kind along or over any park roads or drives except for delivery
of its load for use in such park.
(g)Destruction of plant life.No person shall in any manner deface,injure
or remove ar'7 tree,shrub or plant standing or growifug in the public park or
pick or destroy any flo~~rs or seeds growing therein.
(h)Fires.No fires shall be lighted or made in the public park except
by permission of the custodian;provided,that this section shall not apply
to fires in stoves and ovens provided by the Town of Waukee for use in picnic
cooking.
(i)Fireworks and explosives.No person shall use firearms,explosives,
weapons,firecrackers or fireworks of any character in the public park,except
as otherwise provided by any other ordinance.
(j)~\TasteMaterial.No person shall deposit upon or litter the ground with
any form of waste material.Al such waste shall be deposited in recepticales
provided for such use.
I (k)Disorderly and obscene conduct;nuisances.No person shall use any
loud,violent,obscene or profane language while in the public park,nOD shall
any person conduct himself fun a disorderly or obscene manner or commit any
nuisance theriin.
(1)No beer or alcholic beverage in park.No person shall have in his
possession or"consume any beer or other alcohblic beverages in the public park.
(m).lakes,Ponds,and streams.No person shall throw or place any foreign
or waste substance in any lake,wading pool,pond or stream in the public park,d
nor shall any person s,dm or bathe in any lake,pond,or stream in the park.

or improvements -of any kind made or being made in or about the public
disturh or interfere with birds or animals kept or found therein.
(0)Posted notices.No person shall enter upon portions of the public
park in disregard of signs or posted notices forbidding the same.
118 (p)Dogs.No dog shall be allowed to run at large in the public park.
Any dog found in such park shall be deemed to be found running at large,unless
the owner carries such dog or leads him by a chain,strap or rope not exceeding
six feet in length,or keeps any such dog confined in a wagon,automobile or
other vehicle by a chain,rope or strap not exceeding six feet in length.It
shall be the duty of the aQministrative officer,Marshall,or any person in the
employ of the Town Of Waukee to remove and impound any dog r-urmfng at large
in the public park.
(q)Ice Skating.No person shall throw any stone,dirt,stick or other
missle or obstruction upon the ice in the park.No person shall engage in
tandem skating,games,racing or other activities on the ice except as allowed
by the administrative officer.
(1')Unauthorized signs.No person shall post,paste,fasten,paint or
affix any paacard,bill,notice or sign upon any structure,tree,stone,fence,
or enclosure along or within the park.
(s)Moving benches and tables.No person shall move benches,seats,or
tables from their places in the park except on picnic grounds,and there only
within designated lines.
(t)Removal of wood,grass or gravel.No person shall cut or remove any
wood,turf,grass,soilor,rock,sand or gravel from the public park,without
written permission from the administrative officer.
(u)Baseballas.No one shall throw,hit or play with a baseball in the
city park except in areas within 100 feet of the baseball diamonds established
therein.
(v)Golf Balls.No one shall drive,hit or play with a golf ball in the
city park except in areas ~learly,designated by sign allowing such activity.
(w)Power-driven mode L airplanes.No one shall fly,glide,or play with a
power-driven model airplane in the city park except by special permission of
the administrative officer.
(x )Shelter.The park shelter may be reserved for the exclusive use of
groups of persons or organizations without charge,provided that such requests
fDr reservations must be made to the administrative officer no later than 8:00
p.m.on the day of the proposed use of said shelter.No reservations shall be
taken between the hours of 5:00 p.m.Friday and 8:00 a.m.Monday.The adminisl;
trative officer may refuse to grant an exclusive reservation to any group,which,
in his opinion,is not large enough to fully utilize the facilities of the
shelter.If any group or organization reserves the shelter and does not use it,
such group or organization shall forfeit the sum of $10.00 payable to the Town
of Waukee.Reservations for the shelter shall be in writing,signed by the
aQministrative officer,and shall be displayed upon request.
(y)Responsibility of parent or guardian.No parent,guardian or
custodian of a minor shall permit or allow such a minor to do any act prohibited
by any provision of the rules set out lby the provisions of this sections.
(z)Posting Rules.Signs containing a summary of the rules set out in
this section shall be posted in conspicuous places in the public park in Waukee.
SECTION 2.Saving Clause.If any section,provision,or park of this
ordinance shall be adjudged to be invalid or unconstrtutional,such adjudication
shall be affect the validity of this ordinance as a whole or any section,
provision,or park thereof not adjudged invalid or unconstritutional.
SECTION 3.When effective.This ordance shall be in effect after it's
final passage,approval and publication as provided by law.

Article VII,Section 703.

BE it enacted by the Council of the Town of Waukee Iowa:
SECTION 1.That Article VII.flection 703,Zoning Ordinance of the Town
of Waukee,Iowa,which now reads:

ACCESSORY BUILDINGS.
No accessory building shall be erected in any

SECTION 2.This amendment shall be in effect after its final passage,approval,
and posting or publication as provided by law.

Wally Witham met with the council regarding Shearon Place Plat #1.He
stated he was still opposed to not extending Cherry Street through Shearon place,
also would want locust Street to extend through.
Moved by Rees,second by Harris to insure with T K Insurance,the following
and amounts:Shelter House--$5,000.00,Garage--$2,000.00,Rest Rooms--$4,000.00,
Playground Equipment--$2,500.00.Carried 4 to O.
Clerk to check with Jack Sparks about financing the sewer project and
maintenance blrllding.
Gilbert Stanley met with the council regarding the grade of the sidewalks
on Gray Plat #5;also placement of sidewalks.
