The council deferred action on the 1981 zoning map until an opinion of the Planning and Zoning Commission is obtained. The council deferred action on the L-8000 computer proposal until additional information is presented. Moved by Scott,second by Spencer,to appoint Snyder and as city engineer on a $150.00 per month retainer basis. 4 to O. Associates Carried Larry Phillips,police chief,reported that Scott Redlinger has satisfactorily completed his 6 month probation and recommended that he be given the customary $75.00 per month salary increase and be put on permanent status. Moved by Jansma,second by Scott,to accept the above recommendation. Carried 4 to O. The council directed the Public Safety Committee,police chief Phillips, and the city administrator to meet regarding the formulation of an employee incentive program and to report to "the council at the next meeting. Moved by Scott,second by Jansma,to give a 5%salary increase to all full time employees and to permit overtime for the police chief on a low man first basis.Carried 4 to O. Meeting adjourned. ~UIm~ayorro tem August 10,1981 The regular meeting of the Waukee City Council was held on August 10,1981 at 7:32 p.m.with Mayor Copeland presiding and all councilmen present except Jansma. Guests at this meeting were:Roger Buffington, Christianson,Cecil Reynolds,Bob Heddinger, and Doug Pogge. Moved by Higgs,second by Oetting,to approve minute of July 13,1981. Carried 4 to O. Remo Nizzi,Gordon Marguerite Jordan, Bob Heddinger d/b/a Bob's Tap spoke to the council regarding the renewal of his Class C liquor license. Moved by Oetting,second by Scott,to approve the Class C liquor license for Bob's Tap,pending receipt of proper papers.Carried 4 to O. 53 August 10---cont Doug Pogge,representing the Waukee Fire Department and the Waukee First Responders,spoke to the council regarding their attendance at an Open House. Moved by Scott,second by Higgs,to hold a special council meeting August 24,1981 at 7:30 p.m.to tour the facility.Carried 4 to O. Discussion was held concerning a bill from Don Henson in the amount of $660.00 for repainting the First Responder van. Moved by Higgs,second by Oetting,to approve Article X as follows: Article X Section 1.No Alteration or Amendments shall be made to the Constitution unless proposed in writing at a regular meeting,which .. amendment shall be referred to a special committee,who shall report at the next regular meeting when it may be acted upon and adopted by three-fourths (3/4)of the members present. Section 2.Should the committee fail to report at the proper time,the matter may be considered in committee of the whole,and immediate action had thereon. Carried 4 to O. Moved by Scott,second by Spencer,to adopt the following resolution: Be It Resolve That: That the Constitution and Bylaws of the Waukee Fire of Waukee,Iowa,be amended by adding thereto Article a special paragraph as follows: Department III and Article III FIRST RESPONDERS There shall be included as a part of the personnel of the Waukee Fire Department of Waukee,Iowa,persons known as first responders who shall have been licensed,or completed training and been certified as,Emergency Medical Technicial (EMT)and/or Crash Injury Management (CIM)and/or Extrication Rescue Technician (ERT).The number of persons designated as first responders shall be determined by members of the department from time to time. Persons who are designated as first responders shall at all times be members of the Waukee Fire Department,and this shall be considered to be a part of the Waukee Fire Department.Officers of the first responders shall be the fire chief,the director of the first responders,assistant director of the first responders,and secretary- treasurer of the first responders. Gordon Christianson spoke to the council regarding the 5%increase for all city employees on July 1,1981.He felt that a cost of living clause ought to be included in the city employee's salaries. Moved by Scott,second by Spencer,to advertise for a new police officer at a starting salary of $12,600.00.Carried 3 to l--Higgs voting No. ----_~-.i'.54 Bob Heddinger spoke to the council regarding staggered terms for councilmen so that all would not expire the same year. Marguerit~Jordan representing Jordan Apartments requested that something be done with the dirt mound in front of the building. The city administrator was asked to direct the maintance crew to handle this problem. The meeting was called to order by the Mayor,and the roll being called,there were present,Harry V Copeland,Mayor in the chair, and the following name Councilmen:Art Spencer,Larry Oetting, Jim Higgs,Curtis Scott.Absent:Erwin Jansma. Councilman Scott introduced an Ordinance entitled:"Parking Regulations of Motor Vehicles Within the Corporate Limits of the City of Waukee, Iowa." It was moved by Councilman Scott,and seconded by Councilman Spencer, to appeal an ordinance entitled "Parking Regulations of Motor Vehicles within the Corporate Limits of the Town of Waukee,Iowa" and substitute in lieu of this ordinance an ordinance entitled: "Parking Regulations of Motor Vehicles Within the Corporate Limits of the City of Waukee,Iowa," 55 August 10,1981--cont