A special council meeting was call to order at 7:15p.m.by Mayor
Copeland.Present were councilmen Spencer,Oetting,Hi~gs,Scott,
and Jansma.
Mayor Copeland called for any objections to the plans and specif-
ications of the 1980 storm sewer project.There were no objections.
Higgs moved that the plans and specifications be accepted.Second
by Scott.Ayes:Spencer,Higgs,Scott and Jansma.Nays:Oetting.
Moved by Scott,second by Jansma to open bids.Carried 5 to O.
11 bids were opened.
A meeting to cons&der these bids is set for 7:30 p.m.,May 13
before the ordinance revision meeting.
Moved by Jansma,second by Spencer to adjourn.Carried 5 to O.

The regular meeting of the Waukee City council was called to order
at 8:30 p.m.by Mayor Copeland.The opening of the bids had delayed
the start of the meeting.All councilmen were present.
Moved by Jansma,second by Higgs,to approve minutes as read.
Carried 5 to O.
Fire Chief Jerry Johnson and Bob Applegate met with a request for
1 Federal pager ($300.00 approximately)and 2 MSA air packs
($1500.00 approximately).A discussion was held on the fire
contracts and associated revenues from surrounding communities.
Moved by Higgs,second by Scott,to purchase 1 Federal pager and

The council requested a schedule of revenues and when they are
received.-
The clerk-administrator was directed to contact Rich Brothers
Fireworks Company and order $875.00 worth of fireworks for the
Lfth of July.
John Winkler of the library board informed the council that the
library board had received a gift of $1850.00 from the 'Haukee
Centennial Committee.He requested that a certificate of deposit
be set up with limitations on its usage.
Scott made the following resolution which was seconded by Oetting:
'The City of Waukee recognizes the restrictions on the $1850.00
given to the Waukee library board by the Centennial Committee
that it wi~l be used.for no o~he:purpose than a library building
or re1ocatlon of a llbrary bUl1dlng.Funds will remain under the
control of the library board'Carried 5 to O.

Ron Jackson of Kirkha~,Michael &Assoc gave a report on the
status of the.SSES study.
Oetting made the motion to accept
forward it to DEQ for evaluation.
Carried 5 to O.
the April 1980 report and
Spencer seconded the motion.
Higgs made the following motion,second by Jansma:'That Ron
Jackson of KMA be given the authorization by the City of Waukee
to prepare a grant amendment and an amendment to the contract
for engineering services in accordance with the estimated total
cost of $26,468.00.Carried 5 toO.
Larry Phillips presented the following 3 bids for the underground
gasoline tank:Petro--$1731.00,Don's Petroleurn--$1321.34,
Farmer's Coop--$922.16.
Moved by Oetting,second by Scott,to accept the bid from Farmer's
Coop,payable after July 1,1980.Carried 5 to O.
Scott made the motion that David Moore be hired for the position
of policeman at the salary of $900.00 per month subject to
review in 6 months.Second by Spencer.Carried 5 to O.

A discussion was held on the purchase of 20 rebuilt gas meters at
$40.00 each for a meter testing program which is a requirement of
the Commerce Commission.No action taken.
A discussion was held about the 1980 street improvement program.
The council asked if Alice's Road south of U S 6 was maintained
by the city or the county.No answer was given at this time.

The clerk received a bill from Bill Erickson in the amount of
$121.30 to replace carpet damaged by sanitary sewer back-up.
Donald Zinke also sent a bill for $350.00.The council decided
to approve neither of these bills.
A discussion was held concerning whether the City should require
the Methodist church to replace the sidewalk it tore out.It was
decided to pursue it informally.
Clean-Up Day was set for May 23 starting at 8:30 a,m.til 4:30 p.m.
Spencer moved to pay the band director the
5 band concerts during ice cream socials.
Carried 5 to O.

Higgs moved that the City of Waukee sponsor ·the Red Cross swimming
program in the same capacity as last year.Second by Oetting.
Carried 5 to O.
The council discussed increasing the building permit fees to
offset labor costs.
Moved by Oetting,that the Golden Slipper not be issued a Sunday
liquor permit.Second by Scott.Carried 5 to O.
The Mayor appointed Mayor pro tern Larry Oetting,Councilman Curtis
Scott,Coordinating Officer Larry Phillips,and clerk-administrator
Brian Redshaw to a committee to make revisions on the employee
handbook to be presented at the next regular council meeting.
Moved by Jansma to 'adjourn,second by Scott.Carried 5 to O.

A special council meeting on May 13 at 7:30 p.m.was held first
to consider the contract bids on the 1980 West End storm sewer
project.The second purpose was to consider Chapter 100--
Miscellaneous ordinances.
The meeting was called to order by Mayor Copeland with all
councilmen present:
Motion by Jansma.to go ahead with the storm sewer project.
Second by Scott.Roll call vote was as follows:Ayes:
Spencer,Higgs,Scott,and Jansma.Nay~-Oetting •.Motion
carried.
Higgs made a resolution to award the contract for the West end
storm sewer project to D &C Construction of Ames,Iowa using
alternate #1 (corrogated pipe),second by Oetting.Roll call
vote as follows:Ayes:Oetting,Higgs,Jansma.Nays:Spencer
and Scott.Motion carried 3 to 2.
PROCEEDINGS ATTACHED.
The council decided to hold a special meeting on Tuesday,May 27
at 7:00 p.m to sign the contract.
Moved by Scott to appoint Jack Sparks as fiscal agent second by
Jansma.Carried 5 to O.
Art Spencer left at this point in the meeting.
Miscellaneous ordinances were discussed.
Moved by Oetting,to adjourn.Carried 4 to O.
