The Waukee City council held its regular council meeting on February 13,1978
with Mayor Bernard Boone presiding and the following councilmen present:
Dennis Thompson,Rugh Grandfield,Harry Copeland,Robert Reddinger.Absent:
Luke Gruber.
Moved by Grandfield,second by Heddinger,to approve minutes as read.
Carried 4 to O.
Tom Gratias of Gratias Construction met with the council regarding the possibility
of water hook-up in his proposed plat north of the Des Moines Golf &Country
Club on University Ave.Gratias Construction to pay for the cost of the line.
The council advised Gratias Construction to meet with the Waukee Planning &
Zoning Commission on March 6,1978.
Dr Dwight Keller,Doug Pogge,and other members of the Waukee Jay-Cees presented
to the council a signed petition regarding tennis courts.
Council member Robert Reddinger introduced and caused to be read Resolution No
6000,entitled:"Resolution calling an election on the proposition of
issuing general obligation bonds for the purpose of improving the City Park by
the construction of tennis courts",and moved its adoption,seconded by
Council Member Dennis Thompson.After due consideration of the resolution
by the Council,the Mayor put the question upon the motion and the roll being
called,the following named Council Members Voted:
Ayes:Robert Reddinger,Dennis Thompson,Rarry Copeland,Hugh Grandfield
Nays:None
Whereupon,the Mayor declared the resolution duly adopted and signed his
approval therto.

RESOLUTION NO.6000
Resolution calling an election on the proposition of
issuing general obligation bonds for the purpose of
improving the City Park by the construction of tennis courts.
WHEREAS,it is deemed advisable that City Park be improved by the
construction of tennis courts (hereinafter referred to as the "Project")
in accordance with the provisions of Chapter 384 of the Code of Iowa,
1977,as amended,for the City of Waukee,Iowa;and
WHEREAS,the City intends to contract indebtedness and issue general
obligation bonds to provide funds to pay for that portion of the cost
of the Project in an amount not exceeding $50,000;and
WHEREAS,pursuant to Section 384.26 of the Code of Iowa,1977,as
amended,before the City may institute proceedings for the issuance of
general obligation bonds for the Project,the City must hold a special
election upon the proposition of issuing such bonds and receive a
favorable vote from at least sixty percent of the total votes cast at
such election.
The 2nd part of the order was that by February 28,1978,the City of Waukee
shall certify to the Iowa DEQ that equipment to measure and continuously
record total sewer influent flow and equipment to measure sewer effluent
flow has been installed and is operating.
The City council is appealing this because of lack of time to issue and
award contract.Approximate cost of this project would be,for the
measuring equipment only,$4,000.00.This requirement is arbitrary
and would not be required for the safe and proper operation of the aerated
waste stabilization lagoon of the City of Waukee.Also said requirements
may result in wasted funds for the reason that the study evaluating the
City of Waukee which is required by the same order may show the necessity
for different type of equipment or operation.

Huscher to write a notice of appeal to Mr Larry E Crame,Executive
director of the Iowa Department of Environmental Quality in the matter
of City of Waukee Wastewater Facility No 25-73-0-01.Order #78-WQ-004
which was issued to the Mayor of the City of Waukee,Iowa.The City,
for the second time has applied for SSES Study.The first time was in
1974 and no funds were available at that time.The second time was
in February,1978 before the order waSf issued to the city.