and that this ordinance be now read by the City Clerk.The Mayor put the question on the motion,and the roll being called,the following named councilmen voted: Ayes: Nays: Spencer,Higgs,Scott Oetting Whereupon,the Mayor declared the motion duly carried. It was moved by Councilman Higgs,second by Councilman Scott,that the rule that an ordinance must be received and filed at two meetings prior to the meeting when final action is takne or,if published in summary,be received and filed at one meeting prior to the meeting of final action,be dispensed with.The Mayor put the question on the motion,and the roll being passed,the following named councilmen voted:(Must be passed by 3/4 vote of entire Council.) Ayes: Nays: Scott,Higgs,Oetting,Spencer None recorded Whereupon,the Mayor declared the motion duly carried. It was moved by Councilman Scott,and seconded by Councilman Higgs, that the Ordinance entitled:"Parking Regulation of Motor Vehicles Within the Corporate Limits of the City of Waukee,Iowa"be now put upon its final passage and adoption.The Mayor put the question on the final passage and adoption of said Ordinance,and the roll being called,the following name Councilmen voted: Ayes: Nays: Spencer,Oetting,Higgs,Scott None recorded Whereupon,the Mayor declared said Ordinance duly adopted and passed, and signed his approval to said Ordinance. (ORDINANCE ATTACHED) The council discussed its water service policy and agreed that the City would be responsible from the main to the stop box and instructed the City attorney to draw up an ordinance to this effect.This ordinance will be presented at the next council meeting (regular). The City attorney,Paul Huscher,advised the council that the present ordinance requires the property owner to be responsible for the sewer service line the entire distance from the main to the house. The council discussed the need to paint the exterior of the 50M water tower. Moved by Spencer,second by Scott,to repaint the exterior of the 50M water tower for $5697.00.A roll call vote was as follows: Ayes: Nays: Spencer,Higgs,Scott Oetting Motion carried 3 to 1. The Loynachan lab proposal for water and waste water testing was presented.The city administrator was directed to invite him to the next regular council meeting. The CIRALG waste water proposals were presented.The council stated that it was not interested in any of the proposals. Brian Redshaw presented the administrative report. Moved by Higgs,second by Oetting,to allow Mr Redshaw an additional 5%over the 5%given to all city employees effective July 1,1981. Meeting September 14,1981 The September regular council meeting was called to order at 7:30 p.m. by Mayor Copeland with all councilmen present. Guests at this meeting were:Marguerite Jordan,John Weir,Rex King, Gordon Christianson,William Ohnemus,Brian Steffen,Bob Heddinger, Nikki Keller,Remo Nizzi,Larry Nothwehr,Scott McIntyre,Roger Buffington,Jack Loynachan,and Ken Hopper - Moved by Higgs,second by Scott,to approve minutes of August 10,1981 with the following corrections: The paragraph title "Article III"of the Waukee Fire Department by-laws should be changed to "Article XIII"and the captions "Section 1 and 2" should be added to the approved paragraphs. Carried 5 to O. Gordon Christianson spoke to the council regarding the salaries of city employees.He also requested that the city fly an American flag at the triangle. Rod Spencer of the Waukee First Responder presented Section 3 of Article XIII of the Waukee Fire Department by-laws.Action was deferred until the content of Article XII was explained. Peggy Guisinger was absent. John Weir and Rex King spoke to the council regarding water and sewer service.Roger Buffington of Snyder and Associates responded to their questions and recommended separate water and sewer services as the ideal solution.He said that joint services were an alternate solution due to the fact that no more development in that area is expected. Moved by Jansma,second by Oetting,to allow John Weir d/b/a John's Auto Service and Rex King d/b/a Rex King's Lawn Service to have a joint 4"sewer service and that the existing 3/4"water service be eXBended to Rex King providing that they will jointly maintain these services.Furthermore,this decision is recognized as exception to city policy.Carried 5 to O. Article XII of the Waukee Fire Department by-laws was found to require 75%approval for any new members.Section 3 of Article XIII exempts the First Responders from this rule and allows them to determine their own membership. Moved by Scott,second by Higgs,to approve Section 3 of Article XIII as follows: Section 3: Any members of the First Respondemof the Waukee Fire Department will not be subject to Section 3 of Article XII of the existing by-laws of the Waukee Fire Department Carried 5 to O. Scott McIntyre and Larry Nothwehr of Kirkham,Michael,and Associates presented an update to Waukee's waste water facility plan.Additional testing has found a higher infiltration flow than first reported. Federal assistance in this area will probably be non-existent.A plan for a $400,000.00 relief sewer was presented.Capabilities of existing lagoon site and future alternatives were alse discussed.
