HomeMy WebLinkAbout1981-05-11-Regular MinutesMay 11,1981 47 The May regular council meeting was called to order at 7:34 p.m. by Mayor Harry V Copeland.A roll call was taken and all councilmen were present. Moved by Scott,second by Oetting,to approve minutes of April 13,27,and May 4 with correction to May 4 minutes: In the first paragraph deleting the words 'municipal code' and inserting the words 'ordinances of 1981 as municipal code'. Carried 5 to O. Don VanGorp spoke to the council regarding the electronic water softener for the City.The council asked questions regarding the warranty and reliability of the product.Action was deferred to a later date.pending more information. Rod Spencer presented a proposal for additional equipment for the First Responders.Moved by Higgs,second by Scott,to approve the balance of the expenditures up to $731.20 after other civic groups are contacted for financial support.Carried 5 to O. Fire Chief,Bob Applegate,made a presentation concerning the Waukee Fire Department. Moved by Jansma,second by Higgs,to approve a maximum expenditure of $1000.00 for fireworks.Carried 5 toO. Jack Loynachan,water superintendent of Adel,appeared before the council regarding waste water testing.The council indicated that they would be.interested in his services pending more cost data. The FY 80-81 budget amendment which amends the current budget from $778,560.00 to $943,690.00 was presented by the city administrator.No objections,oral or written,were received. Moved by Spencer,second by Scott,to accept the budget amendment.Carried 5 to O. The six-mmnth review of Richard Marr was held.Police Chief, Larry Phillips,recommended that Marr be put on a permenant status and that his base pay be increased from $1000.00 to 1075.00 per month ... Moved by Oetting,second by Jansma,to accept this recommendation and to make the pay increase retroactive to 3-1-81,Marr's six-month anniversery date.Carried 5 toO. Gordon Christianson spoke to the council regarding the upgrading of the police building. The City Administrator presented a proposal from Water Tower Paint and Repair for work on the interior of the small water tower.The council deferred action until the June meeting. Since only 1 application for the Planning and Zoning Commission has been received,the council tabled the discussion on this matter and directed the clerk-administrator to continue advertising. The council directed the city administrator to advise the citizens of the requirement of building permits. The council discussed the selection of a city engineer.Moved by Higgs,second by Scott,to hire Henry Oakes as city engineer. A roll call vote was taken as follows: Ayes:Scott,Spencer Nays:Oetting,Higgs,Jansma Motion defeated. The council directed the city administrator to contact Veenstra,&Kimm,Snyder &Associates,and Anderson Consultants to have representatives of these engineering firms be present at the June meeting. Moved by Jansma,second by Scott,to pay the band directors $50.00 per concert for the summer ice cream socials.Carried 5 to O. Moved by Jansma,second by Scott,to pay the drivers for Red Cross swimming lessons in Adel,$265.00.Carried 5 to O. Moved by Scott,second by Spencer,to appoint Hannah Weil as city treasurer.Carried 5 to O. Brian J Redshaw presented the administrator's report. Moved by Oetting,second by Jansma,to adjourn the meeting at 10:04 p.m.Carried 5 to O. Mayor
