Moved by Jansma,second by Higgs,to accept the minutes of January 12 and 26 with the following corrections: 1.Gloria New~uist,Dave Reed,John Eatwell,Mr &Mrs Jerome Volkmer,Vitginia Oetting,Arletta Swain,Nadine Youngs,Bridget Keller,Mr &Mrs Earl Holtz,Gordon Christianson,and Cecil Reynolds attended the meeting. a.The council expressed approval to send Roger Anderson and Harry Jones to the Intro to Water course of DMACC.The City will pay the cost of the course. Carried 5 to O. Bill Riley of Heritage Communications Inc.made a presentation to the council regarding the acquisition of cable TV for the citizens of Waukee. AN ORDINANCE TO GRANT HERITAGE COl~ruNICATIONS,INC.D/B/A HERITAGE CABLEVISION,INC.(HEREINAFTER "HERITAGE"),A CORPORATION ORGANIZED AND EXISTING UNDER THE LAWS OF THE STATE OF IOWA,ITS SUCCESSORS AND ASSIGNS,THE NON-EXCLUSIVE RIGHTS,PRIVILEGES AND AUTHORITY TO CONSTRUCT,OPERATE,MAINTAIN,REPAIR,REPLACE, RENEW,RECONSTRUCT,AND REMOVE A CABLE TELEVISION SYSTEM ACROSS PUBLIC PROPERTY IN THE CITY LUHTS FOR A TERM OF T\-JENTY-FIVE (25) YEARS was presented. Guests at this meeting were:'John Miller,Mark Beery,Jerry Johnson, Dave Reed,Doug Pogge,Bill Riley,Kyle C Morris,John Winkler, Bob Applegate,Rod Spencer,Ingrid Kaufman,Leland Felt,Diane Aldrich,and Beth Jansma. Leland Felt representing the Lions Club appeared before the council regarding the placement of a sign on the corner of 4th &Ashworth (southwest corner of intersection). Moved by Scott,second by Spencer,to allow the Lions Club to place a 5 X 8 lighted sign on the southwest corner of the intersection of 4th &Ashworth.Voting as follows: Ayes: Nays: Spencer,Scott,Higgs Oetting,Jansma Carried 3 to 2. John Winkler representing the Waukee Library Board made a presentation to the council regarding the movement of the library toanother location.He cited space and staff considerations.The council stated that within the present budget constraints,a move would not be feasible. Jerry Johnson,Bob Applegate,Doug Pogge,and Rod S£encer met with the council regarding the purchase of an emergencYAIor the First Responder program.This vehicle would not be used to transport patients. Moved by Higgs,second by Scott,to purchase a 1972 Chevrolet emergency vehicle for $2250.00 out of Federal Revenue Sharing funds. Carried 5 to O. Due to the fact that only 1 name was presented for the vacancy on P &Z,the council decided to table action on this vacancy at this time. The city administrator presented a proposal for the purchase of 40 rebuilt Sprague RM gas meters. Moved by Jansma,second by Oetting,to purchase 40 Sprague RM gas meters at a total cost of $2000.00 from Energy Economics. Carried 5 to O. Jim Hardin presented a request for the use of a grassy area west of the ball fields on the north side of the park to be used as a soccer field. Moved by Jansma,second by Oetting,to allow the Waukee soccer program to use the above mentioned area in the park.Carried 5 to O. Police Chief Larry Phillips presented a request for the purchase of two (2)K-55 radar units at a cost of $1149.00. Moved by Oetting,second by Jansma,to purchase two K-55 'radar units from MPH Industries at a cost of $1149.00,Voting as follows: Ayes: Nays: Spencer,Oetting,Higgs,Jansma Scott Carried 4 to 1. 42 February 9,1981--cont A Federal Revenue Sharing'hearing was held as published in the Dallas County News for FY 81-82.No comments,written or oral,were received by the city-clerk. Moved by Higgs,second by Spencer,to use the Federal Revenue Sharing entitlement in the amount of approximately $17,500000 to be used for road construction.Carried 5 to 00 Moved by Jansma,second by Scott,to set March 9,1981 at 7:30 p.m. as the hearing on the FY 81-82 budget.Carried 5 to O.
