Regular meeting of the Waukee City council was held April 10 with
Mayor ~oone presiding and all councilmen present.
Moved by Thompson seconded,~y Copeland to approve minutes as read.
Carried 5 to O.
Moved by Thompson seconded by Gruber to issue a Class B Beer permit
to Mike Blizek DBA Old Bank providing that lot is cleaned up.
Carried 5 to O.
Ron Jackson of lCMA and representative of DEQ met with the council.
Moved by Gruber seconded 9~~randfield to require a six inch water
main in Corene Acres P-lat-Jf8J.Carried 5 to O.{J!!t.f.,If
Moved by Copeland seconded by Grandfield to install a 12 inch water
line on Corene Avenue.Bud Gray to install.City paying the difference
between 6 and 12 inch.Our share $6179.83.Carried 5 to O.
City clerk to check with engineer Oakes on extending 12 inch water
from new tower to Corene Ave.Carried 5 to O.
New police car was discussed by council.Clerk to check on cost.
City Park to open May 1 to October 1,1978.

Dallas County Congregate Meals -Title VII and City of Waukee.

Moved by Reddinger seconded by Grandfield that "AN AGREEMENT TO
JOINTLY EXERCISE GOVERNMENTAL POWERS,TO ALLOCATE WASTEWATER TREAT
MENT FUNCTIONS ON AN INTERIl1 BASIS,TO PROVIDE FOR THEIR FINAL -
ALLOCATION WITH THE ADOPTION OF A FINAL MANAGEMENT PLAN AND TO REQUEST
TRE DESIGNATION OF WASTE TREATMENT MANAGEMENT AGENCIES,BY AMENDING
AND SUPPLEMENTING THE "SEWER PLANNING AGREEMENT"be adopted.

TO ALLOCATE WASTEWATER TREATMENT FUNCTIONS ON AN INTERIM BASIS TO

Moved by Heddinger seconded by Thompson that the following resolution
be adopted:
WHEREAS,The Infiltration/Inflow study
Sewer System proported to show that footing
of clear water in the sanitary sewer system
Iowa,in 1975;and
WHEREAS,The City of Waukee has taken steps since said I and I
Study to divert clear water from its sanitary sewer system which are
further discussed in the Amended Grant Application of its Engineer
submitted with this Resolution;and
WHEREAS,The City of Waukee was one of the early communites in
this area to completely curtail the emptying of footing drains into
its sanitary sewer system;and
WHEREAS,The City of Waukee has been advised that there is a
very serious legal question whether persons whose footing drains were
attached to the sanitary sewer system prior to its restriction can be
compelled to remove such drains;and
WHEREAS,such footing drains are non-excessive and their attempted
removal would cause serious social,economic and health problems in
the community of Waukee,Iowa,
THEREFORE,BE IT RESOLVED by the City Council of the City of Waukee
Iowa,that the attention of the Department of environmental Quality
and the Metropolitan Sewer Planning Policy Committee of Central Iowa
Regional Association of Local Governments be called to the facts stated
herein and that this Resolution be submitted with an Amended Scope of
Work of its Engineers,Kirkham Michael &Associates,and the Amended
Grant Application of the City of Waukee,Iowa,covering this situation.
