HomeMy WebLinkAbout1976-03-08-Regular Minutes125 MARCH *~,1976 The regular council meeting was held on March 8,1976 with Mayor Boone presiding and all councilmen present--Gruber,Copeland,Thompson,Larson,and Grandfield, Moved by Copeland,second by Grandfield,to approve minutes as read.Carried 5 to O. A petition with 333 names was presented to the Waukee City conncil.The petition read: We,the undersigned resident of Corene Acres,request that the rezoning of Plat 7 of Corenen Acres from R-1 to R-2 be rejected thereby prohibiting any person or contractor from building duplexes or apartments. We also request that,due to the inadequate sanitary sewer system,no building permits be granted in Co rene Acres,except for garages or additions to existing structures,until it can be proven that the 12"sanitary sewer on 3rd Street running to the lagoon is big enough to handle the existing houses attached to said sanitary sewer when the 8"sanitary sewers on Waukee Avenue and Gray Avenue are full and backing into basements. Moved by Thompson,second by Grandfield,to receive and file the petition as presented to council.Carried 5 to O. Moved by Grandfield,second by Larson,that the zoning on Plat 7 remain R-1 zoning.Carried 5 to O. The city budget was discussed by the council. Moved by Larson,second by Gruber,to have budget hearing on Marcg 25,1976 at 7:30 p.m.Carried 5 to O. Moved by Gruber,second by Copeland,to sponge the motion on Casey's General Store's beer permit that was approved on Feburary 9,1976.Carried 5 to O. Moved by Gruber,second by Copeland,to grant a class C beer permit to J &B Stores,Inc.Carried 5 to O. The city has been subject to excessive infiltration/inflow problems and a step 1 grant application for a study is a must for the City of Waukee. Moved by Thompson,second by Gruber,that the City of Waukep.instruct Oakes Engineering to draw up a plan and contract for a Sewer System Evalutioll Survey Study.Carried 5 to O. The lot On 5th Street owned by Verle Wright was discussed by the council and it was decided that the Board of Adjustment must act on this question. Moved by Larson,second by Grandfield,to approve $327.50 for two people at attend a week school in June at Ames,Iowa concerning problems and upgrading of local governments.Carried 5 to O. Moved by Larson,second by Copeland,to receive and file a map and letter on special flood area locations.Carried 5 to O. Moved by Thomson,second by Gruber,to submit the name of Ron Vest to Area Law Academy for further academy training.Carried 5 to O. Moved by Larson,second by Grandfield,to receive and file the 18 month audit by Gardiner,Nail,Davis &Co.Carried 5 to O. Moved by Larson,second by Grandfield to pay Gardiner,Nail,Davis,* 126 &Co $2965.45 for 18 month audit.Carried 5 to O. A maintenance agreement was discussed by the council regarding the copy machine at a cost of $165.00 per year.The clerk was instructed to investigate the feasibility of trading the present machine. A continued discussion was held on increasing the police force by having 24 hour coverage.A lot of speeding and vandalism is going on during the hours 7:00a.m. to 3:00 p.m.No further action taken at this time. Mee~~urned.~,Il14·MayorCler. April 12,1976 The regular council meeting was held on April 12,1976 at city hall with all councilmen present and Mayor Boone presiding. Moved by Larson,second by Copeland,to approve m~nutes as read. Carried 5 to O. Harvey Burger and Jerry Burger met with the council regarding annex- ation to the city of the 80 acres which is east of the city limits and moving in a trailer and hook up to the city water. Bob Applegate,fire chief,and Randy Bakker,asst chief,met with the council regarding no parking on the west side of 7th Street across from fire station and repairing the tank on the 1960 Dodge truck. George Gray met with the council regarding Plat #7.Moved by Copeland, second by Gruber,that the following resolution concerning Plat #7 be adopted: RESOLUTION WHEREAS,George E Gray Construction Co.,Inc.,the owner of all of the Lots in CORENE ACRES Plat 7,has filed a Plat of CORENE ACRES Plat 7;and WHEREAS,the said George E Gray Construction Co.,Inc. desires to vacate said Plat;and WHEREAS,the City of Waukee,Iowa,deems it advisable that said Plat be vacated and consents to such vacation, BE IT THEREFORE RESOLVED,that the City of Waukee consent to the vacation of CORENE ACRES Plat 7 as the same as filed at Plat Book 4,Page 503 in the office of the Recorder of Dallas County,Iowa. Carried 5 to O. A lengthy discussion was held regarding Plat #7.All members of
