February 12,1979
The regular council meeting was held February 12,1979 at 7:30 p.m.at city
hall with Mayor Boone presiding and all councilmen present except Bob
Heddinger.Attorney Paul Huscher,city clerk Remo Nizzi,P &Z chairman
Robert Gallagher and members of P &Z Norma Franks and Claire Chedester were
also present.

Moved by Thompson,second by Grandfield,to approve minutes.Carried 4 to 0.
Chairman of P &Z,Robert Gallagher,report on the P &Z meeting of February
5 regarding Judy Ann Estates.Charles Ross,developer,and Tom Gratias,bui1d-
,er,reporesented Judy Ann Estates.The following citizens were present:
Willis Forret,Margaret Grisso,Marge Lathrop,Lowell Andeberg,Nicho1e Keller,
Jerry Brown,Marcia Westphal,Mr &Mrs William Grimes,Mr &Mrs Joe Neubauer
Charlotte Swallow,Mr &Mrs Jerome Volkmer,Mr &Mrs Larry Oetting,Mr &Mrs
Kenneth Spahr,Mr &Mrs Larry Clayton,and fire chief,Robert Applegate.
Many questions were asked regarding development of Judy Ann Estates which
is at the west end of town south of Cherry St on the former Ridgeway property.
This ground is zoned R-3 and a proposed development is for condominiums.
Moved by Thompson,second by Gruber,to mail an agenda and summary of its
minutes to all citizens of Waukee prior to council meetings.Carried 4 to 0.
Ron Vest gave the police report.
Remo Nizzi reported on progress of city collective bargaining.
Paul Huscher report on update of city ordinances.
A county meeting was discussed that is to be held on February 26.
Mayor Boone stated that the next council meeting would be held on February
20,1979 at city hall at 7:30 p.m.

A special meeting was held on February 20,1979 with Mayor Boone presiding and
the following councilmen present:Hugh Grandfield,Dennis Thompson,Harry
Copeland,and Luke Gruber.Absent:Robert Heddinger.
This meeting was called regarding storm sewer at west end of city.
Motion by Thompson,second by Grandfield,to approve minutes as read.Carried
~to 0.
Guest at this meeting were:Doug Gratias,Jared Johnson,Dave Smith,Larry
Oetting,Kenn Spahr,and Bob Gallagher.Engineer Henry Oakes was also
present.

The meeting was turned over to Henry Oakes for discussion of storm sewer--
Ashworth &5th St,8th St,7th St,and 1 section of 9th St.Estimated cost--
Ashworth &5th--$20,000--7th St--$55,000-.--9th &8th St---$173,000.The
council received preliminary plans from Oakes and filed.Clerk instructed
to contact Jack Sparks reference bonding of project.
Officer Vest reported that the new police car will be delivered approximately
the week of March 5.
Larry Oetting wanted explanation of stages of storm sewer.Council
explained to guests the stages of proposed project.
Salaries for city employees were discussed by the council.Also yearly
rehiring was discussed.
Kenn Spahr asked if there was a police chief.
Motion made by Gruber,second by Thompson,to ask attorney Paul Buscher to
research proposed personnel and administrative changes.Carried 4 to O.

Other personnel salaries to be discussed after 6 mo.probation period.
Motion by Grandfield,second by Copeland,to approve recommendations of
committee for above salaries.Carried 4 to O.
Robert Gallagher wanted to know about appointment of administrative officer
and pending vacancies on P &Z.
Motion by Gruber,second by Thompson,to approve beer permit for Casey's
General Store.Carried 4 to O.
County meeting to be Thursday,March 1 at 8:00 p.m.

The Waukee city council held a special meeting on February 23,1979
regarding the city budget.They met to consider and approve for filing and
publication,the proposed budget for the ensuing year.A quorum was
present.
The council fixed the time and place for the public hearing for Tuesday,
March 6 at 6:00 p.m.at Waukee city hall.
