WAUKEE CITY COUNCIL MINUTES
January 6, 2020
(A) Call to Order — The regular meeting of the Waukee City Council was called to order by Mayor
Clarke at 5:34 p.m. in the Council Chambers at Waukee City Hall, 230 W. Hickman Rd.
(B) Pledge of Allegiance
(C) Roll Call — The following members were present: Mayor Courtney Clarke; Council Members
Anna Bergman, R. Charles Bottenberg, Chris Crone, Larry R. Lyon. Absent: None.
Also in attendance: City Administrator Tim Moerman, Finance Director Linda Burkhart, Human
Resource Director Michelle Lindsay, Public Works Director/City Engineer Rudy Koester,
Development Services Director Brad Deets, Community & Economic Development Director Dan
Dutcher, Parks & Recreation Director Matt Jermier, Marketing & Communications Director
Summer Evans, IT Director Son Le, Police Chief John Quinn, City Clerk Rebecca D. Schuett,
City Attorney Paul Drey.

(E) Agenda Approval — Council Member Lyon moved to approve the agenda; seconded by Council
Member Bottenberg. Results of vote: Ayes: Bergman, Bottenberg, Crone, Lyon. Nays: None.
Motion carried 4 — 0.
(F) Monthly Mayor's Report — Mayor Clarke reviewed 2019 building permit statistics and how they
reflect community growth. She noted several winter activities in the City. Mayor Clarke then
stated her goal of reaching gender balance on Waukee citizen boards within two years.
(G) Presentations: None
(H) Public Hearings:
1) On a proposed Urban Renewal Plan for an Amendment No. 2 of the Waukee
Consolidated Urban Renewal Plan in the City of Waukee, State of Iowa — Mayor Clarke
opened the public hearing and asked if any written correspondence had been received; City
Clerk Schuett replied in the negative. Development Services Director Deets briefly reviewed
the proposed amendment, which does not add any additional properties but increases the
cap for future development by an additional $20 million. No comments were made by the
public in attendance.
(1) Public Hearing Action Items:
1) Resolution: Consideration of approval of a resolution determining an area of the City
to be an economic development area, and that the rehabilitation, conservation,
redevelopment, development or a combination thereof, of such area is necessary in
the interest of the public health, safety or welfare of the residents of the City;
designating such area as appropriate for urban renewal projects; and adopting the
Amendment No. 2 to the Waukee Consolidated Urban Renewal Plan — Council Member
Lyon moved to approve the resolution; seconded by Council Member Bergman. Results of
vote: Ayes: Bergman, Bottenberg, Crone, Lyon. Nays: None. Motion carried 4 — 0.

Member Lyon moved to approve the second reading of the ordinance in title only; seconded
by Council Member Crone. Council Member Bottenberg stated that while he voted against
the ordinance at the first reading, he would vote in favor of the second reading. He clarified
that while he still believes the ordinance should include a uniform grass length for all
properties, the overall ordinance is an improvement. Results of vote: Ayes: Bergman,

either election or appointment process to fill a vacant seat on the Waukee City
Council — Council Member Crone moved to proceed with the appointment process;

Crone, Lyon. Nays: None. Motion carried 4 — 0.
12) Motion: Consideration of approval of a motion setting date and time for appointment
to fill a vacant seat on the Waukee City Council — Council Member Bottenberg moved to
approve; seconded by Council Member Bergman. City Administrator Moerman discussed
two possible timelines for appointment: one for solicitation of applications and another for
limiting consideration to one of the two individuals who ran for but didn't win a seat on
council in 2019. Council Members Bergman and Crone both voiced their preference for
soliciting applications. Mayor Clarke noted her preference to limit consideration to those
who ran for council. Council Member Bottenberg stated that he saw advantages to both
methods and did not have a preference. Council Member Lyon noted that the two residents
who ran for council can also apply and be considered if the application process is approved.
City Administrator Moerman reviewed the timeline for appointment if applications are
solicited, with the appointment approved at a February 10 special council meeting at 5:30
p.m. Marketing & Communications Director Evans discussed how the application process
would be promoted. Mayor Clarke asked that the council remain open-minded about all
applicants in order to keep the process transparent. Council Member Bottenberg amended
the motion to approve a February 10 special council meeting as the date for appointment;
Council Member Bergman amended the second. Results of vote: Ayes: Bergman,
Bottenberg, Crone, Lyon. Nays: None. Motion carried 4 — 0.
