HomeMy WebLinkAbout1980-07-14-Regular Minutes21 June 24--cont Moved by Oetting,second by Scott,to adjourn.Carried 3 to O. ) July 2,1980 A special meeting of the Waukee City Council was held on July 2,1980 with Mayor Copeland presiding and the following councilmen present: Spencer,Oetting,Higgs,and Jansma.Absent:Scott. This meeting was called to agree on an interest rate for the funding bonds which will be exchanged for the stamped warrants at the Brenton State Bank.It was also held to set a date for a hearing on the issuance of these bonds. Moved by Jansma,second by Oetting,to set the interest rate at 6.40% and hold the hearing on July 14,1980 at 7:00 p.m.at city hall. This resolution authorizes the city clerk to publish same in Dallas County News.Carried 4 to O. (RESOLUTION AND PROCEEDING ATTACHED) It was decided by the council that anyone wishing to be on the council's agenda should notify the city clerk not less than 10 days in advance of meetings.Claims will be considered by the council only if presented not less than 5 days before the regular meetings. Moved by Higgs,second by Oetting,to authorize the clerk to publish in the Dallas County News for sealed bids on the 1979 Chevrolet pickup box.Carried 4 to O. Moved by Spencer,second by Jansma,to adjourn.Carried 4 to O. Meeting adjourned.~H July 14,1980 The July 14 regular council meeting was called to order by Mayor Harry Copeland at 7:00 p vm ,at the city hall. The following councilmen were present:Spencer,Oetting,Higgs,~~Qtt, anrl~J.ansma.Also present were city attorney Paul Huscher and clerk- administrator Brian Redshaw.' Guests were: Kenn Spahr, Rosemarie Volkmer,Jerome R Volkmer,Charlotte Swallow, Attorney Bob McKinney,and fiscal agent Jack Sparks. Moved by Oetting to accept the minutes with the following correction to the June 9 minutes: "Moved by Higgs,second by Jansma.to reimburse the fire department $400.00 per contract in December,1979.Carried 3 to 0." Second by Higgs,to accept the corrected minutes.Carried 5 to O. Mayor Copeland asked for any objections to the issuance of ~40,000.00 General Obligation Funding Bonds.The clerk reported that there were no oral or written objections. Higgs introduced a resoluiton entitled "Resolution taking additional action for the issuance of $140,000.00 General Obligation Funding Bonds.Second by Oetting.A roll call vote was as follows: Ayes:Spencer,Oetting,Higgs,Scott,and Jansma Nays:None recorded (RESOLUTION PROCEEDINGS ATTACHED) Councilman Jansma introduced a resolution entitled "Resolution .. providing for the issuance of $llfO,000.00 General Obligation Funding Bonds and providing for the levy of taxes to pay the same. Second by Scott.A roll call vote was held as follows: Ayes':'Jansma,Scott,Higgs,Oetting,and Spencer Nays:None recorded. Resolution carried (RESOLUTION PROCEEDINGS ATTACHED) Since these funding bonds will be tax abated,Jerome Volkmer asked what tax abated means.Jack Sparks explained that these bonds will bel paid for out of gas revenues. Mr Volkmer presented a petition with 11 signatures for an extension on the storm sewer project.The estimated cost would be $2800.00 involving 200 feet of 12"concrete pipe. Moved by Scott to add this extension to the storm sewer project with a cost not to exceed $3000.00.Second by Oetting.Carried 5 to O.This agreement is subject to an arrangement with the property owner Remo Nizzi. Attorney Bob McKinney met with the council in reference to Delmer Boll's termination. Moved by Oetting,second by Scott,to make a progress payment to D C Construction in the amount of $135,239.31 for the storm sewer project as funds become available.Carried 5 toO. The clerk presented a letter from Mr Eason,supt of schools,regarding interruptible gas service for the south half of the nigh school on East St.The clerk was instructed to talk with Bob Lewis from Northern Natural Gas concerning the availability of gas this·falL The city clerk was advised that water main shut off valves should be located to avoid interrupted water service for the entire city. D C Contruction should reimburse the city for parts damaged in water main breaks. Moved by Scott,second by Jansma,to pull the old well and repair it as per estimate from Thorpe Well Co.Carried 5 to O. Moved by Scott,second by Spencer,to accept the employee handbook with the following addition: 'Water bills will be paid for full time employees living in the city limits'. Carried 5 to O. Moved by Jansma,second by Scott,to pay the fire chief's water bill if he lives within the city limits.Carried 5 to O. The city clerk was instructed to call the DOT about the approach to Highway 6 from East St.He is also instructed to oil and scarify East St from Highway 6 to Ashworth Dr and also 3rd St from Ashworth Dr to Northview. Moved by Oetting,second by Scott,to hire a zoning administrator paid for with 50%of building permit fees with his share not to exceed $100.00. Carried 5 to O. The clerk was instructed to advertise for one position on the Board of Adjustment and two positions on Planning &Zoning. One bid was received for the 1975 Plymouth police car from Larry Oetting in the amount of $117.00.Moved by Scott,second by Jansma,to accept this bid.Carried 4 to O--Oetting abstaining. Two bids were received for the 1979 CheVrolet pickup bed:, Jim Higgs $190.00 Harry Copeland 155.60 l10ved by Scott,second by Jansma,to accept the $190.00 bid from Jim Higgs.Carried 4 to O--Higgs abstaining. Coordinating Officer Larry Phillips read the resignation letter of Ron Vest to be effective August 1,1980.Applications are now being accepted. Moved by Oetting,second by Higgs,to adjourn.Carried 5 to O. Meeting adjourned. .-
