October 14,1980
The regular meetingoof the Waukee City council was held on October
14,1980 with Mayor Copeland presiding and the following councilmen
present:Jim Higgs,Larry Oetting,Curtis Scott,and Art Spencer.
Absent:Erwin Jansma.
Guests at this meeting were:Henry Leonard,Matt Ross,Irvin
Thompson,Dan Merta,Bud Gray,and Doug Brickert representing
Hunter Insurance Agency.
Moved by Higgs,second by Scott,to approve minutes as read.Carried
4 to O.
Matt Ross of the Iowa Concrete Paving Assn made a presentation
showing the benefits of concrete paving vs.asphalt.
Dan Reed of Burroughs Cdrporation was not present,but computer
proposals of Burroughs,Business Systems,and Computer Emporium
were discussed.Action has been delayed until more information
is available.
W D Brickert of Hunter Insurance Agency met with the council regarding
the status of the city insurance which became effective October 7,
1980.Content evaluation was discussed.

for an~amendm~nt~to othe 1980-81 Street Construction program.
The following changes were made:
Cherry St--5th St to 8th St
Walnut St--7th St to 9th St
Locust St--8th St to 9th St
5th St-----Ashworth to Cherry
Bud Gray of Bud Gray Construction Co and Dan Merta met with the
council regarding the city's hook-on policy for the gas department.
A lengthy discussion was held.
Moved by Scott,second by Oetting,not to allow any more gas hook-ups.
A roll call vote was held as follows:
Nay--Higgs,Spencer
Yes--Scott,Oetting
Mayor Copeland voted Nay to break the tie.Motion defeated 3 to 2.
Moved by Higgs,second by Spencer,to supply gas to those building
permits that have asked for gas as of 10-14-80 to include 10 trailers
at Jo-Lane Mobile Estates.A roll call vote was as follows:
Nay--Scott,Oetting
Yes--Higgs,S~encer
Mayor Copeland voted Yes to break the tie.Motion carried 3 to 2.
Due to lack of proposal and the time of year,the council decided
to delay seeding until spring.

Moved by Scott,second by Oetting,to accept bills as presented
excepL.Rockwell International.Carried 4 to O.The clerk was
instructed to request credit in the amount of $944.86 toward
the purchase of a TP-9 gas meter for Co-op dryer.
Moved by Higgs,second by Scott,to approve Class C beer permit
and Sunday sales for Waukee Emporium.Carried 4 to O.
The council set park closing date as October 27,1980.
Begger's Night was set for October 30,1980 from 6:00 p.m.til
8:00 p.m.
Moved by Scott,second by Oetting,to approve the hiring of
William M Lienberger Jr as police officer effective 10-1-80.
Carried 4 to O.Starting police officer pay is $900.00 per month.
The council has reviewed the Iowa Civil Rights Commission complaint
of Delmar Boll and has found it to be without merit.It also
authorizes the city attorney to defend the claim.The motion was
made by Higgs,second by Spencer.Carried 4 to O.
The clerk was instructed to notify Thorpe Well Company to begin
work on the renovation of the city's water filtration system.
The council discussed Carroll Robison's retirement effective 10-1-80
and authorized the city clerk to pay Mr Robison for 3 weeks vacation.
The council decided to have an ordinance update meeting on October
28,1980 at 7:30 p.m.
Moved by Oetting,second by Higgs,to adjourn.Carried 4 to O.
