HomeMy WebLinkAbout1981-03-09-Regular MinutesMarch 9,1981 43 The regular meeting of the Waukee council was held on March 9,1981 with Mayor Copeland presiding and all councilmen were present.The meeting was called to order at 7:30 p.m. Guests at this meeting were:Jim Owen,Glen Westra,Donald VanGorp, Randi Fodness,and Sue Williams. Moved by Jansma,second by Oetting,to approve the minutes of February 9,1981.Carried 5 to O. Don VanGorp of Hydro Mag made a presentation regarding an electronic water softener for the city's water system.The council directed him to obtain a water sample to determine the feasibility of this proj ect. A Federal Revenue Sharing hearing was held as published in the Dallas County News for FY 81-82.The $42,000.00 figure amends the $17,500.00 to include a $24,500.00 cash balance.No comments, written or oral,were received by the city clerk. Moved by Jansma,second by Scott,to use the $42,000.00 of Federal Revenue Sharing funds for road construction.Carried 5 to O. A budget hearing was held as published in the Dallas County News. No oral objections were heard.A written comment from Remo Nizzi was read regarding the balance of the 1980 Storm Sewer account. He requested information regarding the use of this money.The council responded that the money would be used for seeding and road repair of areas directly affected by the project. Moved by Oetting,second by Higgs,to approve the $884,604.00 budget as presented by the city administrator.Carried 5 to O. The council directed the city administrator to contact Watertower Paint &Repair Company regarding repainting the interior of the small water tower. 44 March 9--cont A lengthy discussion concerning the police department was held. Moved by Spencer,second by Scott,to adjourn.Carried 5 to O. Meeting adjourned. April 13,1981 The April regular council meeting was held on April 13,1981 at city hall.Mayor Copeland called the meeting to order at 7:30 p.m.with all councilmen present. Guests at this meeting were:Free Cobb of Watertower Paint & Repair Co,Larry Nothwehr and Scott McIntyre of Kirkham- Michael &Assoc.,Angie Blum of Drake University,Doug Brickert of Hunter Insurance Agency,Tom Reinhard of Heritage Cablevision, Nikki Keller and others from Wau-Tri-Kee,and Donald VanGorp of Hydro-Mag. Moved by Higgs,second by Scott,to approve the minutes of March 9,Carried 5 to O. Nikki Keller acting as spokesperson for Wau-Tri-Kee presented the councilmen and mayor with certificates of appreciation for their service to the connnunity. Larry Nothwehr of KMA made a presentation concerning the status of the sewer system evaluation survey.Scott McIntyre,engineer, indicated that the peak flow data in the report is being questioned by DEQ.More flow monitoring will be required before the facility plan will be approved.Additional federal money will be available to accomplish this. Doug Brickert of Hunter Insurance Agency met with the council regarding raised valuations on city buildings. Moved by Higgs,second by Jansma,to accept Brickert's reconnnend- at ions regarding increased valuations of the city's buildings. Carried 5 toO.The annual cost of these changes will be $430.00 approximately. Don VanGorp of Hydro-Mag presented a water analysis of Waukee. The council deferred action until a biochemist can be consulted and data is received from Ames facility. Tom Reinhard of Heritage Connnunications appeared before the council in reference to the regulatory ordinance.As a matter of record,the franchise ordinance was passed 349 to 12 at an election held March 31,1981. Fred Copp of Water tower Paint &Repair Co made a presentation concerning renovation of the 50,000 gallon water tower.The estimate is approximately $12,000.00 The council deferred action until the June meeting.
