Moved by Oetting,second by Jansma,to place a temporary moratorium on contruction of multiple family dwellings.A roll call vote was as follows: Yes:Oetting,Higgs,Jansma No:Spencer,Scott Motion carried 3 to 2. Moved by Scott,second by Jansma,to adjourn.Carried 5 to O. ~~ Mayo ' August 20,1980 A special meeting of the Waukee city council was held on Wednesday, August 20,1980 at 7:30 p.m.with Mayor Copeland presiding and all councilmen present--Erwin Jansma left after a short period but returned later. Guests at this meeting were:Roger &Debbie Anderson,Jerry Brown, Bob Christianson,Dan Merta,Larry Phillips. The purpose of this special meeting was to discuss the moritorium on multiple fa..l1ilydwellings,reviews of Brian Redshaw,cTer'k-administrator and Larry Phillips,coordinating officer of the police department, and discussion on zoning ordinance revision. A lengthy discussion was held concerning the permit application of Dan Merta which was submitted by Bob Christianson. The 6 month review of Brian Redshaw,clerk-administrator,was held. Moved by Scott,second by Higgs,to increase Mr Redshaw's salary by $2000.00 per year--from $16,000.00 to $18,000.00 per year retroactive to August 1,1980.Carried 5 to O. A 6 month review of Larry Phillips,coordinating officer for the police department,was held.Moved by Higgs,second by Jansma,to increase Mr Phillips salary $2500.00 per year--from $12,500 to $15,000.00 per year--retroactive to July 1,1980.Carried 5 to O. 26 August 20--cont Moved by Scott,second by Oetting,to adjourn this session--to be resumed Thursday,August 21 at Lf:30 p.m.at city hall.Carried 5 to O. A"4gust 21,1980 The continuation of August 20,1980 was resumed at 4:30 p.m.on August 21.Mayor Copeland and all councilmen present. The topics of this meeting were the moratorium on bUilding multi-family dwellings and consideration of amendments to the zoning ordinance. A lengthy evaluation of Dan Merta's proposed 8 plex to be located east of 6th ~treet north of the railroad tracks was held. Moved by Jansma,second by Oetting,to adopt the following resolution: BE IT RESOLVED that Jerry Brown be instructed not to issue a building permit,applied for on August 11,1980,to Dan Merta for the reason that same does not comply with zoning ordinance as follows: 1.Not enough parking is shown 2.All required measurements are not shown 3.Gas service has not been arranged for Other questions which are being considered in connection with theordinanceare: 1.Definitions of row houses 2.R-3 bulk regulations 3.Residences in commercial districts 4.Sewer moratorium A roll call vote was held as follows: Yes--Higgs,Jansma,Oetting No---Scott,Spencer Motion carried--3-2. Moved by Oetting,second by Scott,to instruct the city administrator to contact city engineer in order to acquire cost and time figures which will be necessary to correct the 900 bend in the sewer main line and to identify the root cause of the sewer capacity problem.Carried 5 to O.
