Bruce Willis spoke to the council regarding fire sirens.The
city administrator advised the council that the west fire siren
on top of the fire station blows the incorrect tone during a
fire,and should be replaced.The fire alarm is an oscillating
tone whereas the tornado warning is a steady tone.The council
instructed the city administrator to check out possible grant
sources.The west end siren will be rewired to sound for tornado
warning.
Moved by Oetting,second by Scott,to appoint Pat Gutshall to the
Planning &Zoning Commission.Carried 5 to O.
The council directed the city administrator to reimburse the
Waukee Volunteer Firemen $800.00 per contract for the periods
July to December 1980 and January to June 1981.
Moved by Scott,second by Jansma,to adjourn at 12:19 a.m.
Carried 5 to O.

July 13,1981
The July regular council.meeting was called to order by Mayor pro
tern Larry Oetting.Mayor Copeland was absent but all councilmen
were present.
Moved by Spencer,second by Jansma,to approve minutes of June
8,1981.Carried 4 to O.
Guests at this meeting were:Bob McKinney,Ron Olson,Vivian
Broderick,Tamie Royer,Marguerite Jordan,Jerry Brown,Dennis
Felt,Frank Bailey,Ken Hopper,Helen Fish,Florence Griffith,
and Mabel Loschen.
Jerry Brown,zoning administrator,made a presentation concerning
building permits issued since January 1,1980
Bob McKinney,representing the dOvmtown businesses,spoke to the
council regarding the proposed change to parallel parking on the
south side of Walnut St between Ashworth and 6th St.Vivian
Broderick presented a 5 page petition protesting the proposal.
The city.council directed the city attorney and the city clerk to
draw up an ordinance leaving the parking on this section of Walnut
Street as it is~and to change the angle parking north of the bank
alley on the east side of 6th St to parallel parking.Other minor
changes were also suggested.

Doug Brickert,the city's insurance agent,presented a proposal
for earthquake insurance.The city council indictated that they
were not interested.Insurance on the portable fire equipment
and the emergency van were also discussed.
Moved by Jansma,second by Scott,that the First Responders be
considered part of the Waukee Fire Department.Carried 4 to O.
The First Responders are required to furnish the city a copy of
their by-laws.
Frank Bailey and Dennis Felt appeared before the council requesting
space for a bicycle motocross course east of the softball diamonds
south of town.Motorcycles and mopeds would be prohibited from
this area.
Moved by Jansma,second by Scott,to allow BMX racing to use a 200'
X 200'square withithe concurrance of the Mayor as to location and
the concurrance of the Police Chief as to safety standards.Carried
4 to O.
Mable Loschen of 635 Kaylin Dr came before the council regarding
a drainage problem on her property.The city council directed the
city clerk to have the maintenance department correct this problem
with another intake.
Marguerite Jordan appeared before the council regarding the city's
responsibility on water service connections.The council indicated
that the city would maintain the service from the main to the stop
box.Sewer and gas connections would be maintained from the main
to the houses.
The problem of mosquitos was brought before the nouncil.Moved
by Higgs,second by Jansma,to have Campbell Flying Service of
Dallas Center spray for mosquitos for the quoted price of $1000.00.

The council requested that road work be done on School St and on
5th St from Laurel to Maple.
The council deferred action on the 1981 zoning map until an opinion
of the Planning and Zoning Commission is obtained.
The council deferred action on the L-8000 computer proposal until
additional information is presented.
Moved by Scott,second by Spencer,to appoint Snyder and
as city engineer on a $150.00 per month retainer basis.

Larry Phillips,police chief,reported that Scott Redlinger has
satisfactorily completed his 6 month probation and recommended that
he be given the customary $75.00 per month salary increase and be
put on permanent status.
Moved by Jansma,second by Scott,to accept the above recommendation.
Carried 4 to O.
The council directed the Public Safety Committee,police chief Phillips,
and the city administrator to meet regarding the formulation of
an employee incentive program and to report to "the council at the
next meeting.
Moved by Scott,second by Jansma,to give a 5%salary increase to
all full time employees and to permit overtime for the police chief
on a low man first basis.Carried 4 to O.
Moved by Jansma,second by Scott,to adjourn at 10:48 p.m.Carried4toO.

The regular meeting of the Waukee City Council was held on August
10,1981 at 7:32 p.m.with Mayor Copeland presiding and all
councilmen present except Jansma.
Guests at this meeting were:Roger Buffington,
Christianson,Cecil Reynolds,Bob Heddinger,
and Doug Pogge.
Moved by Higgs,second by Oetting,to approve minute of July 13,1981.

renewal of his Class C liquor license.
