HomeMy WebLinkAbout1974-02-14-Regular MinutesRegular Council meeting was held February 14,1974 with Mayor Boone presiding and the following councilmen present--Al Sears,Harry Jones,Harry Copland.Absent Jack Carpe and Duaine Kopecky. Clerk Ray Nizzi memtioned to the council that the smoll:etest is being used by some communities to find infiltration of surface water into the sanitary sewer. Cost would be 10¢per foot. Moved by Sears seconded by Jones to have the clerk contact them and control the smoke test for the Town of Waukee.Do all sewers needed.Carried 3 to 0. II II, II Ii Ii Moved by Sears seconded by Jones to grant Class C Beer Permit to Casey's General Store.Carried 3 to 0. Moved by Jones secorlded by Sears to have the police radio updated to comply with Dallas County.Carried 3 to 0. Moved by Jones seconded by Sears to instruct attorney Paul muscher to appear before the District Court of State of Iowa,Adel,Iowa,wi thin twenty days regarding Charles 0.Johnson and Mary C.Johnson,Plaintiffs VB City of·Waukee concerning surface water discharging onto the plaintiffs premises.Carried 3 to 0. Moved by Sears secorlded by Copland that the salary for town employees in 1974 be as follows:Ray Nizzi $12,000,Del Mar Boll $7,740,Kay Ford $9180,Ray Bainter $1980, Darrell Merical $1320,Carroll Robinson $2400,ArrryHoffstat $1800,Ann Ford $275 per month,Hannah Weil $275 per month.Carried 3 to 0. Regulations concerning pfulice department was discussed by the council. Additional water sources was discussed by the council and a study to be made in the near future. Council member Al Sears proposed the following resolution and moved its adoption. Motion seconded by Harry Copland and passed with record vote as follows: Ayes: Nays: Sears,Jones,Coplarld. None. RESOLUTION Approving plans,specifications and form of contract. WHEREAS,the Council of Waukee,Iowa,did heretofore employ Oakes Engineering Company,ConSUlting Engineers of Des Moines,Iowa,in connection with proposed storm sewer improvements and pursuant to instructions heretofore given to said engineers, have prepared plans,specifications and form of contract covering the said improve- ments and have filed the same with the Clerk;and WHEREAS,the said plans,specifications and form of contract appear to be correct and suitable for the purpose intended;now therefore, BE IT RESOLVED by the Council of Waukee,1m'78 ,as f'ol.Lowse Section 1.That the plans,specifications and proposed form of contract referred to in the preamble hereof,be and the same are hereby approved. Passed and approved this 14 day of February,1974. 78 RESOIDTION Declaring Necessity and Ordering Construction of Storm Sewer Improvements WHEREAS,this council has at this meeting approved plans,specifications and form of contract for the construction of the proposed storm sewer improvements, to be paid for out <fifgeneral funds available or that purpose or out of the proceeds of general obligation sewer bonds to be issued pursuant to Section 396.22 of the Code of Iowa,1973,as amended,and not DO be paid for out of the proceeds of special assessments;now therefore, BE IT RESOLVED by the COlmcil of Waukee,Iowa,as follows: Section 1.That pursuant to the plans and specifications and form of Con- tract referred to in the preamble hereof it is hereby ordered,upon motion of this Council without petition of property owner-a,that the improvements described in the notice set out in Section 5 hereof and in said plans,specifications and form of contract are absolute and necessary and shall be constructed in strict compliance thereivith;such plans,specifications and form of contract having been heretofore approved and now on file with the Clerk.Private propoerty will not be assessed for the improven~nts herein ordered. Section 2.That sa&d improvements consist generally of construction of a storm sewer improvement,from and to the points upon and along portions of certain streets and lands in the municipality,and other related sewer improvements,all as more particUlarly described in said plans and specifications and the aforesaid notice of hearing,including the location thereof,ivhich plans and specifications and notice of hearing are hereby referred to for a more complete description of tge said improvements and the terms and conditions thereof,and are,by this reference included herein and made a part hereof. Section 3.That thlts Council will meet at City Hall,in the municipality, on the 11th day of March,1974,at 7:30 P.M.,at which time and place proposals received for the construction of said improvements will be opened by this Council and acted upon at that time or at such later time as may then be fixed and at such time and place the Council will also hold a hearing on said proposed plans,specifications and form of contract for said improvements and on objections to the cost of such improvements. Section 4.That the Clerk is hereby ordered to give notice of such he ar-f.ng and reception of bids by publication of a notice on the same day of the week for two consecutive wekks in the Dallas County News,a legal newspaper printed wholly in the English language,published in the city of Adel,Iowa,and of general circulation in the city of Waukee,Iowa,and by posting the srune in at least three (3)p~/public places within the limits of the City of Waukee,Iowa,there being no newspaper published in the municipality,the first of such publications and post1.ngs to be not less than fifteen (15)days before the date herein set 16#/1- for the hearing and the reception of bids.The recitals and provisions as set out in the notice are hereby authorized and prescribed by the Council.
