Meeting adjourned. April 13,1981 The April regular council meeting was held on April 13,1981 at city hall.Mayor Copeland called the meeting to order at 7:30 p.m.with all councilmen present. Guests at this meeting were:Free Cobb of Watertower Paint & Repair Co,Larry Nothwehr and Scott McIntyre of Kirkham- Michael &Assoc.,Angie Blum of Drake University,Doug Brickert of Hunter Insurance Agency,Tom Reinhard of Heritage Cablevision, Nikki Keller and others from Wau-Tri-Kee,and Donald VanGorp of Hydro-Mag. Moved by Higgs,second by Scott,to approve the minutes of March 9,Carried 5 to O. Nikki Keller acting as spokesperson for Wau-Tri-Kee presented the councilmen and mayor with certificates of appreciation for their service to the connnunity. Larry Nothwehr of KMA made a presentation concerning the status of the sewer system evaluation survey.Scott McIntyre,engineer, indicated that the peak flow data in the report is being questioned by DEQ.More flow monitoring will be required before the facility plan will be approved.Additional federal money will be available to accomplish this. Doug Brickert of Hunter Insurance Agency met with the council regarding raised valuations on city buildings. Moved by Higgs,second by Jansma,to accept Brickert's reconnnend- at ions regarding increased valuations of the city's buildings. Carried 5 toO.The annual cost of these changes will be $430.00 approximately. Don VanGorp of Hydro-Mag presented a water analysis of Waukee. The council deferred action until a biochemist can be consulted and data is received from Ames facility. Tom Reinhard of Heritage Connnunications appeared before the council in reference to the regulatory ordinance.As a matter of record,the franchise ordinance was passed 349 to 12 at an election held March 31,1981. Fred Copp of Water tower Paint &Repair Co made a presentation concerning renovation of the 50,000 gallon water tower.The estimate is approximately $12,000.00 The council deferred action until the June meeting. A discussion was held concerning the status of the 1981 fire protection agreements.Moved by Oetting,second by Scott,to accept the agreements for Walnut,Boone,and Van Meter townships as presented by council representative,Erwin Jansma. Carried 5 to O.The cost is $.25 per $1000.00 assessed valuation for the protected areas in each township. The city administrator presented the following proposals for the 1981 sealcoating project: Iowa Road Builders Slurry Kote Double T Asphalt $20,761.75 25,724.13 26,730.00 Moved by Spencer,second by Jansma,to accept the proposal of Iowa Road Builders in the amount of $20,761.75.Carried 5 to O. A lengthy discussion was held concerning gas and water meter deposits.Moved by Jansma,second by Oetting,to require a $50.00 gas meter deposit and a $25.00 water meter deposit which will be refunded after two consecutive years of prompt payment history. A roll call vote,was as follows: Ayes:Oetting,Jansma Nays:Spencer,Scott Abstain:Higgs 46 April 13--cont Motion defeated. Moved by Higgs,second by Scott,to amend to previous motion to include the following:If two consecutive years of prompt payment history have already been established immediately prior to the new hook-up,then the deposit will be waived.Carried 4 to l--Jansma voting No. The city administrator presented a budget amendment for FY 80-81. The proposal increases budget total from $778,560.00 to $943,690.00. $162,880.00 is due to increased utility revenues and $2,250.00 is due to an increased revenue sharing appropriation. Moved by Scott,second by Spencer,to accept this amendment and_set May 11,1981 at 7:30 p.m.as the hearing date and publish same in Dallas County News.Carried 5 to O. The city clerk-administrator presented the clerk's report. Moved by Jansma,second by Higgs,to adjourn at 12:20 a.m. Carried 5 to O. Meeting adjourned. Mayor April 27,1981 A special meeting of the Waukee council was held on April 27, 1981 at 8:00 p.m.with Mayor Copeland presiding and all council- men present except Curtis Scott.The purpose of this meetine; .was to hold a final discussion on the revised municipal code prior to the May 4 public hearing. The regulatory ordinance,among others,was discussed. Moved by Oettine;,second by Jansma,to adjourn.Carried 4 to O. Meeting adjourned at 9:15 p.m. May 4,1981 A special me e t Lng was held on May 4,1981.Mayor Copeland presided and all councilmen were present.This meeting was held to hold a public hearing on the revised municipal code. The meeting was called to order at 8:00p.m.as published in the Dallas County News. Guests at this meeting were:Ronald &Rae Hughes,Tobin Wirt, lone &Marvin Taylor,Jane and Tim Wilson. No objections,written or oral,were received by the city clerk. Moved by Higgs,second by Scott,to adopt the municipal code as presented.Roll call vote was held as follows: Ayes: Nays: Jansma,Higgs,Scott,Oetting,Spencer None recorded The municipal code was adopted by unanimous vote.
