Moved by Larson,second by Thompson,to approve January ~inutes as read.Carried 5 to O. A petition signed by 18 residents of the City of Waukee was presented to the city council regarding rezoning of Plat #7 from present R-l to R-2 as follows: PETITION:RE:REZONING FOR PLAT 7 Corene Acres Waukee, Dallas County, Iowa We the undersigned,do hereby protest the rezoning request as has been requested in the filing of Plat 7,Corene Acres,Wau};:".,. Dallas County,Iowa. The rezoning request would change this parcel of ground from an R-l to an R-2 classification.We understand that,by the present Waukee City Code,R-2 zoning would allow anyone to construct single unit,duplex units or multi-unit dwellings providing the lot size requIrements were met.It is also understood,that should this parcel be rezoned R-2,building permits could not be denied if the builder did meet and comply to the lot size requirements. Whether approval is granted on this request or not,or on any future requests,we request that no additional sanitary hookups be allowed into the sanitary sewer which serves 1st Street and Waukee Avenue or the sanitary sewer which serves 1st Street and Gray Avenue. We further request,that should any building permits be granted, regardless of what the zoning is for this parcel -Plat 7,that the natural waterflow to the East at the intersection of 1st Street aBd Waukee Avenue not be destroyed by any builder raising this location with fill dirt. Moved by Grandfield,second by Copeland,to receive and file petition.Carried 5 to O. As pUblished in the Dallas County News,a hearing will be held:. on February 9,1976 at 7:30 p.m.regarding the rezoning of Plat #7 from R-l to R-2. A lengthy discussion was held regarding the change of rezoning Plat #7 from R-l to R-2. Moved by Graadfield,second by Copeland,to refer the rezoning back to Planning and Zoning and not take any action at this time. Carried 5 to O. Individual contractors who,at the present time,are doing the hauling of solid waste met with the council regarding rumors about the City taking over the hauling. 123 Additonal personell for the police department was discussed.The City at present has 3 full time and 1 part-time policemen.Shifts are 3 to 11,11 to 7.8 to 2 for 2 days and 3 to 11 and 11 to 7 on 5 days.The topic was if the City should have 7 days of full coverage.No action taken at this time. 12iJ:February 9,1976--cont At the January meeting,it was discussed by the council that a study should be.made regarding the hauling and cost involved in going into the solid waste hauling.This was going to be a study only then a comparison could be made by private contractors or others.By doing this,the city would have a plan for future use. Moved by Larson,second by Grandfield,that cl1e city continue to investigate and continue with the study regarding sol~d waste and its land fill needs.Carried 5 to O.The council also stated blat if and whena descision was made,private contractors would be given ample notice.IParkingonNorthviewDrive discussed by the council. to leave parking ordinance book.Carried 5 to O. from 3rd Street to 4th Street was Moved by Copeland,second by Gruber as is recorded in the City ordinance Movwd by Copeland,second by Larson,to name Vivian Wilson to the Planning and Zoning Commission.Carried 5 to O. The council discussed the vacancy on the Board of Adjustment. No action taken at this time. Mayor Boone appointed Ron Larson,Hugh Grandfield,and Luke Gruber to work as a committee regarding a policy hand-book for employees. The clerk was instructed to order 3 model ordinances from Iowa City to be used in upgrading our present city ordinances. Moved by Thompson,second by Gruber,to graat Casey's General Store a class C beer permit.Carried 5 to O. Moved by Gruber,second by Grandfield,to authorize to purchase a new typewriter with limit of $690.00. 5 to O. city clerk Carried Moved by Thompson,second by Copeland,to authorize expenditure of $350.00 for Waukee Fire Chief,Jerry Wrtght,to attend school at Nashville,Tennessee.Carried 5 to O.This expendi- ture is part of the fire school budget. Ron Larson gave a report on the meeting attended by Dennis Thompson and himself;sponsored by the league. Locust streetin front of the school was discussed.No parking to be allowed in front of chains at any time. City budget will be discussed at a day February 27th or Tuesday March at this ,i,ieeting. committee meeting to be on Fri- 2nd.Audit also to be explained Utilities were discussed by the council.
