HomeMy WebLinkAbout1974-10-21-Regular MinutesThe regular meetin g of the WaukeeCity council was held on October 21,1974 with Mayor Boone presiding and all councilmen present except Al Sears. Minutes were approved as read. Kermeth Spoerry met with the council.He stated that since the Catholic church constructed a 4 inch asphalt mat on the church parking lot;water ils running off onto his lot.He also stated that they promised him that tilis would not occur , The council instructed the clerk to have engineer Henry Oakes look into thils matter. Movedby Carpe seconded by Boromelto pay Benderoff Co.$7,871(.41 for seal coat. Carried 4 to O. The council discussed a snow proclamation to keep cars off the streets at night so the snow plows could work. Movedby Boromelseconded by larson that the following resolution be adopted on Gray Plat #6 which was approved on October 16,1972 subject to bonds being brought up to date: "NowTherefore,Be it resolved by the city council of the City of Waukee, Dallas County,Iowa,that Corene Acres plat #6,a subdivision in the City of Waukee, Dallas Coun'ty,Iowa,which was approved by the city council on October 16,1972, subject to bonds being brought up to date should now read:"The Ci'ty of Waukeehas I on file all necessary bonds and be it further resolved that the City of Waukee duly states that the streets,storm sewer,sanitary sewer,water,sidewalks and street lights are in place and approved by the City Engineer and accepted by the City of Waukee council with maintenance bonds approved and the City of Waukee will maintain improvements dedicated to fut."Carried 4 to O. The council discussed putting a fence around the water tower and storage tank to comply with OSHAregulations;but it was decided to put a panel on the ladder on the storage tank which would comply. The Franl{s property south of the lagoon which consists of approximate~7 acres was discussed by the council.They deemed it necessary to O1ffi this tract of land because the sanitary outfall line bulk head is on this parcel and also the county tile bulk head,which now belongs to the city,is also on tbis ground. Movedby larson seconded by Bonnnelto offer to buy this 7 acres at $1500 per acre. Carried 4 to O. Movedby larson seconded by Bonnnelto grant Class n Beer pemmit to WaukeeMeat Market.Carried 4 to O. Movedby Carpe seconded by BommaLto grant Class B beer permit to Ed's Tavern. Carried 4 to O. Movedby larson seconded by Bommelto issue a Beer &Liquor licence to the "OLDBANK". Carried 4 to O. Movedby Carpe seconded by Copeland to increase the interruptible gas services to 8 cents and emergency gas to 12 cents.Carried 4 to O. Movedby Carpe secomded by Bommelto request permission from the State Board of Health to do test drilling for additional water.Carried 4obto O. Moved by Bol1llllEllsecond by Copeland to approve payment of $500 to Central Iowa Regional Planning as per contract on 701 upgrading.Carried 4 to O. Moved by larson,second by Carpe,to approve payment of $165 to Oakes Eng. for fee for filing application for sanitary sewer grant to EPA.Carried 4 to O. Moved W Carpe,second by Copeland to approve payment to T.K.Insurance in amount of $5001.56 for City of Waukee insurance.Carried U~4 to O. RESOLUTION A RESOLUTIONAUTHORIZINGPAYMENTOF LOCAL PORTIONOF ARF.AWlIIDESEWERCONSULTING CONTRACTBETWEENCENTRALIOl'1ARIDIONALASSOCIATIONOF LOCALGOVERNMENTSAND KIRKHAM,MICHAEL&ASSOCIATES. WHEREAS,on or about the 28th day of November,1973,this unit of general purpose local government entered into a Sewer Planning Agreement with the Central Iowa Regional Association of Local Governments authorizing ClRALGto coordinate sewer planning efforts in the Des Moines Metropolitan Area;and, WHEREAS,this government agreed therein to pay a portion of the local cost of sewer planning s'l;hdies in accordance with Us 1970 population as set forth in a percentage formhla specified therein,and, WHEREAS,ClRALGdesires to make application for a Federal grant to assist in the financing of an areawide waste treatment management plan and to contract witha consultant to assist in the development of the necessary grant applica'tion. NOio[,THEREFORE BE IT RESOLVEDBY THE CITY COUNCILOF THE CITY OF WAUKEE,IOWA: THATthis unit of general purpose local government hereby agrees to pay its portion of the proposed Contract for Conshlting Services between Central Iowa Regional Association of Local Governments and Kirkham,Michael and Associates,to assist in the development of the necessary application for a Federal Grant to assist in the financing of an areawide waste treatment man- agement plan,such contract being in the total sum of $7,400.00 of which the sum of $40.70 is this government's recalculated portion. Due to ill health,Darrel Merical,who for the past 8 years has served the City of Waukee as Sunday night patrol,submitted his resignation.Same was accepted by the council.
