HomeMy WebLinkAbout1973-07-09-Regular Minutes---~,--------65 July 9,1973 The regular council meeting was held on July 9,1973 with Mayor Boone presiding the flllllowing councilmen present:Jones,Carpe,Kraner, Blessing.Absent:none (vacancy) Kenneth Spoerry met with the council regarding his property on Maple Street next to the Catholic hall.He was concerned that if the church put blacktop in their drive,they might spill water over onto his lots. The council assured Mr Spoerry that this would not happen. The council appointed Dan Gardiner to f:ull the facancy on the council replacing Dave Morris who has moved. Mrs Levorson met with the council regarding school crossings,sidewalks, speed signs and other safety measures to be completed ~lhen school starts in August at the new location.The council assured Mrs Levorson that they would cooperate 100%on this project.They amso stated that if sidewalks were wanted,people should petition the council to that effect. Don Faust lll6t with the council about spraying for mosquitos and also abou t the water preblems on Bel-Aire.other visitors were:Battista Andreini, Merae Rees,F E Williamson,Desiderio An<llleini,and Bill Lefler.All were concerned about the water in their baselll6nts after the 12"rain that Waukee had on July 1 • Movedby Jones,second by Blessing to approve the following cigarette licences I Golden Spur,Ed's Tavern,Jackson Grocery,Uptown Cafe, Casey's General Store and Karen Dairy Sweet.Carried 4 to O. Movedby Carps,second by Blessing,to hire H!!.rcoCorporation Engineering to do a cathodic protection survey on our gas system. Carried 5 to O. The council agreed to purchase 2 air masks for the fire department at a cost of $730.00 The council had asked Mrs Paullin's permission to loop water across her land from 6th Street to School to South School St.Permission was granted by Mrs Paullin.Expenses incurred to be paid by town. The council investigated and found that notice of the time and place of a meeting for a hearing on the initiation of proceedings for the issu- ance of $50,000 Street Improvement Bonds had,according to law and as directed by this council,been duly given,and that the council had lll6t at the time and place specified in the published notice and no petition or objections of any kind having been filed or made to the issuance of the bonds and no one have appeared Besponsive to thl'notice to make objections to such action,the hearing on the issuance of said bonds had been adjourned to the t:ime and place of the present meeting. Whereupon,Council MemberKramer introduced and cause to be read a resolution entitled:"Resolution providing for the issuance of $50,000 Street Improvement Bonds and providing for the levy of taxes to :!lay the same".Council MemberJones moved that said resolution be adopted, seconded by Council MemberCarpe,Whereupon,the Mayor put the question on the motian and,the roll being called on the motion,the following nane Council Membersnoted: Ayes:Blessing,Ca.rpe,Jones,Gardiner,Kralll6r NaysI none "'"'l '. if 66 I Whereupon,the Mayor declared said resolution duly passed and adopted and insgned his approval thereto. Resoltuion Providing for the issuance of $50,000 Street Improvement Bonds and providing for ·the levy of taxes to pay the same WHEREA.S,the Townof Waukee,in the County of Dalla,s State of Iowa, heretofore,pursuant to and in strict compliance with all law applicable,lawfully ordered and provided for the contruction of streem improvements and the cost of such improvements,to the amount of $50,000 is to be paid by said municipality alii a whole by the issuance of its Street Il1lpi1lllJElmentBonds,as authorized and provided by Section 1106.17of the Code of Iowa,1973,as amended,which bonds will be pay- able from the prolleeds of taxes levied on all the taxable property in said municipality;and WHEREA.S,it is necessary and advisable that provision be made for the issuance of such bonds and notice of hearing on the initiation of proceedings for such issuance has heretofore been given in manner and form required by Chapter 23 of the Code of Iowa,1973,as amended,and no petition or protest has been filedj NOWTHEREFORE,Be it resolved by the Council of Waukee,Iowa,as follows: Section 1..That in pursuance of Section 408.17 of the Code of Iowa, 1973,as amended,there are hereby authorized to be issued Fifity (50)negotiable Street Improvement Bonds numbered oonsecutively from One (1)to Fifty (50),both inclusive,in the denomination of $1,000 each,said bonds to be dated the First day of July,1973.·The.bonds shall become due and payable in their numerical order on November 1 in each of the respective years and in the principal amounts and bear interest at the respective rates as follows: Year of MaturityBondNosAmount Interest Rate Per Annum 1 to 10,inclusive 11 to 20," 21,to 30,II 31 to 40," 41 to 50," $10,000 1975 4.60 % "1976 4.60 % "1977 4.60 % "1971'l 4.60 %..
