HomeMy WebLinkAbout1980-06-24-Special MinutesJune 24,1980 20 A special meeting of the Waukee city council was held on June 24,1980 at 7:30 p.m.with Mayor Copeland presiding and the following council- men present:Jim Higgs,Larry Oetting,and Curtis Scott.Absent: Art Spencer and Erwin Jansma. Remo Nizzi,Jack Sparks,Doug Pogge,and Ken Spahr were guest at this meeting. Larry Oetting introduced a resolution taking additional action for the issuance and providing for the award of $295,000.00 GO Storm Sewer Improvement Bonds,second by Jim Higgs.Voting as follows: Ayes:Oetting,Higgs,Scott Nays:None recorded (RESOLUTION ATTACHED) Motion carried. Sealed bids were opened and read as follows: Iowa-Des Moines Natl Bank Dain-Bosworth Inc Carleton D Beh Co 6.25570 6.0969870 6.2439% The low bid of Dain-Bosworth Inc of Davenport,Iowa was accepted at 6.09698%and net interest cost of $127,147.50. It was moved by Higgs and seconded by Scott that this meeting be cQn!iuu~d~au the 14th of July,1980 at 7:30 p.m.at city hall at which time and place the council will take action for the issuance of the aforementioned bonds and to provide for the levy of taxes t~Bay.tge sa~e and to transact such other business as may come before the meeting.Carried 3 toO. Moved by Scott,second by Oetting,to accept the amendment of the curDent building permit fees as published in Dallas County News as follows: $10.00 for the first $1000.00 8.00 for the next 9000.00 1.00 per thousand thereafter Carried 3 to O. Moved by Scott,second by Higgs,to instruct the clerk to contact Belin,Harris,Helmich &Lovrein to araw up proceedings for the tax abated GO bonds to payoff the stamped warrants in the amount of approximately $135,000.00 for a period not to exceed 5 years. Included in this should be a stipulation that the option be left open to pay them off early.Carried 3 to O. The clerk was instructed to contact Robert Helmick to invite him to speak at the July 14 regular council meeti~g. Moved by Scottt,second by Higgs,to accept the minutes as read. Carried 3 to O. Moved by Oetting,second by Scott,to introduce the following resolutuion: Whereas,the services of Delmer C Boll were terminated on 3-14-80, Roger A Anderson was hired to fill this vacancy effective 4-28-80. Carried 3 to O. Cablevision was discussed by the council.Those interested in bringing Cablevision to Waukee should contact Bill Riley of Hawkeye Cablevision at 245-7555. Moved by Scott,second by Oetting,to authorize payment of $285.00 as the city's share of the Crime Commission grant to purchase a police radio costing $1130.00.Carried 3 to O. 21 June 24--cont Moved by Oetting,second by Scott,to adjourn.Carried 3 to O. ) July 2,1980 A special meeting of the Waukee City Council was held on July 2,1980 with Mayor Copeland presiding and the following councilmen present: Spencer,Oetting,Higgs,and Jansma.Absent:Scott. This meeting was called to agree on an interest rate for the funding bonds which will be exchanged for the stamped warrants at the Brenton State Bank.It was also held to set a date for a hearing on the issuance of these bonds. Moved by Jansma,second by Oetting,to set the interest rate at 6.40% and hold the hearing on July 14,1980 at 7:00 p.m.at city hall. This resolution authorizes the city clerk to publish same in Dallas County News.Carried 4 to O. (RESOLUTION AND PROCEEDING ATTACHED) It was decided by the council that anyone wishing to be on the council's agenda should notify the city clerk not less than 10 days in advance of meetings.Claims will be considered by the council only if presented not less than 5 days before the regular meetings. Moved by Higgs,second by Oetting,to authorize the clerk to publish in the Dallas County News for sealed bids on the 1979 Chevrolet pickup box.Carried 4 to O. Moved by Spencer,second by Jansma,to adjourn.Carried 4 to O. Meeting adjourned.~H July 14,1980 The July 14 regular council meeting was called to order by Mayor Harry Copeland at 7:00 p vm ,at the city hall. The following councilmen were present:Spencer,Oetting,Higgs,~~Qtt, anrl~J.ansma.Also present were city attorney Paul Huscher and clerk- administrator Brian Redshaw.' Guests were: Kenn Spahr, Rosemarie Volkmer,Jerome R Volkmer,Charlotte Swallow, Attorney Bob McKinney,and fiscal agent Jack Sparks. Moved by Oetting to accept the minutes with the following correction to the June 9 minutes: "Moved by Higgs,second by Jansma.to reimburse the fire department $400.00 per contract in December,1979.Carried 3 to 0." Second by Higgs,to accept the corrected minutes.Carried 5 to O. Mayor Copeland asked for any objections to the issuance of ~40,000.00 General Obligation Funding Bonds.The clerk reported that there were no oral or written objections. Higgs introduced a resoluiton entitled "Resolution taking additional action for the issuance of $140,000.00 General Obligation Funding Bonds.Second by Oetting.A roll call vote was as follows: Ayes:Spencer,Oetting,Higgs,Scott,and Jansma Nays:None recorded
