Minutes for special meeting of October 4,1977 following meeting of
October 18.
OCTOBER 18,1977~--
The regular council meeting was held on October 18,1977 with Mayor
Boone presiding and all councilmen present except Grandfield and Gruber.
Moved by Larson,second by Copeland,to app~ove minutes as read.
Carried 3 to O.
Bernard Thompson and Norman Hammen met with the council regarding a
Little League ball diamond.Moved by Larson,second by Thompson,to
allocate $3000.00 to build a Little League diamond.Clerk to receive
bids on same.Carried 3 to O.
Leonard Do1mage met with the council regarding water for his development
on Ashworth Road.He stated he would pay for the water line.The
council instructed Mr Do1mage to see how many in that area would be
interested in voluntary annexation and to receive signatures and bring
them back to the council for further study.
Walter Giles met with the council to see what the council's feelings
were to selling water outside of the corporate 1imites.The council
stated that much study would have to be made regarding this subject
and also much input from the citizens of Waukee.
Begger's night was set for Sunday,October 30,1977 from 6:00 to 8:00
p.m.
The council decided the park would be officially closed for the winter
on the 19th of October,1977.
Moved by Larson,second by Copeland,to approve purchase of 4 wa1kie-
talkies,2 chargers,and 2 extra batteries--Federal1y funded-90%--
State--5.5%.The City would pay 4.5%or $193.40.
Moved by Copeland,second by Larson,to approve contract with Pittsburgh
Des Moines Steel.Carried 3 to O.
second by Copeland,to approve bond of Pittsburgh-

The council of Waukee,Iowa,met on the 4th day of October,1977,at
7:30p.m.at the city hall,in the City.The Mayor presided and the
roll being called,there were present the following named Council
Members:Luke Gruber,Harry Copeland,Dennis Thompson,Hugh Grandfield.
Absent:Ron Larson.
The Council investigated and found that notice of the time and place
of this meeting for a hearing on the proposed p1ands and specifications
and proposed form of contract for the construction of improvements and
extensions to the Municipal Waterworks System and receiveing bids therefor,
had been published on the 14th day of September 1977 .h,,~n t e Dallas

County News,a legal newspaper of general circulation in the City,and
that no petition setting forth objections thereto had been filed with
respect to the said plans,specifications and form of contract.
The mayor then called for objects,if any,to the proposed plans,
specifications and form of contract and no objections were offered,
made or filed,and the Mayor declared the hearing closed.
Whereupon,Council Member Luke Gruber introduced and caused to be
read a resolution entitled:"Resolution approving plans and
specifications and form of contract for the construction of an
Elevated Steel Water Storage Tank for the Municipal Waterworks
System of Waukee,Iowa".Council Member Hugh Grandfield moved that the
said resolution be adopted,seconded by Council Member Harry Copeland
and after due consideration thereof by the Council,the Mayor put the
question upon the motion and the roll being called,the following
named Council Members voted:
Ayes:Luke Gruber,Hugh Grandfield,Dennis Thompsnn,Harry Copeland
Nays:None
Whereupon,the Mayor declared the resolution adopted as follows:
RESOLUTION
Approving plans and specifications and form of contract
for construction of an Elevated Steel Water Storage Tank
for the Municipal Waterworks System of Waukee,Iowa
,VHEREAS,proposed plans and specifications and proposed form of
cons tract for the construction of the improvements and extensions for
the Municipal Waterworks System have heretofore been prepared by Oakes
Engineering Company of Des Moines,Iowa,and filed with the Clerk on
the 12th day of September,1977,and
WHEREAS,notice of hearing on the said proposed plans and speci-
fications and proposed form of contract was dule published in the form
and manner required by law;and
WHEREAS,no petition or objections to the said plans and specifi-
cations and form of contract have been filed or made by any interested
party;
NOW,THEREFORE,Be it Resolved by the Council of Waukee,Iowa,
as follows:

Section 1.That the plans and specifications and form of contract
referred to in the preamble hereof by and the same are hereby approved,
and the aforementioned public improvement to be contracted in accord-
ance with plans,specifications and form of contract is necessary and
desirable.
Section 2.That all resolution or orders or parts thereof in
conflict herewith are hereby repealed.

Bids and proposals which had been submitted for the construction of
the Elevated Steel Water Storage Tank were then considered and it was
found that the following bids and proposals had been received:

Council Member Hugh Grandfield moved that the meeting be adjourned to
the 18th day of October,1977,at 7:30 p.m.at city hall,in the City,
for fu~ther discussion and consideration of such bids and proposals.
Council Member Harry Copeland seconded the motion.The Mayor put the
question on the motion and the roll being called,the following named
Council Members voted:
Ayes:Hugh Grandfield,Luke Gruber,Harry Copeland,Dennis Thompson
Nays:None
,the Mayor declared the motion duly carried and the meeting
to said time and place.
