August 25,1980
A special meeting of the Waukee city council was held on August 25,
1980 at 7:00jp.m:with Mayor Copeland presiding and all councilmen
present except Art Spencer who arrived later in the meeting.
Moved by Higgs,second by Jansma,to accept the minutes of August
11,20,and 21.Carried 4 to O.
The purpose for this special meeting was consideration of amendments
to the zoning ordinance.
The council had discussion on the following zoning districts:
A-I,R-l,R-2,R-3,C-l,C-2,and C-3.
It was agreed that discussion at the next meeting on Tuesday,Sept
2,1980 at 7:00 p.m.would be directed to R-4,R-5,R-6,M-l,and
M-2 zones.Subdivision regulations would also be discussed.
Moved by Higgs,second by Jansma,to adjourn.Carried 5 to O.

The reg~lar meeting of the Waukee council was called to order by
Mayor pro tem Larry Oetting.Present were:Spencer,Higgs,and
Scott.Absent:Mayor Copeland and Jansma.
Moved by Higgs,second by Spencer,to approve the minutes of August
25 and September 2.Carried 3 toO.
Guest at this meeting were:Bob Christianson,Don Corrigan,Bud
Gray,Ron Jackson,Henry Oakes,Dan Merta,David Reed,and Merle
Rees.
Matt Ross,who was listed on the agenda,was unable to attned this
meeting.
Bon CQr~igan presented an insurance proposal from Employer's l~ltual
Companies.After the presentation and discussion of this proposal,
the council advised Mr Corrigan that they wished to meet with W D
Brickert of·Hunter Insurance at 7:00 p.m.on September 16 to hear
his proposal before making a final decision.
Ron Jackson of KMA informed the council of the status of the SSES
study,the grant application with EPA,and the sewer capacity problem.

Henry Oakes,city engineer,presented progress payment #3 for the
1980 Storm Sewer project from D C Construction.Moved by Scott,
second by Higgs,to accept progress payment #3 in.the amount of
$4,421.82 subject to manhole corrections.Carried 3 to O.
The final 10%is due in 31 days in the amount of $22,276.49.
Mr Oakes advised the council that,in his opinion,the sewer capacity
problem does not warrant a moratorium on multi-family dwellings.
Moved by Scott,second by Spencer,to remove the temporary moratorium
on multi-family dwellings.A roll call vote was as follows:
Yes:Spencer,Higgs,Scott
Nay:None recorded
Motion carried.
Moved by Scott,second by Spencer,to instruct the administrative
official,Jerry Brown,to resume issuing permits.Carried 3 to O.

The council asked Merle Rees to give them an estimate on the
seeding of the parking on 8th St and the ditch on the east side
of R-22 by the cemetary.
The clerk was directed to mail letters concerning weeds.
The council decided that the next regular council meeting will
be held on Tuesday,October 14,1980 at 7:30 p.m.and a special
meeting will be held on Tuesday,September 16 at 7:OD.p ...m:•.~.to
discuss W D Brickert's insurance proposal and at 7:30p.m.to
discuSS revision of zoning ordinance.

September 16,1980
A special meeting of the Waukee City council was held on September
16,1980.Mayor pro tern Larry Oetting called the meeting to order
with the following councilmen present:Spencer,Higgs,and Scott.
Absent:Mayor Copeland and Erwin Jansma.
The purpose of this meeting was to consider the insurance proposal
of Hunter Insurance Agency,Frances Weil's building permit,Merle
Rees'seeding proposal,and a consideration of amendments to the
zoning ordinance.
Guests at this meeting were:Frances and Hannah Weil;Jerry Alt,
Remo Nizzi,Don Corrigan,and Jerry Brown,zoning administrator.
Moved by Higgs,second by Spencer,to accept the September 8,1980
minutes.Carried 3 to O.
W D Brickert of Hunter Insurance Agency presented a proposal from
Employers Mutual Companies.The council deferred action this
proposal as well as the one from Universal Insurance until later
in the meeting.
Francis Weil presented his plans for building a house SE of 7th &
Cherry.Moved by Scott,second by Higgs,to approve the building
permit subject to securing a 20'private easement from Remo Nizzi.

The council instructed the clerk to secure further bids on the
seeding of the storm sewer project.
Moved by Higgs,second by Spencer,to accept the proposal of Hunter
Insurance Agency in the amount of $16,135.00.Carried 3 to O.
Mayor pro tern Larry Oetting appointed an insurance committee of
the following people:Larry Phillips,Brian Redshaw,and Art
Spencer.to meet with W D Brickert.
Discussion of amendments ,to the zoning ordinance was held._
