Moved by Heddinger,second by Thompson,to publish a hearing notice on 50,000 Gillbonds for streets improvement and authorizing sale for October 1,1979 at 5:30 p.m.Carried 3 to O. Meeting adjourned. Clerk Mayor October 1,1979 A special hearing was held on October 1,1979 with Mayor Boone presiding and councilmen present:Thompson,Copeland and Heddinger.Larry Oetting arrived later in the meeting. No oral or written objections to 50,000 street improvement bonds. Two bids were received for bonds: laDes Moines Natl Bank bid was 6.58% R G Dickinson bid was 6.50% Shaw-McDermott's bid was too late for consideration Moved by Copeland,second by Thompson to award R G Dickinson bid for bond. Council member Harry Copeland introduced an ordinance entitled "Amending Ordinance.An ordinance amending ordinance establishing rates and charges for the use of services of the Municipal Water System of Waukee, Iowa,passon on October 18,1976." It was moved by Council member Dennis Thompson and seconded by Council Member Robert Reddinger that the aforementioned ordinance be adopted. The Mayor put the question on the motion and the roll being called, the following name Council members voted: Ayes:Robert Reddinger,Harry Copeland,Larry Oetting & Dennis Thompson Nays:None Whereupon,the Mayor declared the motion duly carried and declared that said ordinance had been given its initial passage. It was moved by Council Member Robert Heddinger and seconded by Council Member Harry Copeland that the statutory rule requiring said ordinance to be considered and voted on for passage at two Council meetings prior to the meeting at which it is to be finally passed be suspended.The Mayor put the question on the motion and the roll being called,the following named Counci~Members voted: Ayes:Robert Heddinger,Harry Copeland,Larry Oetting,& Dennis Thompson Nays:None Whereupon,the Mayor declared the motion duly carried. 202 October l---cont It was moved bv Council Member Dennis Thompson and seconded by Council' Member Robert Reddinger that the ordinance entitled "Amending Ordinance. The Mayor put the question on the final passage and adoption of said ordinance and the roll being called,the following named Council Members voted: Ayes:Thompson,Oetting,Copeland,&Heddinger Nays:None Whereupon,the Mayor declared said ordinance duly adopted and signed his approval to said ordinance. AMENDING ORDINANCE AN ORDINANCE AMENDING ORDINANCE ESTABLISHING RATES AND CtffiRGESFOR THE USE OF SERVICES OF THE MUNICIPAL WATER SYSTEM OF WAUKEE,IOWA,PASSED ON OCTOBER 18,1976 WHEREAS,the City of Waukee,Iowa (the 'City')did heretofore on the 18th day of October 1976,adopt an ordinance establishing rates and charges for the use of services of the Municipal Water System of the City (the 'Rate Ordinance');and vlliEREAS,the City now deems it advisable to amend the provisions of the Rate Ordinance referred to above in order to adjust the schedule of rates to be charged for the use and service of the Municipal Water System of the City; NOW,THEREFORE,Be It Ordained by the City Council of the City of Waukee, in Dallas County,Iowa as follows: Section 1.That Section 1 of the Rate Ordinance is deleted in its entirety and the following substiutued therefor: "Section 1.There shall be and there are hereby established rates and charges for the use of and for the service supplied by the Municipal Water System of the City of Waukee,based upon the meter readings of the amound of water consumed as follows: "First 3000 gallons or lesser amount per month $6.00 per month (minimum monthly bill) $.0015 per gallon per mo.""Allover 3000 gallons Section 2.All ordinances,resolutions or parts of ordinances and resolution,in conflict herewith be and the same are hereby repealed to the extent of such conflict. Section 3.This ordinance shall take affect and be in full force from and after its passage and publication as by law provided. Passed and approved this 1st day of October 1979. Clerk October 8,'.1979 The regular council meeting was held on October 8,1979 with Mayor Boone presiding and the following councilmen present:Oetting,Reddinger,and Thompson.Absent:Copeland. Minutes of October 1,1979 should be corrected to read that Larry Oetting arrived at the meeting late,Moved by Oetting,second by Reddinger,to approve corrected minutes.Carried 3 to O. Robert Reddinger gave a progress report on the ball diamonds. The Waukee city council voted by ballot for a replacement on the council. On the first ballot cast,Dave White received 2 votes and Claire Chedester received 1 vote.On the second ballot cast,Dave White received 3 votes. Moved by Heddinger,second by Oetting to appoint David White to the counci~ to viII the vacancy of Luke Gruber who has moved from the City.Carried 3 to O. The Engineering firm of Kirkland-Michael filed a report on the 1st phase of the SSES study this firm is doing. Moved by Reddinger,second by Thompson,to receive and file the report. Carried 3 to O. Mr McCracken,member of CIRALG staff,gave a report regarding a housing authority for this region.Re will give more information at the November meeting. Ron Vest gave the police report. Moved by Reddinger,second by Oetting,to ask for written bids on the 1973 and the 1975 police cars.Carried 3 to O. The City of Waukee will receive sealed bids on a 1973 Plymouth and a 1975 Plymouth.These were used as police cars.Sealed bids to be received at city hall by 7 30 p.m.,November 7,1979. Moved by Oetting,second by Thompson,to appoint Jane Brown to the librar board to replace Tyra Walker.Carried 3 to O.
